PRE-COUNCIL MEETING CITY OF PASADENA September 5, 2023 – 9:30 a.m. MINUTES CALL TO ORDER Mayor Wagner called the Pre-Council Meeting to order. Proceeded to go over agenda. (19) (A)-(1) FINAL READINGS: Ordinance 2023-138 – Mayor Wagner advised that this item would be deferred. Ordinance 2023-144 – Councilmember Schoenbein asked Police Chief Josh Bruegger to explain the contract with City of Nassau Bay. Chief Bruegger responded. (19) (A)-(2) – FIRST READINGS: Items (A) & (B): Mayor Wagner advised that these items would be read separately and required a roll call vote. Item (S) – Councilmember Van Houte questioned if the City owns the land referenced in this item. Jay Dale, City Attorney, confirmed that the City does own this property. Short question/answer session followed between Councilmember Van Houte and Jay Dale. Item (P) – Councilmember Ybarra questioned how many ambulance crews are required to be on duty at one time. Discussion followed between Councilmember Ybarra and Kathy Perez, Public Health Director, regarding the number of crews on duty, response time on calls and when the current contract comes up for renewal. Thanked Jed Aplaca, Parks and Recreation Director, for the good job Parks Department has done keeping Strawberry Park clean. Also thanked the Parks Department for their collaboration with Boy Scouts Troop 1514 for installing the first library lending box in District E. Mentioned a recent Community Workshop held by BakerRipley, commenting it was a great opportunity for the citizens to engage and ask questions about the City’s budget. Thanked the Animal Shelter for hosting an animal adoption event where there were about 22 pets adopted. Commented it was really good to see families adopting animals from the community. Councilmember Dow – Congratulated all the police officers who recently graduated. Commented it was good to see people participate in this. Councilmember Ybarra – Thanked the Parks Department for the improvements they have made at Crenshaw Park. Also thanked Water Distribution for their work on repairing a lot of water line breaks and addressing the issues in a timely manner. Recognized Karen Hollon for her 25 years of service to the City. Councilmember Schoenbein – Welcomed everyone to the Council meeting. Mentioned the recent 2023 Wheelchair Basketball Shootout Tournament. Noted that teams from all over the world came to participate in this tournament and it was a tremendous success. Thanked Parks Department for working hard to put this all together. Stated he had the privilege to attend the City’s 83rd Police Academy cadet graduation. Noted there were a lot of families there representing the cadets. Commented that Pasadena is very proud of the cadets and wants to keep them in prayers as they serve to protect the City. Mentioned that he and Councilmember Estrada attended the animal adoption event where they were able to feed the dogs whipped cream cones. Remarked that everyone is working hard to get the Animal Shelter repaired and that it should be completed soon. Councilmember Villarreal – Asked that everyone keep the family of Maria Gonzalez in their prayers and that the Lord give them strength and peace. City of Pasadena – Council Meeting 2 Minutes: 09-05-23 10:00 a.m. Councilmember Valerio – Offered her condolences to the Gonzales family. Thanked all of the City employees; commenting “You do a great job.” Councilmember Guerrero – Wished everyone a good morning. Thanked the Animal Shelter for their hard work with the adoption event. Stated that while he was there about 10 animals were adopted. Commented this is a beautiful initiative that allows the community members to adopt animals. Thanked Councilmembers Schoenbein and Estrada for also attending the event and showing their support. Recognized the Public Works Department for all water improvement projects being completed along Southmore Ave. and along Easthaven Dr. Gave a shoutout to the 2023 Wheelchair Shootout Basketball Tournament. Thanked everyone who helped put that event together. Congratulated Karen Hollon on her years of service to the City. Gave a special recognition to the fire fighters who responded to a fire on Labor Day at Bryson Hill Apartments. Commented this is a constant reminder that while we are working and vacationing, there are some that are answering the call of service. Councilmember Van Houte – Stated that as Councilmember Estrada mentioned, as an Eagle Project, the Boy Scouts also put out library boxes in Sunset Park and Red Bluff Park. Encouraged everyone to go by and check it out and if they have books they have already read at home, to “feed the boxes.” CITIZENS WISHING TO ADDRESS COUNCIL Cristina Womack – President and CEO, Pasadena Chamber of Commerce. Thanked everyone that was able to attend the recent Constituents Connect event. Explained this is an important event that allows business stakeholders and partners of the City to connect with the elected officials. Noted that September brings many events such as the Membership 201 Workshop to be held on September 19th at 8:30 a.m., Pasadena Loves Local Workshop to be held on September 27th, the Pasadena Rodeo Kick Off and Gulf Coast Industry Forum. Invites everyone to come out and support all of the different events and be in tune with what is going on. Asked everyone to join the Chamber on November 2nd for the “Deep in the Heart of Texas” Taste of the Town event. Stated that nominations are now open for the annual Citizen of the Year Award. Nominations can be made online through the end of the month and will be announced at the December gala. Benjamin Peters – BakerRipley. Stated he was at the meeting to say thank you to Councilmembers Estrada and Ybarra and Julie St. Jean, City Controller, for coming out to support the BakerRipley’s Community Budget Workshop that was held the previous week. Commented that in the process of his work he looks at a lot of different government and city budget types of things and really appreciates that Pasadena is very committed to offering complete and transparent information about the budget and the budget process. Hopes to be able to work with the City again next year and to get more citizens engaged in the budget process. Explained the difference between the no-new- revenue tax rate and the voter approval rate. Stated that she would like for Council to be able to have a discussion on this and be able to choose some things from both not just one or the other. ORDINANCE 2023-163 - An Ordinance abandoning, vacating and closing a twenty foot (20.0') wide alley of Pine Avenue, being the North 370.00 feet of a 20 feet wide alley between Lot P and Lot A, Block 14 of the Golden Acres subdivision plat, filed under volume 9, page 67, Harris County map records, the same being out of the W.C.R.R. Company survey, Pasadena, Harris County, Texas, as described herein; finding that the public necessity and convenience no longer requires the continued existence of alley; and accepting that consideration in the amount of $27,000.00 as fair market value for the 7,400 square foot tract of land.
