(16) - MAYORAL APPOINTMENTS: Item (A) – Mayor Wager announced that Chief Wright’s swearing-in ceremony would be held in the Council Chamber immediately after the meeting followed by a reception in the 2nd floor meeting room. Councilmember Van Houte asked if the reception would be open to the public. Mayor Wagner confirmed that it would be open for citizen to attend. (19) - (B) RESOLUTIONS: Item (I) – Mayor Wagner explained voting process for this item. ADJOURNMENT 5:32 p.m. – Mayor Wagner adjourned the Pre-Council Meeting. Wished everyone a happy Thanksgiving and a safe weekend. Councilmember Ybarra – Welcomed everyone to the meeting. Commented there was a big crowd. Wished everyone a happy Thanksgiving. Councilmember Schoenbein – Wished everyone a happy Thanksgiving. Wanted to give special thanks to Officer Garza for the Blue Family Thanksgiving event. Noted that Officer Garza and volunteers helped over 1,000 people with meals. Stated that Officer Garza is a blessing to the community. Congratulated Chief Wright on his appointment to Police Chief. Looks forward to the swearing in after the meeting. Councilmember Villarreal – Wished everyone a happy Thanksgiving and thanked everyone for being at the meeting. God bless. Commented that he wants to thank the City staff that has been hard at work on Gutherie Dr. Stated that for the last two years sections of this street were broken and vibrated every time cars passed over. Remarked that he had committed to see that this was redeveloped and is honored to say that he has delivered on that promise. Stated he was also honored to participate in the Keller Middle School Career Day event. Commented that teaching these young students about their local government is so important. Mentioned turkey giveaway events hosted by Harris County Precinct 2 where they passed out 100 turkeys to Pasadena citizens and 1,000 turkeys in the North Houston area. Stated that he was blessed to be able participate in those events. Thanked the Pasadena Police Department, City staff, volunteers, Mayor Wagner and Councilmembers who participated in the 12 th Annual Blue Family Thanksgiving event. Recognized Chief Wright in the audience. Congratulated him on his “well deserved” promotion. Councilmember Van Houte – Commented that the holidays are coming on very quickly. Mentioned that the police department hosted the Blue Family Thanksgiving event earlier that afternoon. Joked if you have a green turkey, don’t eat it, but a blue turkey is a good thing. Stated that the Pasadena, Pearland and Houston Police Departments and the Harris County Sheriff’s Office worked together on this event to assemble Thanksgiving meals for a thousand families. Thanked Walmart for their donation of the food that was provided. Announced that the City’s Christmas Tree Lighting will be held Friday, December 1st, from 6:00 – 9:00 p.m. Noted the various activities and entertainment that will be at this event. Also announced the Lighted Parade scheduled for Saturday, December 2nd at 7:00 p.m. Noted that the parade route will be on Fairmont Parkway at Mickey Gilly Blvd. down to Watters Road. Congratulated Councilmember Villarreal on the birth of his new baby. Wished everyone a happy Thanksgiving. City of Pasadena – Council Meeting 2 Minutes: 11-21-23 6:00 p.m. CITIZENS WISHING TO ADDRESS COUNCIL Jerry Jones – Wished Mayor Wagner and Council a good evening. Stated that he has addressed Council many times in the past and was at the meeting in the spirit of Thanksgiving. Thanked the City for all they have done with the issues he has presented over the last year. Happy to say that by bringing these issues to Council’s attention they have all been handled in a good and timely manner. Advised that if someone has an issue, they need to let the City know so that it can be fixed. Stephen Alvarez – {Handed City Secretary papers to pass on to Council} Wished everyone a happy Thanksgiving. Agreed with comments made by the previous speaker regarding letting the City know if there is a problem so that people will know what is going on. Stated that Councilmember Guerrero ran for office this year but did it with corrupt obstacles in his way. Commented that his battle has been taking care of his daughters and elderly family member with dementia. Referenced a letter that a neighbor sent out detailing times his wife and daughter leave their house. Al Gonzalez – Stated he was at the meeting to speak on behalf of his long-time friend Stephen Alvarez. Commented that he knows there are a lot of complicated factors to the issues that Mr. Alvarez has been dealing with but he wants to hit on a few facts just to make sure that everyone is on the same page. Explained that Mr. Alvarez did go to the City of Pasadena to apply for the necessary permits for his home modification. The City then conducted inspections over the next eight months to validate the permits. After the conclusion of those inspections, the City approved the project. After the approval Mr. Alvarez started work on the home. Stated that home improvement projects take a lot of time, are very costly and you always have contingency but no one can plan for what has happen to Mr. Alvarez, which is the added cost of lawsuits. Asked that the City take a fresh look at this issue, drop the lawsuit against Mr. Alvarez and to acknowledge other houses in that neighborhood that have done modifications outside of the deed restrictions. Jed Aplaca – Parks and Recreation Director. Wished everyone a good evening. Noted that City staff has been busy putting up the Christmas tree and lights for the Christmas Tree Lighting event that will be held on Friday, December 1st from 6:00 – 9:00 p.m. Gave information on the different activities that will be at the event such as snow slides, a vendor market, face paintings, balloons, inflatables, live entertainment, a dog fashion show and Santa Claus will be present. Urged everyone to attend this event. Councilmember Schoenbein moved, seconded by Councilmember Villarreal that the Mayoral Appointment (A) nomination of Jerry Wright as Chief of Police be APPROVED. Councilmember Ybarra – Congratulated Chief Wright on his promotion. Mentioned a time that Chief Wright sent him helpful information for a PowerPoint presentation. Commented that they have had a good relationship. Stated that when other officers have been asked to describe Chief Wright, they said he is determined, humble and very approachable. After working with Chief, the last few weeks, he has found all of those things to be true. Councilmember Guerrero – Mentioned a conversation he had with Chief Wright where he advised Chief that his effort, due diligence and respect has been proven through the ranks City of Pasadena – Council Meeting 5 Minutes: 11-21-23 6:00 p.m. of the Police Department and the community. Commented that there is no doubt that they have selected the best person for this position. Councilmember Schoenbein – Commented that he has known Chief Wright since he was 14 years old and he knows him as a man of character and integrity. Further commented that Chief Wright works very hard and is dedicated to the City. Stated that Chief Wright brings a face to the City that lets the citizens know that the leadership is involved and cares about each and every one of them and this is a tremendous quality to have. Councilmember Estrada – Thanked Chief Wright for his years of service and congratulated him on his promotion. Commented that he has had the opportunity to meet with Chief regarding the future of the City and has faith that he will do a great job. MOTION CARRIED, UNANIMOUS. ORDINANCE 2023-217 - An Ordinance authorizing and approving execution of a contract amendment between the State of Texas, Office of the Firefighters’ Pension Commissioner and the City of Pasadena, Texas. This contract will increase the monthly pension contribution from $175.00 to $200.00 per Active Firefighter. There will be no impact on the FY2024 budget, and this contract amendment will be funded through the current budget allocation. No additional budget funds are requested or required. This solution efficiently and effectively eases the process of issuing permits, performing inspections, running reports, and investigating complaints using Sourcewell Contract #090320-TTI; and appropriating the amount of $82,170.00. ORDINANCE 2023-225 - An Ordinance authorizing and approving the purchase of a new armored vehicle for the Pasadena Police Department from Lenco Armored Vehicles, through the GSA Contract #GS-07F-169DA, in the amount of $313,143.00. This will replace the current Lenco Bearcat purchased 13 years ago, that although valuable, needs frequent repairs due to age. ORDINANCE 2023-234 - Authorizing and approving a contract for the renovation of the Fire Department’s Burn Building with WHP Training Towers in the amount of $55,300.00. ORDINANCE 2023-236 - An Ordinance authorizing and approving an extension of their annual contract for security services to S & S Investigations, Inc. ORDINANCE 2023-237 - An Ordinance authorizing and approving a contract to amend Ordinance 2023-153 to change the company name from Brookside Equipment to King Ranch Ag & Turf. ORDINANCE 2023-238 - An Ordinance authorizing and approving a contract by and between Club Car, LLC for the purchase of 10 golf carts for the use at the Pasadena Municipal Golf Course to accommodate the public’s increased demand. This contract will utilize the Sourcewell cooperative contract #122220-CCR in the amount of $84,000. RESOLUTION 2023-247 – Accepting a donation of $300.00 from ABC Dental for use by the Parks and Recreation Department in connection with the City of Pasadena Christmas Tree Lighting event. RESOLUTION 2023-249 – A Resolution authorizing the Mayor to execute and the City Secretary to attest General and No Litigation Certificate to the City of Pasadena, and Certificate of Approval relating to issuance of multi-family housing revenue bonds by Southeast Texas Housing Finance Corporation for the Life at Beverly Palms multi-family project located in the City of Pasadena. RESOLUTION 2023-250 – Amending Resolution 2022-142 due to an increase of $19,100.00 in the award amount to continue the Office of National Drug Control Policy High Intensity Drug Trafficking Areas (HIDTA) grant program in the amount of $76,400.00 from $57,300.00. RESOLUTION 2023-253 – A Resolution by the City of Pasadena, Texas, (“City”) denying the Statement of Intent to change rates filed on or about October 30, 2023 by CenterPoint Energy Resources Corporation, D/B/A CenterPoint Energy Entex and CenterPoint Energy Texas Gas; authorizing continued participation in the Texas Coast Utilities Coalition of Cities; authorizing Intervention in proceedings related to CenterPoint’s Statement of Intent; requiring the reimbursement of Municipal Rate expenses; authorizing representation of the City by Special Council; finding that the meeting complies with the Open Meetings Act; making other findings and provisions related to the subject; and declaring an effective date.
