(19) – (B) RESOLUTIONS: Item (L) – Councilmember Van Houte noted there was a typo in the item. Mayor Wagner stated they had been made aware of the mistake and it is in the process of being corrected. Wished everyone a happy and prosperous new year. Stated he prays for everyone’s health, safety and well- being. Looking forward to great things that will happen in the City of Pasadena. Thanked Paster Gonzalez for his invocation. Councilmember Guerrero – Welcomed everyone to the meeting. Recognized Cristina Womack and Pastor Gonzalez in the audience. Noted that Police Chief Wright’s birthday was January 1st. Wished him a happy belated birthday. Wished everyone a happy New Year. Councilmember Van Houte – Announced a Council Workshop to be held on January 9 th at 6:00 p.m. Stated that this workshop is in regard to the City’s Capital Improvement Plan which will cover 2024 to 2028. Explained that this is a rolling Five-Year Plan that is for infrastructure, buildings, roads and water lines. Noted that there have been sidewalk projects in several locations in Red Bluff Terrace. Commented that she will provide more information on the locations at the next meeting. Councilmember Estrada – Passed, no comment. Councilmember Dow – Wished everyone a happy New Year. Wished Chief Wright a happy birthday. Hopes everyone has a wonderful year. Councilmember Ybarra – Welcomed everyone and wished them a good morning. CITIZENS WISHING TO ADDRESS COUNCIL Cristina Womack – President & CEO, Pasadena Chamber of Commerce. Wished everyone a happy New Year. Commented that the Chamber is excited for 2024 and all that it’s going to bring. Stated that 2023 was an amazing year for the Chamber. Noted that membership growth saw improvements with new members and businesses joining the organization. Encouraged everyone to shop local and support local businesses that help support the community. Commented that it is all hands-on deck getting ready for the annual State of the City Address, featuring Mayor Wagner. Invited everyone to make their reservations online. Stated now is the time to start thinking about getting engaged and involved in committees by attending a Membership 101 or 201 class. Looks forward to continuing to promote the work of members. ORDINANCE 2023-243 - Authorizing and approving contract with Boyer, Inc. for the Large Diameter Storm Sewer Rehab (Queens & Harris Storm Sewer Rehab) Project (CIP #D049) for a total appropriation of $9,948,750.00 funded by the Community Development Block Grant – Mitigation (CDBG-MIT) Account. ORDINANCE 2023-244 - Authorizing and approving the acceptance of an award from the Office of Justice Programs FY23 Patrick Leahy Bulletproof Vest Partnership (BVP), Catalog of Federal Domestic Assistance (CFDA) number of 16.607, in the amount of $2,833.49. ORDINANCE 2023-245 - Authorizing and approving the acceptance of a grant award from the State of Texas, Office of the Governor, FY24 Justice Assistance Grant Program, in the amount of $60,000.00. ORDINANCE 2023-246 - Authorizing and approving a contract with Piano Vibes, Instructor Achille Javois, for music lessons provided through the Parks and Recreation Department. ORDINANCE 2023-247 - Amend Ordinance 2022-177 to authorize Christensen Building Group, LLC for construction services as described under Ordinance 2022-177 and appropriating $14,093,055.34 for the Pasadena Police Annex Building Project (CIP #P010) from the 2018 Certificates of Obligation, 2022 Certificates of Obligation and the General Fund CIP Fund Balance account. ORDINANCE 2023-248 - Authorizing the Mayor, on behalf of the Pasadena Police Department, to accept the U.S. Department of Justice, Office of Community Oriented Policing Services (COPS), FY 2023 COPS Hiring Program grant for funding to hire 20 additional sworn police officers in the amount of $2,500,000.00. RESOLUTION 2024-002 – Authorizing the Pasadena Parks and Recreation Department to accept a donation of $100.00 from The Serrano Insurance Agency as a sponsorship for the Christmas Tree Lighting. RESOLUTION 2024-003 – Authorizing the Pasadena Parks and Recreation Department to accept a donation of $500.00 from Clark Freight Lines as a sponsorship for the Christmas Tree Lighting. Councilmember Van Houte moved, seconded by Councilmember Guerrero that Resolution 2024-003 be passed, approved and adopted. MOTION CARRIED UNANIMOUS. RESOLUTION 2024-004 – Authorizing and approving a public auction for the sale of abandoned and confiscated vehicles and City Departments’ rolling stock and equipment to be held on the following Saturdays in 2024: January 20, March 16, May 18, July 20, September 21 and November 16, beginning at 9:00 a.m. at the Fleet Maintenance Facility, 3124 Red Bluff Road, Pasadena, Texas, publication of the auction notices, authorizing the auctioneer’s six percent (6%) fee of the sale for abandoned and confiscated vehicles and 6 percent (6%) fee of the sale for surplus City vehicles and equipment, and allowing for a five percent (5%) buyer’s premium to be added to the final purchase price. City of Pasadena – Council Meeting 6 Minutes: 01-02-24 10:00 a.m. RESOLUTION 2024-005 – Authorizing the Interim Library Director, on behalf of the Pasadena Public Library, to enter into a Memorandum of Understanding (MOU) with Harris County Public Health to host diabetes prevention programs. Councilmember Van Houte moved, seconded by Councilmember Guerrero that Resolution 2024-005 be passed, approved and adopted. MOTION CARRIED UNANIMOUS. RESOLUTION 2024-006 – A Resolution authorizing the Office of Emergency Management to submit a grant application for the Federal Emergency Management Agency (FEMA) Urban Areas Security Initiative (UASI) Program grant in the amount of $58,957.00 for the Pasadena Police Department. Councilmember Van Houte moved, seconded by Councilmember Guerrero that Resolution 2024-006 be passed, approved and adopted. MOTION CARRIED UNANIMOUS. RESOLUTION 2024-007 – A Resolution authorizing the Office of Emergency Management to submit a grant application for the Federal Emergency Management Agency (FEMA) Urban Areas Security Initiative (UASI) Program grant in the amount of $400,000.00 for the Pasadena Police Department. Councilmember Van Houte moved, seconded by Councilmember Guerrero that Resolution 2024-007 be passed, approved and adopted. MOTION CARRIED UNANIMOUS. RESOLUTION 2024-008 – A Resolution authorizing the Office of Emergency Management to submit a grant application to the Houston Urban Area Security Initiative (UASI) for a Personnel Sustainment grant of $140,786.00. Councilmember Van Houte moved, seconded by Councilmember Guerrero that Resolution 2024-008 be passed, approved and adopted. MOTION CARRIED UNANIMOUS. RESOLUTION 2024-009 – A Resolution authorizing the Office of Emergency Management to submit a grant application to the Houston Urban Area Security Initiative (UASI) for an Emergency Operations Center (EOC) Sustainment grant of $44,846.00. Councilmember Van Houte moved, seconded by Councilmember Guerrero that Resolution 2024-009 be passed, approved and adopted. MOTION CARRIED UNANIMOUS. RESOLUTION 2024-010 – A Resolution authorizing the Office of Emergency Management to submit a grant application to the Houston Urban Area Security Initiative (UASI) for a Public Safety Video Initiative (PSVI) Sustainment grant of $81,000.00. Councilmember Van Houte moved, seconded by Councilmember Guerrero that Resolution 2024-010 be passed, approved and adopted. MOTION CARRIED UNANIMOUS. City of Pasadena – Council Meeting 7 Minutes: 01-02-24 10:00 a.m. RESOLUTION 2024-011 – A Resolution authorizing and approving a grant application and agreement between the City of Pasadena, Texas, and the Texas Department of Transportation in the amount of $178,114.00 to conduct a Comprehensive Vehicular Traffic Enforcement Program to be administered by the Pasadena Police Department for fiscal year 2025. This is a continuation of the Police Department’s Comprehensive Vehicular Enforcement Program. Councilmember Van Houte moved, seconded by Councilmember Guerrero that Resolution 2024-011 be passed, approved and adopted. MOTION CARRIED UNANIMOUS. RESOLUTION 2024-012 – A Resolution authorizing and approving a grant application and agreement between the City of Pasadena, Texas, and the Texas Department of Transportation in the amount of $26,640.00 to conduct a Commercial Motor Vehicle Traffic Enforcement Program to be administered by the Pasadena Police Department for fiscal year 2025. This is a continuation of the Police Department’s Commercial Motor Vehicle Enforcement Program.
