PRE-COUNCIL MEETING CITY OF PASADENA April 2, 2024 – 9:30 a.m. MINUTES CALL TO ORDER Mayor Wagner called the Pre-Council Meeting to order. Proceeded to go over agenda. (15) - PERSONNEL CHANGES: Item (B) - Mayor Wagner advised that Mayor Pro Tem Valerio will step in for this vote. (19) – (A)-(2) FIRST READINGS: Item (D) – Councilmember Ybarra asked if this would be an additional amount of money for sidewalks. Ana Espinosa, Budget Department Senior Management Analyst, confirmed that it was. Item (E) – Councilmember Van Houte questioned the square footage of parking space for the golf course and restaurant. Short question/answer session followed between Councilmembers Van Houte and Ybarra; Denise Morales, Project Development Construction Manager, and Jed Aplaca, Park and Recreation Director. Item (H) – Councilmember Guerrero asked if this is the typical length of contracts for this type of service. Jed Aplaca confirmed that contracts are usually for 3 years with an option to renew. (21) - EXECUTIVE SESSION: Mayor Wagner reminded Council there would be an executive session. Asked Mayor Pro Tem Valerio to close the council meeting after the executive session. Commented that it is always good to see the room with a packed house. Welcomed Keller Middle School. Stated it is always a pleasure to have them attend the meeting. Recognized and congratulated the retirees. Councilmember Villarreal – Wished everyone a good morning. Recognized Keller Middle School. Commented that he was glad they were at the meeting. Councilmember Valerio – Passed, no comment. Councilmember Guerrero – Wished Keller Middle School a good morning. Noted that he and Councilmember Schoenbein had an opportunity to participate in Keller’s Career Day and he plans to attend next year as well. Recognized the retiring employees. Announced that opening day for Little League will be Saturday, April 6th. Presented Certificates of Appreciation to Councilmembers Villarreal, Dow, Ybarra and Schoenbein for their help in sponsoring children to play Little League. Commented this is a great example of how Pasadena is here for the community. Councilmember Van Houte – Wished everyone a good morning. Announced the City will be having a shred day on Saturday, April 20th from 9:00 a.m. – 12:30 p.m. in the Water Billing parking lot. Explained what items will be accepted and how the process works. Councilmember Estrada – Welcomed Keller Middle School. Wished Julie St. Jean, City Controller, well on her retirement and thanked her for her service to the City. Councilmember Dow – Wished Julie St. Jean a very nice retirement. Commented it was good to see the Keller Rangers at the meeting. Glad to see them be part of local government. Councilmember Ybarra – Welcomed Keller Middle School. Thank Councilmember Guerrero for the Certificate of Appreciation. CITIZENS WISHING TO ADDRESS COUNCIL City of Pasadena – Council Meeting 2 Minutes: 04-02-24 10:00 a.m. Steve Ramirez – President, Parkgate North Civic Club. Stated that he received notice that they had been approved for the Neighborhood Grant program. Gave a special thanks to Hal Burke and Norma Vergara, Neighborhood Network, for their assistance through this process. Commented this grant will allow their neighborhood to complete projects that they wouldn’t have been able to without this help. Noted that the Parks and Recreation Department has been taking care of a small park in the neighborhood; gave a shout out to Parks for all they do. Keller Middle School – Announced that Keller Middle School is the 2024 Pasadena ISD Get Fit Jog middle school champion. Noted they have won this honor every year since 2009. Also announced that Keller has been redesignated as a Texas School to Watch for the 3rd time. Explained that there are only 9 schools in the entire State of Texas that have been designated a School to Watch for longer than they have. Commented this is because of the hard work that their teachers put in every day. Rangers, lead the way. Cristina Womack – President & CEO, Pasadena Chamber of Commerce. Commented that partnerships and collaboration are the heartbeat of the Pasadena Chamber and often their success comes from the cooperation among leaders that serve alongside their team and members. Stated that each year, the United States Small Business Administration celebrates National Small Business Week in May, and during that week, they present eight awards, one of which is the Community Partner of the Year. The Pasadena Chamber was honored to be nominated for this recognition. Stated the Chamber is blessed to work in partnership with the City of Pasadena and share this honor of being named the 2024 SBA Houston District Office Community Partner of the Year and remain committed to ensure that local businesses have the support they need to succeed. Remarked that April has ample opportunities to engage in community events. Gave the following information on upcoming events: 1) On April 18th there will be a Membership Luncheon that will showcase many non-profit organizations in the community and will show how to be connected with resources for constituents and employees. 2) April 24 th is the Pasadena Loves Local 3rd Annual Job Fair. Further information can be found online at the Workforce Center. 3) Invited anyone that wants to learn more about the Chambers priorities or initiatives to the Membership 101 meeting on April 11th. Robert Jeter III – Wished Council a good morning. Stated there are still yard signs on the Fairmont medians and there have been no citations issued under 392 and 393 of the Texas Transportation Code. Discussed issues he has had in receiving a response to a meeting request with the Legal Department. Michelle Blunt – Parks and Recreation Marketing Specialist. Announced the following events. 1) On April 8th a free Solar Eclipse Party to be held at the Library parking lot. 2) On May 4th the Crenshaw Classic Youth Fishing Tournament; registration has opened for this event. Additional information for this event can be found on the Parks Department social media sites. Gaye Hart – Prayer Warriors Unite. Commented they travel through the United States and attend local council meetings. Stated she was at the meeting to speak about the eclipse and the path that it will take through several cities named Nineveh. Read scriptures 2 Chronicles 7:13-15. Hopes that everyone, whatever their faith, reaches out and knows the Lord. City of Pasadena – Council Meeting 3 Minutes: 04-02-24 10:00 a.m. Angel Cortes – Commented that one of the key words he is hearing is government. Stated that the word government is only mind governors. Advised that everyone needs to be aware of what calendars they are not paying attention to, which is God’s calendar, and the warnings God has left for us. Remarked that the Lord’s word is over any written law by man. Reminded everyone of the upcoming Passover. DOCKETED CITY COUNCIL HEARINGS PRESENTATION OF PROCLAMATIONS, AWARDS AND COMMUNITY EVENTS (A) Office of Emergency Management presentation of the Emergency Management Association of Texas (EMAT) President’s Award. **NOTE** At this time, the Emergency Management Department gave the following presentation. Azell Carter – Emergency Management Coordinator. Commented that he was at the meeting to acknowledge the work that Pasadena has done as a whole. Explained that Pasadena was given this award for the collective efforts after the January 2023 tornado. Stated that not only did Pasadena work together with First Responders but also the Chamber of Commerce and some non-profit organizations to get help on the road to recovery. Thanked all the City departments that were involved. Also thanked Mayor Wagner and his team, for allowing Emergency Management to use their best judgement and make the right decisions during that event. Remarked that he wanted to give a big shout out to the Sanitation Department for working two weeks straight to help the citizens transition from response to recovery. Commented that this award is for the entire City of Pasadena. {Applause} (B) Office of Emergency Management presentation of FEMA Type 1 Mobile Communication Trailer. **NOTE** At this time, the Emergency Management Department gave the following presentation. Azell Carter – Emergency Management Coordinator. Commented that this trailer is their “pride and joy”. Noted they have been working on this project since 2017. Stated this Mobile Communication Command Center was gifted to the City of Pasadena by the Houston Urban Area Security Initiative and will be used for all departments of the City of Pasadena. Advised that this unit will be utilized by everyone in the Southeast region. Commented that the unit would be open for display and invited everyone that would like to see the unit to come by the open house after the Council meeting. Thanked Mayor Wagner for his leadership. {Applause} (C) Parks and Recreation Department recognition. **NOTE** At this time, Jed Aplaca, Parks and Recreation Director, came forward. Jed Aplaca – Wished everyone a good morning. Stated that he wanted to recognize the accomplishments of the city employees. Noted that every year the Texas Recreation City of Pasadena – Council Meeting 4 Minutes: 04-02-24 10:00 a.m. Parks Society holds an event called the Maintenance Rodeo. Explained that many Parks and Recreation agencies from different areas compete in this competition. Gave brief information of the different events at the rodeo. Introduced staff members that participated in the events. Shared that Pasadena Parks Department is a state repeat champion of the overall score. {Presented awards. Councilmember Van Houte – Commented that the State has a new law that cities are suppose to try and replace any lead or copper pipes. Explained that this ordinance is to hire an engineer who will find out where in the city there are lead and copper pipes. MOTION CARRIED, UNANIMOUS. Councilmember Van Houte – Stated this item is to hire an engineer to design additional parking and pavilion space at the golf course so that there can be tournaments. EMERGENCY READINGS ISSUANCE OF OBLIGATIONS RESOLUTIONS RESOLUTION 2024-063 – Accepting a monetary donation of $500.00 and an in-kind donation of tickets valued at $250.00 for a day trip to Astros game on April 30, 2024 for a total value of $750.00 from Thrivent Action Team for use by the Parks and Recreation Department in connection with Madison Jobe Senior Center. Councilmember Schoenbein moved, seconded by Councilmember Guerrero that Resolution 2024-064 be passed, approved and adopted. MOTION CARRIED UNANIMOUS. RESOLUTION 2024-065 – A Resolution accepting for and on behalf of the City of Pasadena, Texas, a seized auto from Harris County identified as No. 2023-17407. Councilmember Schoenbein moved, seconded by Councilmember Guerrero that Resolution 2024-065 be passed, approved and adopted. MOTION CARRIED UNANIMOUS. RESOLUTION 2024-066 – A Resolution authorizing and approving an Interlocal Agreement by and between the City of Pasadena, Texas, and Equalis Group approving participation in the Equalis Group, Cooperative Purchasing Contracts Program. Councilmember Schoenbein moved, seconded by Councilmember Guerrero that Resolution 2024-066 be passed, approved and adopted. MOTION CARRIED UNANIMOUS. RESOLUTION 2024-067 – A Resolution directing the City Secretary to accept and file Kao Specialties Americas, LLC’s executed Industrial Water Supply Agreement, whose form and substance was approved by Ordinance 2018-108 and amended with Ordinances 2019-087 and 2019-088. Councilmember Schoenbein moved, seconded by Councilmember Guerrero that Resolution 2024-067 be passed, approved and adopted. MOTION CARRIED UNANIMOUS. RESOLUTION 2024-068 – Resolution by the City Of Pasadena, Texas, (“City”) Suspending the effective date for ninety days in connection with the rate increase filing made on or about March 6, 2024, by CenterPoint Energy Houston Electric LLC; authorizing the City’s continued participation in a Coalition of Cities known as the “Texas Coast Utilities Coalition of Cities;” authorizing participation in proceedings at the Public Utility Commission of Texas; authorizing the hiring of attorneys and consultants; requiring reimbursement of reasonable legal and consultant expenses; requiring proof of notice; finding that the meeting complies with the Open Meetings Act; making other findings and provisions related to the subject; and declaring an effective date. Councilmember Schoenbein moved, seconded by Councilmember Guerrero that Resolution 2024-068 be passed, approved and adopted. MOTION CARRIED UNANIMOUS. RESOLUTION 2024-069 – A Resolution of the City Council of the City of Pasadena, Texas, designating an official newspaper for the City of Pasadena; designating an alternate official newspaper for the City of Pasadena, Texas, authorizing publication in either newspaper for satisfying the requirement to publish found in the City Charter, Code City of Pasadena – Council Meeting 12 Minutes: 04-02-24 10:00 a.m. of Ordinances or other applicable law, and ratifying the use of those newspapers for publishing in the prior year(s).
