PRE-COUNCIL MEETING CITY OF PASADENA February 4, 2025 – 9:30 a.m. MINUTES CALL TO ORDER Mayor Wagner called the Pre-Council Meeting to order. Proceeded to go over the agenda. (8) – PRESENTATION OF PROCLAMATIONS, AWARDS AND COMMUNITY EVENTS Item (A) – Mayor Wagner recognized Martha O’Daniel. Thanked Martha for her 25 years of service to the city. (19) – (A)-(2) FIRST READINGS: Item (H) – Councilmember Van Houte noted there were several other boards for the city; would like more information on the stipend for the Civil Service Commission Board members. Short question/answer session followed between Councilmember Van Houte, Mayor Wagner, and Dan Pennington, Chief of Staff. ADJOURNMENT 9:36 a.m. – Mayor Wagner adjourned the Pre-Council Meeting. City of Pasadena – Council Meeting 1 Minutes: 02-04-25 10:00 a.m. INVOCATION – Pastor of Music Jeff Nelson, Monument Baptist Church PLEDGES OF ALLEGIANCE – Councilmember Pat Van Houte COMMUNITY INTEREST COMMENTS IN ACCORDANCE WITH CHAPTER 551.0415 OF THE GOVERNMENT CODE Councilmember Van Houte – Announced that the East Harris County Activity Center will be closed until the end of February. Noted they will be running a bus to the Bay Area Community Center for activities. For any questions call (832) 927-7741. Councilmember Estrada – Wished everyone a good morning. Councilmember Dow – Wished everyone a good morning. Good to see everyone at the meeting to support local government. Recognized Martha O’Daniel for her 25 years of service to the city. Councilmember Villarreal - Congratulated Martha on her service award. Stated that he had the opportunity to pray for a young man who was at Memorial High School when there was a shooting incident. Commented that the incident is a reminder to pray daily for our students. Councilmember Valerio – Congratulated Martha and thanked her for being with the city for so many years. Reminded everyone there is a new playground park installed in Sherwood Park and a new safety filling for the Queens Park playground. Thanked the Parks Department and Mayor Wagner for taking care of District B. Councilmember Guerrero – Thanked everyone for coming to the meeting. Recognized Martha in the audience; thanked her for her 25 years of service. Stated that he was able to attend the recent promotion of Lt. Raul Granados, who has been with the Pasadena Police Department for over 15 years. Noted that Lt. Granados is only the 3rd Latino in the department's history to reach this rank. Remarked on Councilmember Villarreal’s comments, stating that they all joined in unison in praying for the kids and everyone who was affected by the Memorial High School shooting. Thanked the police departments that responded quickly and the parents that apprehended the suspect. CITIZENS WISHING TO ADDRESS COUNCIL Pastor Karen Siriwa – Stated that she wanted to declare the word of God and declare peace for the City of Pasadena. Read bible scripture Jeremiah 29:7. Gave prayer for the city. Gaye Hart – Asked everyone to have ears to hear and a spirit to receive. Read from bible scriptures Ephesians 6:11 and 2nd Chronicles 7:13-15. Gave prayer for the city. Angel Cortes – Stated that if we stay distracted by what we think is here in front of us, our expectations are troubled. Quoted bible scriptures from Matthew, Deuteronomy, and Hosea. Commented that we are lacking the devotion to God’s word and we all fall short of his glory. City of Pasadena – Council Meeting 2 Minutes: 02-04-25 10:00 a.m. Robert Jeter III – Read a portion of Texas Government Code 551.007. Commented that each time a speaker comes up and talks about someone in the audience, both the speaker and the city violate this state law. Referred to comments made at the last council meeting; stating that the law was violated again. Proposed that the city authorize an agent to negotiate with him to absolve the city’s liabilities in these actions. Jim Dilley – Thanked Mayor Wagner and the council for everything they do. Commented it is a team effort and they do a great job. Azell Carter – Emergency Management Coordinator. Thank Mayor Wagner and the council for funding one of the largest public safety initiatives in Pasadena. Announced that the Office of Emergency Management would be completing the installation of the city’s updated and expanded outdoor warning signal on the upcoming Saturday. Explained that the testing of the system would consist of two large siren alerts. Going forward the system will be alerted on Saturdays at noon. ORDINANCE 2025-029 - An Ordinance accepting, approving and adopting the valuation and assessment of Industrial District properties lying within the extraterritorial jurisdiction of the City of Pasadena for the 2024 tax year; and, based upon the provisions of the contract agreements, distributing the applicable funds in the appropriate general fund accounts of the City; providing for a repealing clause; and containing a severability clause. ORDINANCE 2025-031 - Authorizing and approving an agreement between the City of Pasadena, Texas, and Carahsoft Technology Corp. for a one (1) year subscription to Procore, utilizing the Texas Department of Information Resources (DIR) Contract #DIR- TSO-4288, which was competitively bid and awarded according to State law; and appropriating the amount of $125,571.50.
