MINUTES
CALL TO ORDER
Mayor Wagner called the Pre-Council Meeting to order. Proceeded to go over the agenda.
19) – (A)-(2) FIRST READINGS:
Item (Q) – Mayor Wagner advised that this item would be deferred.
Item (A) – Councilmember Van Houte advised that correspondence to this company
regarding canceling the contract should not go out until final reading. Discussion followed
between Councilmember Van Houte, Mayor Wagner, Jay Dale, City Attorney, and Robin
Green, Director of Public Works.
Item (I) – Councilmember Van Houte asked why the city is selling the old fire truck rather
than trading it in. Question/answer session followed between Councilmembers Van Houte
and Guerrero, Mayor Wagner, and Fire Chief Lanny Armstrong.
Item (M) – Councilmember Van Houte questioned the amount of separate fees on this
item. Dan Pennington, Chief of Staff, stated that Allan Teague, Director of Maintenance
Service, would contact her with additional information.
19) – (B) RESOLUTIONS:
Item (A) – Councilmember Van Houte asked if anything has been done to set up a
procedure for the public to apply for the appointment of boards and commissions. Mayor
Wagner responded that this is being looked at.

Councilmember Ybarra – Thanked the service award recipients for their years of service.
Councilmember Schoenbein – Welcomed Keller Middle School. Recognized the service
award recipients for their years with the city. Talked about the condition of sections of
road on Red Bluff that is maintained by Harris County. Commented this area is greatly in
need of repairs. Also discussed the road conditions on the Beltway 8 feeder road from
Fairmont to 225. Stated this construction has been going on for too long.
Councilmember Villarreal – Commented it is always good to see the students at the
meeting. Congratulated the service award recipients.
Councilmember Guerrero – Thanked everyone for coming to the meeting. Recognized
Keller Middle School, thanked them for being at the meeting. Thanked the service award
recipients for their years of service.
Councilmember Van Houte – Announced the following events: 1) A chalk art festival to
be held at the Main Library on Saturday, March 15th, 2) Animal Shelter will host a free
drive-thru vaccines and microchip event on Friday, March 7th from 11:00 a.m. – 1:00 p.m.
Councilmember Dow – Welcomed Keller Middle School to the meeting. Congratulated
the service award recipients on their years of service.
CITIZENS WISHING TO ADDRESS COUNCIL
Keller Middle School – Commented they are always excited to attend city council
meetings. Stated it is important that they learn from the leaders of the community;
however, they can also teach them some things. Proceeded to show the council a
breathing exercise they do every day at school to help them stay in the thinking part of
their brain. Explained that when they are not in the thinking part of their brain they may
say or do things that do not represent their brilliant self. Rangers the way.
Robert Jeter III – Discussed public information requests that he believes the city has failed
to release the information for. Asked the council why the City Attorney has not sought an

Attorney General opinion on collecting reimbursement for improper payment or the
residency of a specific candidate.
Ralph Morrisey – Discussed statements made in a recent declaration to Harris County
concerning an ongoing settlement case with Mr. Alvarez.
Alan Fowler – Questioned why councilmembers are getting involved with a case that has
been settled. Commented that this just prolongs the case.
Erin Webb – Vice President, Pasadena Chamber of Commerce. Thanked everyone who
attended the State of the City. Announced the following events: 1) Mayoral Forum to be
held on Tuesday, March 25th from 5:30 – 7:30 p.m. at Slocumb Auditorium, San Jacinto
College Central, 2) Meet the Candidates – Thursday, April 10th from 10:30 a.m. – 2:00
p.m. at the Pasadena Ballroom, 3) Job Fair, Discover Your Future – Wednesday, April
23rd at the Pasadena Convention Center.

City of Pasadena – Council Meeting 5 Minutes: 03-04-25 10:00 a.m.
ORDINANCE 2025-020 - An Ordinance granting to NuStar Logistics, L.P., the non-
exclusive right, privilege, franchise and permit to lay, replace, construct, repair, maintain,
operate, and remove one (1) 12-inch pipeline within the City of Pasadena routed on and
across parcels of land the centerlines and routes of which are shown as attached and in
accordance with plans and specifications heretofore filed with the Department of Public
Works, and the Department of Planning; prescribing the terms and conditions under which
said right, privilege, franchise, and permit is granted; and providing for acceptance.
Councilmember Guerrero moved, seconded by Councilmember Dow that Ordinance
2025-020 be passed on second and final reading. MOTION CARRIED, UNANIMOUS.
ORDINANCE 2025-043 - Authorizing and approving the purchase of a new FEMA Type
1 Mobile Emergency Command (MERC) trailer from Comprehensive Communication
Services (CCS).
Councilmember Guerrero moved, seconded by Councilmember Dow that Ordinance

ORDINANCE 2025-044 - Authorizing and approving a contract between the City of
Pasadena, Texas, and Avaya, Inc. for the City’s annual maintenance for Avaya phone
system and Audix answering system, utilizing the TIPS Co-operative Contract #210101;
and appropriating the amount of $71,380.80.
Councilmember Guerrero moved, seconded by Councilmember Dow that Ordinance
2025-044 be passed on second and final reading. MOTION CARRIED, UNANIMOUS.
ORDINANCE 2025-045 - Authorizing a contract with Kim Neal & Associates, LLC through
The Interlocal Purchasing System (TIPS) Cooperative Contract RCSP 241001 to replace
fence at the Maintenance Facility, 3124 Red Bluff Rd.
Councilmember Guerrero moved, seconded by Councilmember Dow that Ordinance
2025-045 be passed on second and final reading. MOTION CARRIED, UNANIMOUS.
ORDINANCE 2025-046 - Authorizing and approving annual radio service agreement for
maintenance and repairs to the dispatch center and four towers located at 1201 Davis,
1114 Davis, 7601 Red Bluff and mobile radio tower at 3124 Red Bluff, by and between
the City of Pasadena, Texas, and Motorola Solutions, Inc., using H-GAC Contract #RA05-
21; and appropriating the amount of $69,755.57.

ORDINANCE 2025-047 - Authorizing and approving the purchase by the City of
Pasadena, Texas, of one (1) 2024 Bomag CR820W Asphalt Paver from R.B. Everett &
Co. through BuyBoard Contract #685-22; and appropriating the amount of $499,970.00.
Councilmember Guerrero moved, seconded by Councilmember Dow that Ordinance

City of Pasadena – Council Meeting 6 Minutes: 03-04-25 10:00 a.m.
ORDINANCE 2025-048 - Amending Section 3.02 of a Lease Agreement approved by
Ordinance 2011-174, as amended by Ordinance 2013-139 and 2014-135, and entered
into by the City of Pasadena, Texas, and Spay-Neuter Assistance Program, Inc. (SNAP)
to modify the required minimum number of spay and neuter surgery slots per month for
animals housed at Animal Control
Councilmember Guerrero moved, seconded by Councilmember Dow that Ordinance

ORDINANCE 2025-049 - Authorizing and approving a contract with Santos Hernandez
for Karate Lessons to be provided through the Parks and Recreation Department.

2025-049 be passed on second and final reading. MOTION CARRIED, UNANIMOUS.
ORDINANCE 2025-050 - Authorizing the Pasadena Parks and Recreation Department
to accept a Texas Parks & Wildlife Local Parks grant for the amount not to exceed
$1,500,000.00. The department was previously authorized to apply for this grant as
passed on Resolution 2023-161. To also authorize the Mayor or his designee to sign and
accept the agreement on behalf of the City of Pasadena.

2025-050 be passed on second and final reading. MOTION CARRIED, UNANIMOUS.

ORDINANCE 2025-051 - An Ordinance to terminate the contract authorized by City
Ordinance 2015-120 between the City of Pasadena, Texas, and Inframark, formerly
Serven Trent Environmental Services, Inc., for the operation and maintenance of New
Vince Bayou and Golden Acres Wastewater Treatment Facilities.
Councilmember Guerrero moved, seconded by Councilmember Schoenbein that
Ordinance 2025-051 be passed on first reading only. MOTION CARRIED, UNANIMOUS.
ORDINANCE 2025-052 - Amending Ordinance 2025-009, which authorized a contract
with Entech Civil Engineers for design and construction services for Perez Road
Reconstruction & Cleveland St. Paving and Drainage (CIP #S185, S221), to add/remove
parts of Section II, Section IV, Section V, and Section VI.

ORDINANCE 2025-053 - Authorizing and approving an agreement by and between the
City of Pasadena, Texas, and Public Management, Inc. to provide
Administration/Planning Services for Community Development Block Grant – Disaster
Recovery Reallocation Program (CDBG-DRRP) funding and authorizing assistance with
pre-funding services.

ORDINANCE 2025-054 - Authorizing and approving a contract between the City of
Pasadena, Texas, and Thirkettle Corporation dba Aqua Metric Sales Company dba
Utiliuse for the installation of water meters around the City using H-GAC Contract

ORDINANCE 2025-055 - Authorizing and approving a contract between the City of
Pasadena, Texas, and Ferguson Waterworks for purchase by the City of Pasadena of full
circle repair clamps for a period of one (1) year.

ORDINANCE 2025-056 - Authorizing and approving adopting a Standards of Care as
required by the State of Texas’ Human Resources Code, Subchapter C, Section 42.041
for elementary age recreation programs operated by a municipality.

ORDINANCE 2025-057 - Authorizing and approving a contract by and between the City
of Pasadena, Texas, and K & K Tractor Service, LLC to provide Demolition Services for
dangerous buildings in the amount of $130,000.00.

ORDINANCE 2025-058 - Authorizing and approving a contract between the City of
Pasadena, Texas, and Cypress Creek Mosquito Control, LLC to provide Mosquito Control
Services for the entire City of Pasadena for a period of one (1) year with two (2) one year
extensions.

ORDINANCE 2025-059 - Authorizing and approving the purchase by the City of
Pasadena of one (1) 2025 Pierce Custom Impel Aerial, HD Ladder 107-ft ASL Single,
PUC Fire Truck from Siddons-Martin Emergency Group, LLC using H-GAC Contract
#FS12-23; and appropriating the amount of $1,685,181.00.

ORDINANCE 2025-060 - Authorizing and approving a contract between the City of
Pasadena, Texas, and USIO Output Solutions Inc. for the printing and mailing of utility
bills for a period of two years.

ORDINANCE 2025-061 - Authorizing and approving extension of an annual contract for
Traffic Pavement Marking Services for a period of one year approved by Ordinance 2024-
007 between the City of Pasadena, Texas, and Stripes and Stops Company Inc.

Ordinance 2025-061 be passed on first reading only. MOTION CARRIED, UNANIMOUS.
ORDINANCE 2025-062 - Authorizing and approving extension of an annual contract for
Traffic Signal Maintenance, Repair and Emergency Services for a period of one year
approved by Ordinance 2022-159 and extended by Ordinance 2023-211 between the City
of Pasadena, Texas, and Creacom Inc.
Councilmember Guerrero moved, seconded by Councilmember Schoenbein that
Ordinance 2025-062 be passed on first reading only. MOTION CARRIED, UNANIMOUS.
ORDINANCE 2025-063 - Authorizing and approving the purchase by the City of
Pasadena, Texas, of two (2) Freightliner M-2-106 Conventional Cab Grapple Body trucks,
two (2) Freightliner M2-106 Conventional Cab-25 Yard McNeilus 25XC Rear Loaders,
and three (3) Freightliner M2-106 Yard Dump Trucks from Houston Freightliner using
HGAC Contract #HT06-20; and appropriating the amount of $1,596,747.00.

Ordinance 2025-063 be passed on first reading only. MOTION CARRIED, UNANIMOUS.
ORDINANCE 2025-064 - Authorizing and approving an Ordinance of the City of
Pasadena, Texas, appropriating $10,000,000.00 from the fund balance assigned in the
General Fund for the purpose of funding the OPEB Trust, authorizing the execution of
trust related documents, and providing an effective date.
Councilmember Guerrero moved, seconded by Councilmember Schoenbein that
Ordinance 2025-064 be passed on first reading only. MOTION CARRIED, UNANIMOUS.
ORDINANCE 2025-065 - Authorizing the Mayor of the City of Pasadena, on behalf of the
Pasadena Police Department, to accept a grant award from the State of Texas, FY25
Motor Vehicle Crime Prevention Authority (MVCPA), SB224 Catalytic Converter Grant in
the amount of $160,166.00 Dollars.
Councilmember Guerrero moved, seconded by Councilmember Schoenbein that
Ordinance 2025-065 be passed on first reading only. MOTION CARRIED, UNANIMOUS.
ORDINANCE 2025-066 - Authorizing and approving the acceptance of a grant award for
the FY 24 Energy Efficiency and Conservation Block Grant (EECBG) Program in the
amount of $191,680.00 to procure Energy-Efficient Lighting and Controls, Upgrade HVAC
Equipment, and Conduct HVAC System Improvements at various City buildings.
Councilmember Guerrero moved, seconded by Councilmember Schoenbein that
Ordinance 2025-066 be passed on first reading only. MOTION CARRIED, UNANIMOUS.
City of Pasadena – Council Meeting 9 Minutes: 03-04-25 10:00 a.m.
(Q) – Authorizing and approving the termination of contract between the City of
Pasadena, Texas, and Program Driven Data, LLC approved by Ordinance 2024-140
related to consulting services provided to the City of Pasadena, Texas and signed on July
16, 2024.
**Note** By common consent of Mayor Wagner and all members of Council present and
voting, First Readings (Q) was DEFERRED.

RESOLUTION 2025-048 – Authorizing and approving the reappointment of Brad Hance
to the Board of Pilot Commissioners for a two (2) year term.
Councilmember Ybarra moved, seconded by Councilmember Schoenbein that
Resolution 2025-048 be passed, approved and adopted. MOTION CARRIED,
UNANIMOUS.
RESOLUTION 2025-049 – Accepting an in-kind donation of snacks for Movie & Snacks
event valued at $75.00 from Humana for use by the Parks and Recreation Department in
connection with Madison Jobe Senior Center.
Councilmember Ybarra moved, seconded by Councilmember Schoenbein that
Resolution 2025-049 be passed, approved and adopted. MOTION CARRIED,
UNANIMOUS.
RESOLUTION 2025-050 – Authorizing Victor Rendon, Project Development Director, to
sign documents on behalf of the City of Pasadena related to projects that are managed
by the Project Development Department.
Councilmember Ybarra moved, seconded by Councilmember Schoenbein that
Resolution 2025-050 be passed, approved and adopted. MOTION CARRIED,
UNANIMOUS.
RESOLUTION 2025-051 – A Resolution of the City Council of the City of Pasadena,
Texas, authorizing and approving an amendment to the Fiscal Year 2025 Budget (passed
by Resolution 2024-143), for the Pasadena Crime Control and Prevention District as
approved by the Board members on February 12th, 2025 and illustrated in Exhibit “A”.
Councilmember Ybarra moved, seconded by Councilmember Schoenbein that
Resolution 2025-051 be passed, approved and adopted. MOTION CARRIED,
UNANIMOUS.
RESOLUTION 2025-052 – Authorizing the Pasadena Parks and Recreation Department
to apply for a $15,000.00 HEB Community Investment grant for the 4 th Fest, Music &
Movie in the Park, and Christmas Tree Lighting events.

RESOLUTION 2025-053 – Authorizing and approving granting CenterPoint Energy a ten
(10) foot easement located at the Pasadena Police Annex (CIP #P010) 1211 Southmore
Ave. Pasadena, Texas 77502.
Councilmember Ybarra moved, seconded by Councilmember Schoenbein that
Resolution 2025-053 be passed, approved and adopted. MOTION CARRIED,
UNANIMOUS.
RESOLUTION 2025-054 – Amend Resolution 2021-123 and adopt revised Affirmative
Marketing Plan as required under the Home Investment Partnerships Program (HOME).
Councilmember Ybarra moved, seconded by Councilmember Schoenbein that
Resolution 2025-054 be passed, approved and adopted. MOTION CARRIED,
UNANIMOUS.
RESOLUTION 2025-055 – Amend Resolution 2024-200 and adopt revised Policies and

Councilmember Ybarra moved, seconded by Councilmember Schoenbein that
Resolution 2025-055 be passed, approved and adopted. MOTION CARRIED,
UNANIMOUS.
RESOLUTION 2025-056 – Authorizing and approving a Resolution of the City Council of
the City of Pasadena approving the adoption of the Public Agencies Post-employment
Benefits Trust administered by Public Agency Retirement Services (PARS).
Councilmember Ybarra moved, seconded by Councilmember Schoenbein that
Resolution 2025-056 be passed, approved and adopted. MOTION CARRIED,
UNANIMOUS.
