PRE-COUNCIL MEETING CITY OF PASADENA June 17, 2025 – 5:30 p.m. MINUTES CALL TO ORDER Mayor Pro Tem Villarreal called the Pre-Council Meeting to order. Proceeded to go over the agenda. Councilmember Guerrero – Asked the City Secretary if election items on the agenda have always been read in English and Spanish. City Secretary confirmed that it was the standard procedure. ADJOURNMENT 5:32 p.m. – Mayor Pro Tem Villarreal adjourned the Pre-Council Meeting. RECORD OF PROCEEDINGS CITY OF PASADENA June 17, 2025 – 6:00 p.m. CALL TO ORDER The regular Council Meeting of the City of Pasadena, Harris County, Texas, was called to order by Mayor Pro Tem Villarreal. ROLL CALL COUNCIL PRESENT: Mayor Pro Tem Villarreal EMMANUEL GUERRERO - District C DOLAN DOW - District F PAT VAN HOUTE - District D ORNALDO YBARRA - District G JONATHAN ESTRADA - District E THOMAS SCHOENBEIN - District H Absent – Councilmember Bianca Valerio and Mayor Wagner Also present at the Council table was Amanda Mueller, City Secretary INVOCATION – Pastor Brady Blasdel - Zion Lutheran Church PLEDGES OF ALLEGIANCE – Councilmember Emmanuel Guerrero COMMUNITY INTEREST COMMENTS IN ACCORDANCE WITH CHAPTER 551.0415 OF THE GOVERNMENT CODE City of Pasadena – Council Meeting 1 Minutes: 06-17-25 6:00 p.m. Councilmember Guerrero – Welcomed everyone. Reminded everyone how important local elections are. Referenced the tie vote that happened in District B. Congratulated candidates who won their election. Councilmember Van Houte – Gave information on the Special Council meeting to canvass the tie votes for District B, farewell receptions, the incoming official’s swearing- in, and welcome receptions. Councilmember Estrada – Thanked Councilmembers Villarreal and Ybarra for their service to the city. Wished them both well in their future endeavors. Congratulated Mayor- elect Schoenbein. Councilmember Dow – Stated it was a pleasure working with Councilmembers Villarreal and Ybarra, and he is looking forward to working with the new administration. Commented that it was good to see some familiar faces in the audience. Thanked everyone for getting out to support local government. Councilmember Ybarra – Congratulated Mayor-elect Schoebein and Councilmembers who were re-elected. Thanked Councilmember Villarreal for his service to the city. Reflected on his years on the council, noted things he was most proud of accomplishing during that time. Thanked everyone who has supported him over the years. Wishes nothing but the best for the council. Councilmember Schoenbein – Stated it has been a tremendous privilege to work with the councilmembers over his last 8 years on the council. Commented that although they did not always agree on everything, they always cared about what was best for Pasadena. Remarked that he is looking towards the future. Thanked Mayor Wagner and the administration for their service to the city over the last 8 years. CITIZENS WISHING TO ADDRESS COUNCIL Cristina Womack - President & CEO, Pasadena Chamber of Commerce. Announced upcoming Chamber events. Murline Staley – Executive Director of the Pasadena Strawberry Festival. Spoke on the Strawberry Festival. Introduced the 2025 Strawberry Festival Beauty Pageant and Idol winners. {Photo op with Council} Stephen Alvarez – Spoke on issues he has had in the past with the administration. Erik Sanchez – Spoke on police records he has received from Pasadena that he believes have been amended and are incorrect. Ralph Morrisey – Spoke on comments that have been made by citizens at previous council meetings. Thanked the Council for the work they do for the city. MOTION CARRIED, UNANIMOUS. MAYORAL APPOINTMENTS CITY BOARDS AND COMMISSIONS REPORTS REPORTS OF COMMITTEES MAYOR’S REPORT ORDINANCES FINAL READINGS FIRST READINGS ORDINANCE 2025-124 - An Ordinance granting to Bluebonnet Pipeline LLC, the non- exclusive right, privilege, franchise and permit to lay, replace, construct, repair, maintain, operate, and remove a 6-inch Ethylene pipeline within the City of Pasadena routed on and across parcels of land and routes of which are shown as attached and in accordance with plans and specifications heretofore filed with the Department of Public Works, and the Department of Planning; prescribing the terms and conditions under which said right, privilege, franchise, and permit is granted; and providing for acceptance. Councilmember Dow moved, seconded by Councilmember Guerrero that Ordinance 2025-124 be passed on first reading only. MOTION CARRIED, UNANIMOUS. ORDINANCE 2025-125 - Authorizing the Mayor of the City of Pasadena, on behalf of the Neighborhood Network division of the Community Relations Department, to accept the ExxonMobil Community Grant award in the amount of $5,000.00. Councilmember Dow moved, seconded by Councilmember Guerrero that Ordinance 2025-125 be passed on first reading only. MOTION CARRIED, UNANIMOUS. ORDINANCE 2025-126 - Authorizing the Pasadena Parks and Recreation Department to accept a Texas Parks & Wildlife Local Parks grant for the amount of $24,968.00. The department was previously authorized to apply for this grant as passed on Resolution 2024-196. To also authorize the Mayor or his designee to sign and accept the agreement on behalf of the City of Pasadena. Councilmember Dow moved, seconded by Councilmember Guerrero that Ordinance 2025-126 be passed on first reading only. MOTION CARRIED, UNANIMOUS. EMERGENCY READINGS ISSUANCE OF OBLIGATIONS RESOLUTIONS City of Pasadena – Council Meeting 6 Minutes: 06-17-25 6:00 p.m. RESOLUTION 2025-105 – Accepting an in-kind donation of prizes for BINGO event valued at $130.00 from McCunis Fox Health Insurance Brokers for use by the Parks and Recreation Department in connection with Madison Jobe Senior Center. Councilmember Dow moved, seconded by Councilmember Guerrero that Resolution 2025-105 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2025-106 – A Resolution setting a public hearing in the City Council Chambers, City Hall, 1149 Ellsworth Drive, Pasadena, Texas, 77506 at 6:00 p.m., July 15, 2025, for the purpose of hearing any interested citizen on the proposed budget for the Crime Control and Prevention District for the budget year beginning October 1, 2025 and ending September 30, 2025. Councilmember Dow moved, seconded by Councilmember Guerrero that Resolution 2025-106 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2025-107 – Authorizing the Pasadena Parks and Recreation Department to accept a donation of $1,000.00 from Hancock Pool Services to be used for the annual City of Pasadena 4th Fest event. Councilmember Dow moved, seconded by Councilmember Guerrero that Resolution 2025-107 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2025-108 – Accepting a donation of $20,000.00 from Chevron Products Company for use by Neighborhood Network in connection with Team Up to Clean Up 2025 ($10,000.00) and Pasadena Food Drive ($10,000.00). Councilmember Dow moved, seconded by Councilmember Guerrero that Resolution 2025-108 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2025-109 – Authorizing the Pasadena Neighborhood Network Division within the Community Relations Department to apply for the Shell Deer Park Community Grant in support of the Team Up to Clean Up 2025 program. Councilmember Dow moved, seconded by Councilmember Guerrero that Resolution 2025-109 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2025-110 – Authorizing the placement of a bench in Sherwood Park in honor and memory of Charles Culpepper to recognize his outstanding volunteer services in his community. This recognition serves the public purpose to encourage the citizens to also serve as volunteers to help City of Pasadena to assist and aid their fellow citizens of the City. Councilmember Dow moved, seconded by Councilmember Guerrero that Resolution 2025-110 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2025-111 – A Resolution approving the Investment Policy for the City of Pasadena, Texas, for Other Post Employment Benefits (OPEB) Trust. Councilmember Dow moved, seconded by Councilmember Guerrero that Resolution 2025-111 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. City of Pasadena – Council Meeting 7 Minutes: 06-17-25 6:00 p.m. RESOLUTION 2025-112 – A Resolution certifying the canvassing and returns of the runoff election held in the City of Pasadena, Texas, on June 7, 2025 to elect a Mayor and Councilmembers for Districts A, B and G. RESOLUTION 2025-112 – Una Resolucion que certifica el excrutinio y los resultados de la eleccion de segunda vuelta celebrada en la Ciudad de Pasadena, Texas, El 7 de Junio de 2025, para elegir un alcalde y concejales para los distritos A, B y G. **NOTE** At this time, Mayor Pro Tem Villarreal read Resolution 2025-112 in Spanish.
