MINUTES: September 10, 2019 City Council meeting. VI. HEARING OF CITIZENS In Accordance with the Open Public Meetings Act (N.J.S.A. 10:4-1 et seq.). The Council opens every public meeting for comments of the public. However, in accordance with N.J.S.A. 10:4-12 “nothing in this Act shall be construed to limit the discretion of a public body to permit, prohibit or regulate the active participation at any meeting,” Therefore, the City Council will not entertain any comments from persons who communicate obscene material, make statements which are considered bias intimidation in which any person attempts to intimidate any individual or group because of race, color, religion, handicap, sexual orientation or ethnicity or makes personally offensive or abusive, defamatory or profane comments, comments intending to harass or speak any offensive or abusive language. The person who makes these statements will relinquish their allotted five minutes for public discussion. VII. ORDINANCE FOR SECOND AND FINAL READING( HEARING IS REQUIRED) 1. ORDINANCE NO. 2229- 19 ORDINANCE AMENDING CITY CODE OF THE CITY OF PASSAIC, CHAPTER 295, “VEHICLES AND TRAFFIC,” ARTICLE XV, “LOADING ZONES,” SECTION 36, “LOCATIONS DESIGNATED” 4. ORDINANCE NO. 2230-19 ORDINANCE ADOPTING PROPOSED AMENDMENT TO THE EASTSIDE REDEVELOPMENT PLAN FOR PROPERTY IDENTIFIED ON THE OFFICIAL TAX MAP OF THE CITY OF PASSAIC AS BLOCK 1030.01, LOT 53 (1-11 SOUTH MARKET STREET, PASSAIC, NJ) City Council Meeting Agenda: September 24, 2019 VIII. COMMUNICATIONS AND PETITIONS: 5. Amada D. Curling, City Clerk, submitting request for a refund to Passaic African American Committee for their cash bond in the amount of $2,000.00 -event held on June 29, 2019. 6. City of Passaic (Administration), 330 Passaic Street, submitting the following applications:  Italian Flag Raising in front of Passaic City Hall on October 1, 2019 from 6:00 p.m. to 7:30 p.m.  Walk to School Day, on October 2, 2019 from 7:30 a.m. to 8:30 a.m. Routes are to be determined (Contingent Upon Departmental Approval) 7. Heaven’s Gate Christian, 194 Burgess Place, submitting application to hold a Prayer Walk on September 28, 2019 from 9:00 a.m. to 3:00 p.m. The walk will be on the sidewalk and commence at Passaic High School, travel to Passaic Avenue to Passaic Street to Passaic City Hall, travel Passaic Street to Pulaski Park, to Mercer Street to Third Street to Monroe Street ending at Christopher Columbus Park. (Contingent Upon Departmental Approval) 8. Bikur Cholim Passaic Clifton, 457 Brook Avenue, submitting application to hold a Run/Walk within the confines of Third Ward Park on December 22, 2019 from 1:30 p.m. to 3:30 p.m. (Contingent Upon Departmental Approval) 9. Holy Trinity Roman Catholic Church, 226 Harrison Street, submitting application to hold a Religious Procession, on December 8, 2019 from 12:30 p.m. to 1:30 p.m. The Procession will commence at 226 Harrison Street and travel to Monroe Street, to Lexington Avenue, to Highland Avenue, to Hope Avenue ending at 209 Hope Avenue. RESOLUTION AUTHORIZING CLOSED EXECUTIVE SESSION OF THE CITY COUNCIL OF PASSAIC ON PASSAIC ON SEPTEMBER 24, 2019 AT 5:30 PM OR ANYTIME THEREAFTER TO DISCUSS PENDING LITIGATION, CONTRACT NEGOTIATIONS AND PERSONNEL MATTERS 16. RESOLUTION REJECTING BIDS FOR WESTSIDE FIREHOUSE BATHROOM RENOVATIONS CITY OF PASSAIC 2 City Council Meeting Agenda: September 24, 2019 17. RESOLUTION AUTHORIZING A CHANGE ORDER TO A CONTRACT WITH HOWARD C.
