The Covid-19 mobile testing units will be first at Mt. Zion Church and Union Baptist Church. Passaic city testing site has opened up to Passaic County residents.  New guidelines for indoors and outdoors gatherings were announced by Governor Murphy. The city’s basketball courts/turf fields have opened, but not yet opened for organized sports.  Outdoor seating on Main Ave and Market Street has been successful.  Youth applications for summer jobs are available online.  Primary election will be held on July 7, 2020; call the municipal clerk for information regarding election matters. However, in accordance with N.J.S.A. 10:4-12 “nothing in this Act shall be construed to limit the discretion of a public body to permit, prohibit or regulate the active participation at any meeting,” Therefore, the City Council will not entertain any comments from persons who communicate obscene material, make statements which are considered bias intimidation in which any person attempts to intimidate any individual or group because of race, color, religion, handicap, sexual orientation or ethnicity or makes personally offensive or abusive, defamatory or profane comments, comments intending to harass or speak any offensive or abusive language. The person who makes these statements will relinquish their allotted five minutes for public discussion. Darlene Gilliard, 394 Highland Avenue  People have been setting off illegal fireworks at all hours disrupting the neighborhood; they are also lighting them up and throwing the fireworks at moving vehicles.  Cars are also racing up and down Highland Avenue every night. CITY OF PASSAIC RESOLUTION NO. 20-06-165 RESOLUTION AUTHORIZING A SHARED SERVICE AGREEMENT WITH PASSAIC BOARD OF EDUCATION FOR EMERGENCY USE OF SCHOOL BUILDINGS AND FACILITIES 2020-2021 WHEREAS, City of Passaic and Passaic Board of Education wish to enter into a Shared Services Agreement for the emergency use of Board of Education buildings and facilities pursuant to N.J.S.A. 40A:65-1, et seq.; and WHEREAS, under such Shared Service Agreement, the Board of Education shall permit the City of Passaic to utilize School # 6 and School #19 as emergency shelters; and WHEREAS, the term of the Shared Service Agreement shall commence on July 1, 2020 and expire on June 30, 2021. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Passaic refers to the Planning Board of the City of Passaic, this matter directing a recommendation after an Investigation on Designating Block 3129, Lots 4, 5, 15, 32 and 36 (426 and 430 Lafayette Avenue, 102 and 102B Grant Street and 13-19 Wickham Street), as an Area in Need of Redevelopment/Rehabilitation. CITY OF PASSAIC RESOLUTION NO. 20-06-169 RESOLUTION AUTHORIZING THE ACCEPTANCE OF THE UNITED STATES DEPARTMENT OF JUSTICE COMMUNITY ORIENTED POLICING SERVICES HIRING PROGRAM AWARD 2020 WHEREAS, the City of Passaic Police Department has applied for grant funding through the United States Page 11 of 38 Passaic City Council June 23, 2020 Minutes MEETING WAS CONDUCTED AS A ZOOM LIVE STREAM VIA FACEBOOK Department of Justice Community Oriented Policing Services Hiring Program (“Program”); and WHEREAS, the goal of the Program is to increase state and local law enforcement agencies’ ability to implement community policing strategies and crime prevention efforts by hiring new and/or rehired officers and increasing capacity; and WHEREAS, the City of Passaic Police Department has been awarded a total of $1,000,000.00 to be budgeted for the hiring of eight (8) officers; and WHEREAS, the City wishes to accept the maximum grant award being allotted through this Program, subject to the terms and conditions set forth in the Grant Agreement. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Passaic that the City of Passaic Police Department is hereby authorized to accept the grant award for the United States Department of Justice Community Oriented Policing Services Hiring Program in the total amount of $1,000,000.00, subject to the terms and conditions set forth in the Grant Agreement attached hereto; and BE IT FURTHER RESOLVED, that the Mayor, City Clerk, and Police Department are hereby authorized and directed to execute any documents and/or undertake any and all such actions necessary to effectuate the purpose of this Resolution. CITY OF PASSAIC RESOLUTION NO. 20-06-170 RESOLUTION AUTHORIZING SUBMISSION OF AN APPLICATION FOR THE BULLETPROOF VEST PARTNERSHIP GRANT PROGRAM 2020 WHEREAS, the City of Passaic has received notice from the US Department of Justice (USDOJ), Office of Justice Programs, Bulletproof Vest Partnership regarding a grant providing funding for the purchase of bulletproof vests; and Page 12 of 38 Passaic City Council June 23, 2020 Minutes MEETING WAS CONDUCTED AS A ZOOM LIVE STREAM VIA FACEBOOK WHEREAS, said grant requires a 50% matching contribution from the City of Passaic; and WHEREAS, the City of Passaic wishes to submit an application to purchase bulletproof vests for its police department; and WHEREAS, the City wishes to request grant funding in an amount to be determined by USDOJ through said grant to cover 50% of the total cost of the bulletproof vests. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Passaic that the City of Passaic is hereby authorized to submit a grant application to the US Department of Justice, Office of Justice Programs, Bulletproof Vest Partnership. BE IT FURTHER RESOLVED that the Passaic Fire Department, Mayor, and City Clerk are hereby authorized to take all necessary actions to file this application and to accept grant funds from the US Department of Justice, Office of Justice Programs, Bulletproof Vest Partnership. CITY OF PASSAIC RESOLUTION NO. 20-06-171 RESOLUTION AUTHORIZING SUBMISSION OF AN APPLICATION FOR NJ DEPARTMENT OF TRANSPORTATION MUNICIPAL AID GRANT PROGRAM WHEREAS, the City of Passaic wishes to submit an application for the Municipal Aid Grant Program (“Program”) being offered through the NJ Department of Transportation (“NJDOT”); and WHEREAS, the purpose of the Program is to provide funding to municipalities for local transportation improvement projects, including but not limited to, road improvement projects, road resurfacing projects, road rehabilitation projects, road reconstruction and signalization, and bridge improvements; and Page 13 of 38 Passaic City Council June 23, 2020 Minutes MEETING WAS CONDUCTED AS A ZOOM LIVE STREAM VIA FACEBOOK WHEREAS, up to 10% of available Program funds may be allocated toward projects that are focused on pedestrian safety, bikeway, and streetscape projects; and WHEREAS, the State shall pay 75% of the funds at the time of award concurrence and the remainder on a reimbursement basis after acceptance by the municipality and the State of the work completed; and WHEREAS, as a municipality in the state of New Jersey, the City of Passaic is eligible to apply for funding through this Program; and WHEREAS, the City of Passaic wishes to apply for the maximum amount of funding being allotted through this Program. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Passaic that the City of Passaic is hereby authorized to submit an application identified as MA-2021- Various Streets-00364 for the Municipal Aid Grant Program subject to the terms and conditions set forth in the grant guidance attached hereto; and BE IT FURTHER RESOLVED, that the Mayor and City Clerk are hereby authorized and directed to execute any documents and/or undertake any and all such actions necessary to effectuate the purpose of this Resolution. CITY OF PASSAIC RESOLUTION NO. 20-06-172 RESOLUTION AUTHORIZING SUBMISSION OF AN APPLICATION FOR NJ DEPARTMENT OF TRANSPORTATION SAFE STREETS TO TRANSIT GRANT PROGRAM WHEREAS, the City of Passaic wishes to submit an application for the Safe Streets to Transit Grant Program (“Program”) being offered through the NJ Department of Transportation (“NJDOT”); and WHEREAS, the purpose of the Program is to provide funding to counties and municipalities seeking to improve Page 14 of 38 Passaic City Council June 23, 2020 Minutes MEETING WAS CONDUCTED AS A ZOOM LIVE STREAM VIA FACEBOOK access to transit facilities and all modes of public transportation; and WHEREAS, the Program seeks to improve the overall safety and accessibility for mass transit riders walking to transit facilities, encourage mass transit users to walk to transit stations, and facilitate the implementation of projects and activities that shall improve safety within the vicinity of approximately one- half mile of transit facilities; and WHEREAS, as a municipality in the state of New Jersey, the City of Passaic is eligible to apply for funding through this Program; and WHEREAS, the City of Passaic wishes to apply for the maximum amount of funding being allotted through this Program. Thereafter, or after the expiration of the 45 days if the municipal planning board does not submit recommendations, the governing body may adopt the resolution, with or without modification. The resolution shall not become effective without the approval of the Commissioner of the Department of Community Affairs for the State of New Jersey pursuant to section 6 of P.L.1992, c.79 (C.40A:12A-6), if otherwise required pursuant to that section. B. A delineated area shall be deemed to have been determined to be an area in need of rehabilitation in accordance with the provisions of this act if it has heretofore been determined to be an area in need rehabilitation pursuant to P.L.1975, c.104 (C.54:4-3.72 et seq.), P.L.1977, c.12 (C.54:4-3.95 et seq.) or P.L.1979, c.233 (C.54:4-3.121 et seq.); and WHEREAS, the City Council of the City of Passaic has determined that it is in the best interests of the City to investigate and determine whether the Study Area as defined by the areas outlined on the City of Passaic Tax Map included herein as “Exhibit A” (the “delineated area”), meets the criteria of the Local Redevelopment and Housing Law (N.J.S.A. 40A:12A-1 et seq.) as an “Area in Need of Rehabilitation”; and WHEREAS, this designation as an area in need of redevelopment/ rehabilitation is not intended to confer the power of condemnation; and WHEREAS, the City of Passaic is encouraging the redevelopment/ rehabilitation of the aforementioned properties; and Page 31 of 38 Passaic City Council June 23, 2020 Minutes MEETING WAS CONDUCTED AS A ZOOM LIVE STREAM VIA FACEBOOK WHEREAS, a designation of an area in need of redevelopment/rehabilitation would assist the City and potential developers in the rehabilitation of the area.
