Lora updated the council and residents on the following: • Public health emergency has been lifted in NJ • COVID statistics from March 2020 to date: • 14,042 tested positive for Covid-19; of those there were 339 deaths. Passaic City Council March 9, 2022 Minutes PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC WAS CONDUCTED AS A LIVE STREAM VIA FACEBOOK • Free Covid testing and vaccines continue to be available the WIC building (330 Paulison Avenue), 122 8th Street, and at 230 Passaic St (Medrite) • Passaic has begun an initiative with its veterans. Veterans can submit photos at cityofpassaic.com, The photos will be displayed on Passaic’s website for Memorial Day and Veterans Day. Please include name, rank, military branch along with photo. • Passaic spring recreation programs will begin. Check the Passaic city website or social media page for more information. • Passaic joined together with the Ukrainian Congress Committee of America, Ukrainian American Youth Association, and the Ukrainian New Wave for a flag raising at City Hall at Shevchenko Park to celebrate the birthday of Taras Shevchenko noted poet of Ukrainian descent. Council Member Melo left at 7:27 p.m. The council discussed the possibility of returning to in- person at the end of May or beginning of June with streaming capabilities. The Council opens every public meeting for comments of the public. However, in accordance with N.J.S.A. 10:4-12 “nothing in this Act shall be construed to limit the discretion of a public body to permit, prohibit or regulate the active participation at any meeting,” Therefore, the City Council will not entertain any comments from persons who communicate obscene material, make statements which are considered bias intimidation in which any person attempts to intimidate any individual or group because of race, color, religion, handicap, sexual orientation, or ethnicity or makes personally offensive or abusive, defamatory or profane comments, comments intending to harass or speak any offensive or abusive language. The person who makes these statements will relinquish their allotted five minutes for public discussion. Page 9 of 32 Passaic City Council March 9, 2022 Minutes PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC WAS CONDUCTED AS A LIVE STREAM VIA FACEBOOK CITY OF PASSAIC RESOLUTION NO. 22-03-065 RESOLUTION AUTHORIZING 2022 RENEWAL OF THE AGREEMENT WITH WORK FIRST NEW JERSEY FOR THE COMMUNITY WORK EXPERIENCE PROGRAM WHEREAS, the City of Passaic seeks to renew its Agreement with WorkFirst New Jersey for the Community Work Experience Program (CWEP) for FY2022;and WHEREAS, the purpose of CWEP is to provide employment experience and training to individuals and to assist them in obtaining unsubsidized employment; and WHEREAS, pursuant to the terms and conditions of the proposed Agreement attached hereto, WorkFirst New Jersey may provide up to five (5) general laborers and ten (10) clerical assistants to the City of New Jersey under the CWEP; and WHEREAS, participation in the CWEP is at no cost to the City of Passaic; and WHEREAS, the attached Agreement has been reviewed and approved by Personnel and by the City Attorney. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Passaic that the City of Passaic is hereby authorized to enter into the attached CWEP agreement for FY2022 for the WorkFirst New Jersey program, subject to the terms and conditions set forth therein; and BE IT FURTHER RESOLVED, that the Mayor, City Clerk, and Personnel Office are hereby authorized and directed to undertake any and all other necessary actions to effectuate the City’s participation in this program. CITY OF PASSAIC RESOLUTION NO. 22-03-070 RESOLUTION AWARDING CONTRACT FOR REPLACEMENT OF CHAIN LINK FENCE HOWARD AVENUE TENNIS COURTS THIRD WARD PARK WHEREAS, on September 1, 2021, the City of Passaic was subjected to Hurricane Ida which resulted in the chain- link fence surrounding Howard Avenue Tennis Courts – Third Ward Park being totally destroyed; and WHEREAS, the incident was immediately reported to the Insurance Company and was assessed by their independent inspectors who determined that the fence was damaged beyond repair; and WHEREAS, the City of Passaic wishes to enter into a contract with Absolute Fence Services of Lincoln Park, NJ for the replacement of the Chain Link Fence Howard Avenue Tennis Courts – Third Ward Park offered under the Bergen County Cooperative Contract #BeCCP#21-66; and WHEREAS, N.J.S.A. 40A:11-11 authorizes the purchase of any materials, supplies or equipment under Cooperative Pricing System entered on behalf of the City and Property in the Department of the Treasury without the necessity for public bidding; and WHEREAS, the contract is for an amount not to exceed $31,870.00.
