Lora, Mayor; Ricardo Fernandez, Business Administrator; City Attorney Invocation was rendered by Council Member Melo followed by the Pledge of Allegiance. Passaic City Council Minutes: October 12, 2023 Approved: PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC MAYOR’S UPDATE • He thanked the City for their support during these difficult times. • At school #6, there is a presentation for the community on the anchor program for facilitating the application process for residents ensures that they can receive funding back from the state homeowners and renters that is being led by Assemblyman Schaer of the 36 legislative district. • Dignity House of Passaic received the governor's conference award on housing and economic development, received the adaptive reuse transformation award 2023. • Easy Ride Silver Award was received by our business administrator who did a fantastic job with PowerPoint presentation explaining some of the community initiatives to improve and enhance pedestrian safety, as well as expand bike lanes and take unique, innovative approaches to the safety measure, ranging from murals in the middle of crosswalks and corners to flashing solar powered lights and bigger signs and angle parking, and we have seen the direct benefits of working together along with the city council, my administration, and our professional a result of these collaborations and a request to the police department to do traffic studies; engineers and so many are involved to enhance the quality of life and ensure the safety of our residents. • Over the last 2 weeks we had our Eatery on Broadway Tour, which was a success; we got to taste food from all the restaurants. We got a lot of feedback from the residents, they gave us some constructive criticism, which I think is always welcome and helping us to improve upon services, but for the most part they were excited about the eclectic selection of remarkable foods and delicious treats ranging from Italian food to French food to Latin food to Middle Eastern food as well as soul food and so much more. • A press conference was held with representative Congressman Bill Pascrell, Passaic County, mayor’s office, assemblyman Schaer office, representative county commissioner, John Bartlett, who chairs in the Page 2 of 46 Passaic City Council Minutes: October 12, 2023 Approved: PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC NJTPA North Jersey transportation planning authority. The City of Passaic received an additional $15 million dollars for the Main Avenue state of the art bus terminal going on Passaic Avenue on top of $4 million allocation that Passaic received. • With the help of the Council, the business administrator, and engineers; so many other professionals on the state level as well With a goal of creating a promenade right down Main Avenue going more towards angle parking. • For the past two weeks we had over 40 high school students undergo training to become poll workers to serve and fulfill their civic duty and earn some extra money, kudos to our remarkable, amazing and incredibly charismatic City Clerk, who went on a tour of the city; she took the clerk board Staff on the road; they did presentations at the high school at the Academy, charter school to explain to our students that they have opportunity to work in fact, certified for the next two years to work to make up to $300 a day and some to make even more as a Master Board Worker ; there is a potential in the county community College of becoming up to one college credit for the election Cycle; remains still needs to be finalized. He thanked city clerk and staff who were instrumental in ensuring that the workshop occurred in Passaic in close proximity to our students which incentivized students to participate. • We had a ribbon cutting ceremony for a new playground at School #8 and School #3. We had in person Ottis Jerome Anderson, two-time Super Bowl winner, 1979 offensive rookie of the year, 1989 comeback player of the year, Super Bowl #25 MVP. We collaborated with Whirl Construction to provide state-of-the-art equipment with rubberized surfaces, making it more conducive for children to play and not be hurt, as well as inclusive play equipment. He thanked Mr. Anderson for taking the time to come to Passaic to speak with our children to inspire them and tell them they can be successful come back and help their community. • The Mayor’s Youth Council held a mental health walk this past weekend. There were over 100 students attending the walk which began at City Hall, went down to the bridge by Market Street and then down Market Street and up Jefferson. When you have a mental health emergency you can call 898 to be connected to the agencies around the county; info will be on our website. • This weekend we have our indigenous people festival. Last year’s festival, held at Dundee Island Park was a huge success. We are having it once again at Dundee Island Park this Sunday. • Our Italian flag raising event will be at City Hall at 1:00 p.m. • In Passaic the holiday of Sukkot has concluded. We had the opportunity, along with Assemblyman Schaer, to invite many different clergy from different faiths, backgrounds, different practices, different races, different cultures all to be in the circuit and to share a breakfast. Councilman Daniel Schwartz also attended. About 90% of the attendees had never participated in a Sukkot celebration so Assemblyman Schaer explained it there and we were so grateful for the rabbis who stopped by. I think it was a wonderful experience for the community. • The tennis courts on Benson Avenue are now completed, and the high school tennis teams are utilizing them. • Armory Park Dog Park now has water fountains for pets. Also added was an additional gate for the most vulnerable, or for any dog that need to be secluded or separated. • New Jersey DOT, local aid, roadway improvements are beginning resurfacing in sections, starting from Pine Street, Garden Street and Columbia Avenue. Gregory Street has already been completed. We have projects and construction starting at Jefferson Street in Columbia with two brand new parking lots received 2022 CDBG, storm and sanitary improvements which will go to work on Oak Street and Gregory, storm, sanitary improvements. • Municipal Parking deck will open for 300 space parking deck across the street on November 21. • county community college parking truck, September 2023. • New candidates were sworn in for our police Academy to become brand new police officers. The Council opens every public meeting for comments of the public. However, in accordance with N.J.S.A. 10:4-12 “nothing in this Act shall be construed to limit the discretion of a public body to permit, prohibit or regulate the active participation at any meeting,” Therefore, the City Council will not entertain any comments from persons who communicate obscene material, make statements which are considered bias intimidation in which any person attempts to intimidate any individual or group because of race, color, religion, handicap, sexual orientation, or ethnicity or makes personally offensive or abusive, defamatory or profane comments, comments intending to harass or speak any offensive or abusive language. NOW THEREFORE, IT IS ORDAINED by the City Council of the City of Passaic that the City Code of the City of Passaic, Chapter 157-1 titled “Collection required”, and Chapter 157-3 titled “Proper containers to be provided”, are hereby deleted in its entirety and replaced as follows: SECTION 1 Chapter 157. Such Waste Receptacles shall not exceed 55 gallons in size. B. C. In the event that there is not adequate space for either a dumpster or watertight vessel, all garbage, rubbish or refuse that is to be removed by the City shall be placed in heavy-duty black plastic garbage bags of at least two mil thickness and which are capable of being so closed as to prevent inflow of water.
