Council Member Melo joined at 7:05 p.m. Passaic City Council Minutes: December 5, 2023 Approved: PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC MAYOR’S UPDATE • Saturday Nov. 11 was Veteran day Brief Link ceremony with deputy mayor Minnie Hiller Cousins . as well as the soft opening of Albert Lawson Memorial VFW Post 10117 Tour. the affordable units will be ready soon. • The Avenue of Flags , was expanded to Armory Park. • On Tuesday, November 21, four million grant presentation by Congressman Bill Pascrell, joined mayors from Clifton, Haledon, and Little Ferry along with many chiefs from various police departments; of the 4 million, the City of Passaic received a 2 million dollars of the grant. • Turkey distribution was held on Nov 21; 750 turkeys were given out to families in need. • On November 25, a Thanksgiving brunch was held for needy families at Dignity house located on Broadway; he thanked ShopRite, the Passaic Police Association and community members who donated. • November 29, Passaic County Community Utility Assistance Day with The Department of Community Affairs and Assemblyman Gary Schaer, providing the public with information on Utility Assistance • Friday December 1, the Passaic Fire Department received a new state-of-the-art fire truck, with grants for funding minimizing the impact on the taxpayers. • On December 1, the synthetic ice skating rink was opened in Third Ward Memorial Park • On December 2, Passaic hosted free El Rubio Acordeon (the blond accordion) concert for all youth; there were over 700 in attendance with no incidents. He thanked Kathy Martin, Wilson from Bong Fire, DJ Charley DJ Ramo, and Mr. Jose Ayalla who set up the monitor for the event. Council Member Munk joined at 7:15 p.m. • Friday December 8th is the deadline for the program Adopt a Senior for Christmas to provide a gift for a senior resident who might not obtain a gift otherwise. • On December 6, Anker property tax relief Rebate Program of application for assistance will be held Page 2 of 51 Passaic City Council Minutes: December 5, 2023 Approved: PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC at Dr. Martin Luther King School No. 6 (85 Hamilton Avenue) from 6 pm to 8 pm hosted by Assemblyman Gary Schaer, and Mayor Lora. • Pediatric Flu Clinic will be on December 6 at the WIC Clinic across City Hall. • On December 9, Holiday in the Park will be held in Third Ward Park • From December 11 through January 6, free meter parking for residents to take advantage and shop and support local business. • December 15, 2023 is the Holiday Toy Drive; deadline to submit toys by December 15. • On December 2 was the tree lighting dedication and ceremony; this year was dedicated to Mr. Will Tamper Smith. • New parking initiative on Columbia Ave - 23 new spaces were added. The bid for the new parking deck being built in front of City Hall just went out. MINUTES Council Meeting Minutes for October 12, 2023 were submitted for approval. However, in accordance with N.J.S.A. 10:4-12 “nothing in this Act shall be construed to limit the discretion of a public body to permit, prohibit or regulate the active participation at any meeting,” Therefore, the City Council will not entertain any comments from persons who communicate obscene material, make statements which are considered bias intimidation in which any person attempts to intimidate any individual or group because of race, color, religion, handicap, sexual orientation, or ethnicity or makes personally offensive or abusive, defamatory or profane comments, comments intending to harass or speak any offensive or abusive language. The person who makes these statements will relinquish their allotted five minutes for public discussion. Niroslov • Business in 90 Wall St, including mattress Business which uses 53-foot-long trucks to go down the one-way section, which is not safe for residents; after talking to the police it has gotten better. • At the intersection on Wall Street and Passaic Street, Passaic Street is not visible when turning. • Bridge connecting Passaic and Garfield, more traffic, with new construction of apartment buildings. • No one is answering phone at traffic division. Joe Conoscenti • Passaic City made an Ordinance but there are still issues with illegal vendors. • At the property on 147-149 Broadway, trash and weeds are piling up. • Ordinance 2417-23 Section 21 Violations re: Barbershop, tattoo parlors, there is still issues with massage parlors are being closed and re-opened. • At Paulison Avenue and Broadway – he is requesting garbage can be removed because residents from surrounding streets are using the can. Brenda Weeler • In 2008 a house was built at 16 Vinyard place. Illegal parking and loud music has been happening for over five years, even after police have been contacted. What can be done? • Are school vehicles allowed to park on the street? Kay Emery • The loud music at 16 Vinyard place is affecting quality of life. What type of summonses were issued? Parker Joseph Brown Jr • Property at 210 and 214 Summer Street are blights. • There are no lights going down 100 Steps. • Silence of electric vehicles is scary. Aryeh Mack • The lighting in tunnels and underpasses is very dim. • PSE&G poles on Main avenue are in center of the sidewalk. Yosef Wolf • Residents should be also allowed tax abatements for renovating old properties. • Is Passaic open to have a car rental in location where enterprise Car rental used to be? • The planning board doesn’t ask questions during their meetings. CITY OF PASSAIC RESOLUTION NO. 23-12-417 RESOLUTION ACCEPTING FUNDING FROM PASSAIC COUNTY LOCAL ARTS RE-GRANT PROGRAM FOR THE KINDRED SPIRITS UNITY SCULPTURE PROJECT WHEREAS, the City of Passaic has submitted an application for the Passaic County Local Arts Re-Grant Program seeking support for the Kindred Spirits Unity Sculpture Project; and WHEREAS, the grant application has undergone review, and the Passaic County Local Arts Re-Grant Program has approved funding in the amount of $5,078 for the Kindred Spirits Unity Sculpture Project; Page 14 of 51 Passaic City Council Minutes: December 5, 2023 Approved: PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC WHEREAS, that the City of Passaic acknowledges its responsibility to provide the required 50% matching funds, as specified in the grant terms. CITY OF PASSAIC RESOLUTION #23-12-418 RESOLUTION AUTHORIZING REFUND OF TAX OVERPAYMENTS WHEREAS, the tax office received a duplicate tax payment from Lereta Corp. for property known as Block 4111.01 Lot 43, also known as 51 Central Ave., owner: Marco Sanchez; WHEREAS, Lereta, the tax servicer requested a refund of the amount paid in duplicate to be issued directly back to them. Nothing in this Resolution is intended to affirm that the Applicant will ultimately be granted a license from the City of Passaic to operate a cannabis business within the City, and the granting of any such license is contingent upon the satisfaction of all legal requirements, including but not limited to compliance with and licensure by the Cannabis Regulatory Commission, zoning approval, police approval, approval of the Health Department, approval of the Fire Prevention Bureau, approval of Code Enforcement and the execution of a Hold Harmless Agreement with the City in form and substance approved by the City Attorney. 8. This Resolution shall take effect immediately.
