Civic Engagement Awards – January 30 o Mayor and City Clerk Weatherly Frias recognized 43 high school students who completed Board of Elections training to become poll workers. o The City of Passaic’s pilot program helped address election worker shortages, inspiring interest from other municipalities. The Council opens every public meeting for comments of the public. However, in accordance with N.J.S.A. 10:4-12 “nothing in this Act shall be construed to limit the discretion of a public body to permit, prohibit or regulate the active participation at any meeting,” Therefore, the City Council will not entertain any comments from persons who communicate obscene material, make statements which are considered bias intimidation in which any person attempts to intimidate any individual or group because of race, color, religion, handicap, sexual orientation, or ethnicity or makes personally offensive or abusive, defamatory or profane comments, comments intending to harass or speak any offensive or abusive language. The person who makes these statements will relinquish their allotted five minutes for public discussion. CERTIFICATION OF FUNDS Funds for the above are available in NJDOT Safe Streets Account # G-02-40-024-SST-020 CITY OF PASSAIC RESOLUTION NO. 24-02-039 RESOLUTION AWARDING CONTRACT FOR EMERGENCY SANITARY SEWER REPAIR ON RIVER DRIVE WHEREAS, on November 27, 2023, the City’s sewer Maintenance operator, Delgado Brothers General Contractors, LLC notified the City Engineer that a sinkhole was forming on River Drive, Passaic, NJ over an existing sanitary sewer main along with the adjacent property reporting issues of sewer service backup; and WHEREAS, after a thorough investigation, it was determined that the sanitary sewer lateral connection required repairs; and WHEREAS, it was the determination of the City Engineer, Yasseen M. Saad, that this sanitary sewer issue posed a serious potential for a health and safety hazard; and WHEREAS, emergency purchases and contracts may be negotiated and awarded without public advertising for bids pursuant to N.J.S.A. 40A:11-6; and Page 13 of 28 Passaic City Council Minutes: February 6, 2024 Approved: May 7, 2024 PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC WHEREAS, Delgado Brothers General Contractors of Passaic, NJ was contracted to repair the sanitary sewer; and WHEREAS, the final cost of the repair was $15,592.00. CERTIFICATION OF FUNDS Funds for the above are available in Account #G-02- 40-021-ARP-020 CITY OF PASSAIC RESOLUTION NO. 24-02-040 RESOLUTION AUTHORIZING GRANT APPLICATION TO THE GOVERNOR’S COUNCIL ON ALCOHOLISM AND DRUG ABUSE FISCAL GRANT CYCLE JULY 2024-JUNE 2025 WHEREAS, the Governor’s Council on Alcoholism and Drug Abuse established the Municipal Alliances for the Prevention of Alcoholism and Drug Abuse in 1989 to educate and engage residents, local government and law enforcement officials, schools, nonprofit organizations, the faith community, parents, youth and other allies in efforts to prevent alcoholism and drug abuse in communities throughout New Jersey; and WHEREAS, the City of Passaic, County of Passaic, and State of New Jersey recognize that the abuse of alcohol and drugs is a serious problem in our society amongst persons of all ages; and therefore has an established Municipal Alliance Committee; and, WHEREAS, the City of Passaic further recognizes that it is incumbent upon not only public officials but upon Page 14 of 28 Passaic City Council Minutes: February 6, 2024 Approved: May 7, 2024 PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC the entire community to take action to prevent such abuses in our community; and, WHEREAS, the City Council for the City of Passaic has authorized an application for funding to the Governor’s Council on Alcoholism and Drug Abuse through the County of Passaic; NOW, THEREFORE, BE IT RESOLVED by the City of Passaic, County of Passaic, State of New Jersey hereby recognizes the following: 1. The City Council does hereby authorize submission of a strategic plan for the Passaic Municipal Alliance grant for the period of July 1, 2024 to June 30, 2025 (FY2025) in the amount of: DEDR $ 17,312.00 Cash Match $ 4,328.00 In-Kind $ 12,984.00 2.
