Schaer as the City Council President for a one (1) year term, said term to commence on July 1, 2025 and to terminate on June 30, 2026. On a motion by Council Member Mayer and seconded by Council Member Garcia the council meeting was reconvened at 1:21 p.m. ROLL CALL Colon- Munk Love Melo Mayer Garcia CP Schaer Montanez X X X X X X X HEARING OF CITIZENS Council President Schaer opened the public portion of the Meeting with the following statement for the record: In Accordance with the Open Public Meetings Act (N.J.S.A. 10:4-1 et seq.). The Council opens every public meeting for comments of the public. However, in accordance with N.J.S.A. 10:4-12 “nothing in this Act shall be construed to limit the discretion of a public body to permit, prohibit or regulate the active participation at any meeting,” Therefore, the City Council will not entertain any comments from persons who communicate obscene material, make statements which are considered bias intimidation in which any person attempts to intimidate any individual or group because of race, color, religion, handicap, sexual orientation, or ethnicity or makes personally offensive or abusive, defamatory or profane comments, comments intending to harass or speak any offensive or abusive language. The person who makes these statements will relinquish their allotted five minutes for public discussion. Page 3 of 15 Passaic City Council Re-Organization Meeting July 1, 2025 Approved: December 16, 2025 Minnie Hiller: • Thanked the Mayor and Council for her appointment as Deputy Mayor of Veterans Affairs. • Shared encouragement received from the Mayor and her pastor to accept the role. • Spoke about feeling welcomed and supported by the City Council and Sheriff. • Noted her long-standing personal and professional relationship with Mayor Moore. • Discussed experiences in Trenton and recognition from veterans. • Emphasized the importance of understanding PTSD and veterans’ coping behaviors. • Commended Mayor Lora for acknowledging challenges veterans face after returning home. • Shared an example of the Mayor and his wife ensuring food was provided at a veterans’ event. • Stated that issues affecting veterans stem from lack of understanding, not from the Council. • Reaffirmed her commitment to serve despite health challenges. • Expressed trust in the Mayor and Council and her willingness to continue working together. Evelyn T. Robinson: • Introduced herself and noted wearing blue in honor of her military-connected family. • Shared discovering her father’s burial site through Ancestry.com and visiting on Father’s Day. • Explained the meaning of “Auxiliary” as families of those who have served or are serving. • Identified multiple family members with military service. • Congratulated Mayor Lora and re-elected officials. • Encouraged continued use of social media to keep residents informed. • Praised the Mayor’s respectful engagement with public comments. • Highlighted the importance of transparency and communication in local government. • Commended the City’s respect and support for veterans and their families. • Mentioned attending a town hall with Senator Cory Booker to advocate for veterans. • Stated that veterans should not face homelessness, food insecurity, or lack of medical care. • Thanked the Mayor, administration, and staff for supporting veterans and inspiring future service. • Concluded with gratitude to all elected officials and offered a blessing. The City Clerk shall retain the right to select which newspapers shall receive said advertisements in accordance with the law.
