May 15, 2024 PLANNING BOARD MINUTES The City of Passaic Planning Board held a Special virtual meeting on May 15, 2024, via Zoom and opened the meeting at approximately 7:00 PM by requesting a roll call. The invocation was given and all recited the pledge of allegiance. ROLL CALL: Commissioners Present Absent Councilman Daniel Schwartz X Kenneth A. Simpson X Sardis Cruz-Perez X Edwin Perez X Bonnita Kelawon-Cuello X Shawn Witten Vice Chairman X Carlos Lopez Chairman X ALSO PRESENT: Louis P. Rago, Esq., Board Attorney _____X_____ David Troast, P.P., AICP, Board Planner _____X_____ Julio Santana, Zoning Officer _____X_____ Ricardo Fernandez, Executive Director ___ _ _____ I. Hearing of Citizens: For matters not regarding applications on the agenda The public hearing of citizens was made open for matters not on the agenda.  Upon first motion by Commissioner Perez and second by Councilman Schwartz, the public hearing of citizens was closed. II. New Business III. Applications a. Docket #PB24-06, First Street, Bergen Street, & Market Street Block 1043, Lots 8, 10, 12, 15, 16, and 18 in the CR-HD Zone *Before the application was called on, Chairman Lopez stated there was no conflict of interest for him to hear and vote on the application. The Board and applicant’s attorney accepted his standing and proceed with the hearing * The applicant’s attorney, Mr. Michael Lipari, was called upon and presented the proposed project o Mr. Nihat Gruvercin was called upon by Mr. Lipari as the CEO of iLearn Schools and provided his testimony o There were no questions from the Board or public for the witness Mark Gimigliano was called upon by Mr. Lipari as a licensed Engineer and provided his testimony o Commissioner Perez asked a question regarding the architectural plans o Board Planner, David Troast referred to his professional review o Mr. Gimigliano responded Matthew Seckler was called upon by Mr. Lipari as a licensed Traffic Engineer and provided his testimony o Commissioner Perez and Board Planner David Troast asked question on the drop-off/pick- up area and plan 1|P a g e  May 15, 2024 PLANNING BOARD MINUTES o Chairman Lopez asked a question on traffic o Commissioner Cuello asked a question on the number of students that will be serviced o Mr. Seckler responded to all questions Nassir Almukhtar was called upon by Mr. Lipari as a licensed Architect and provided his testimony o There were no questions from the Board and public Christine Cofone was called upon by Mr. Lipari as a licensed Planner and provided her testimony o There were no questions from the Board and public There were no comments from the Board and public Mr. Lipari provided his final summation Action to approve the application with conditions was moved by Commissioner Perez and seconded by Vice Chairman Witten Councilman Commissioner Commissioner Vice Chairman Chairman Schwartz Perez Cuello Witten Lopez X X X X X IV. Adjournment Upon motion, seconded, the meeting was adjourned at approximately _8:40 PM_.
