This document is a statement of policy and planning which defines the level of services and activities for the upcoming year. In developing this proposed budget, requests were received and reviewed from all departments. The general fund budget totals $3.82 million, which represents a change of $1.1 million from the FY 2012-2013 budget. The main reason for the increase lies in the fact that 2012-2013 was the City's first year of existence. BUDGET HIGHLIGHTS PERSONNEL The City has three (3) full-time employees. In addition to these positions there are 5.2 FTE positions which are currently outsourced. The proposed 2013-2014 budget provides for an additional 3.2 outsourced positions which are primarily in the area of code enforcement. FUND BALANCE One measure of a city's financial strength is the level of its fund balances (i.e., revenues in excess of expenditures). The City's fund balance at the end of FY 2012­ 2013 is estimated to be in excess of $2.5 million. This balance represents 67% of FY 2013-2014 General Fund revenue. DEVELOPMENT ACTIVITY In FY 2012-2013 the City purchased 20.606 acres of property along GA Highway 141 (Peachtree Parkway). This was accomplished through the creation of a Downtown Development Authority at a cost of $11,500,000. This property will be sold into the marketplace and developed in accordance with the City's first Comprehensive Plan which should be completed in late 2013. The City was also the recipient of $128,785 from the Georgia Department of Transportation in Local Maintenance & Improvement Grant (LMIG) funding. These monies will be combined with future LMIG funds toward sidewalk improvements. REVENUE The City will receive revenues in FY 2013-2014 that were not budgeted in 2012­ 2013. Business licenses are budgeted at a level which reflects a reduction in the amounts charged by Gwinnett County. These fees along with franchise taxes paid by utility companies make up the vast majority of total revenue. The proposed budget assumes that the property tax millage rate of .85 which was levied in 2012­ 2013 will be completely eliminated. EXPENDTIURES Expenditures are shown by function. Funds budgeted for interest payments on real property and funding for outsourced operations are the largest single items included in the proposed expenditures. CONCLUSION In summary, I believe this document represents a conservative fiscal plan for the upcoming year. Your review and consideration is encouraged. The elevations of the buildings shall be in general conformity with the applicant submitted building elevations prepared by Gary Johnson and dated 5/16/13. 8. All mechanical appurtenances and equipment and/or ductwork shall be screened from ground view. Screening shall coordinate with the building architecture. 9. Sidewalks shall be a minimum of five feet in width and shall be constructed or relocated along the length of the property contiguous with Peachtree Corners Circle. 10.Parking lot lighting shall be contained in cut-off type luminaries and shall be directed in toward the property so as not to reflect into adjacent properties or create a hazard for passing automobile traffic. Any lights located on the rear of the building must be directed downward. Decorative fixtures shall be utilized on the portions of the building visible from the road. 11.Signage shall be limited to a monument type sign with a minimum two-foot high brick or stacked stone base. The ground sign shall not exceed six feet in height. 12. Any detention ponds visible from roadways shall be screened with landscape plantings to be approved by the Director. 13.
