BOARD OF TRUSTEES February 25, 2019 PRESENT: Mayor Monachino Lapey Trustee Annunziata Trustee Senerchia Trustee Bennett Attorney Cornachio Manager Pierpont ABSENT: Trustee McLaughlin PLEDGE OF ALLEGIANCE AND FIRE SAFETY ANNOUNCEMENT Mayor Monachino Lapey led those assembled in the Pledge of Allegiance and notified those in attendance where the fire exits were located. The Mayor said that Trustee McLaughlin was incredibly busy preparing for a trial, and was unable to attend the meeting tonight. She said that he is up to speed on the issues and sends his regrets. Two homes were out of power due to the storm, but are now up and running. The Mayor said that she and the Village Manager worked on requests to give to State Senator Biaggi for funding from New York State. One request was for paving for Boston Post Road. The potholes and craters on both sides of the road are extremely bad. Another request was for solar panels for Village Hall. They are costly to put in and the building is well suited for capturing the sun’s rays. The Mayor said that concerned citizen Stella Winter asked for a red light camera for the Four Corners and a pedestrian crossing for the corner of Esplanade and Boston Post Road. All these requests went to Senator Biaggi. Mayor Monachino Lapey thanked Assemblywoman Amy Paulin. The Mayor said that the one hundred thirty-foot proposed monopole will not be going in across from the middle school, the high school and the library. She said that Madeline Smith, who was on the school board, is now in the Assemblywoman’s office. She called the Mayor last week to let her know the status of the monopole. The Mayor said that this was a community wide effort and she thanked Amy Paulin for her hard work. Trustee Bennett gave an update on the website. She said that Fran Nese has just finished some training and is doing a wonderful job. All meetings are now posted on the website. She said that the Village is moving along on social media. -------------- MINUTES FROM THE FEBRUARY 11, 2019 REGULAR MEETING The Mayor asked if there were any comments or corrections to the minutes. There were no comments or corrections. After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the minutes from the Regular Meeting on February 11, 2019 be and hereby are approved. ------------ REPORTS In the absence of Fire Commissioner McLaughlin, Mayor Monachino Lapey discussed the monthly report with Chief Ruggiero. The Chief said that he wished Trustee McLaughlin were here and thanked him for his time as Fire Commissioner and said that it was a pleasure to be his department head. The Mayor said that Trustee McLaughlin will be back at the next meeting, but the Chief said he wasn’t sure what his schedule was going to be and he wanted to publicly thank him. The Mayor said that he enjoyed this position and that it was an eye- opening experience to be at a working fire. The Mayor said that she knows that the Schuyler Park fire made a great impression on him. The Mayor discussed some fire calls dealing with cooking issues and a mutual aid call. She asked the Chief to explain the mutual aid call in Scarsdale. The Chief said that it was a seven thousand square foot home that was consumed from the basement to the attic. The call came in at midnight on the coldest night of the year. He said we were needed and we went. It is part of a mutual aid agreement with Westchester County. Pelham Manor was there until seven o’clock in the morning. No one was hurt, but the house was totaled. Trustee Senerchia said that the Chief received a very nice letter from Chief Seymour from the Scarsdale Fire Department. He said that your help was appreciated. Chief Ruggiero spoke about the Association of Career Fire Chiefs and said that it was a very good networking system. Trustee Bennett said that it was a nice collaborative effort to save lives. Trustee Annunziata said that it was so cold that the hoses were freezing. The Chief said the hoses were freezing and that he had never seen that before. Chief Ruggiero said that the house was balloon frame which means that on the outside walls it is wide open from the basement to the attic. The fire went straight up. There was no blocking and no fireproofing. The Mayor and Board thanked the Chief for his report and the Mayor said that she would pass along his thoughts to Trustee McLaughlin. The Village Treasurer said that as of January Thirty First, the Village is eight months of the way through the Fiscal Year. He said that all of our internal projections on non-property tax revenue are above projections. They aren’t above projections by a lot, but the Village will be in the black. He said that two thirds of the way through the Fiscal Year, the Village has already hit its budgeted numbers in building permits. Over twenty one million dollars in capital re- investment in properties in the Village has taken place this year. Mayor Monachino Lapey said that there has been quite a bit of turnover in homes and a lot of high- end work is being done in major construction. After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the Fire and Village Treasurer reports be and hereby are adopted. -------------- RESOLUTION TO ADOPT FIVE-YEAR CAPITAL IMPROVEMENT PLAN The Mayor said that the Board has an opportunity to look at a road map for a Five Year plan that dove tails into some other work we’re doing with respect to a legal matter. She suggested that since Trustee McLaughlin was absent and two other Trustees just returned from vacation, this topic, as well as the resolution to adopt a budget amendment, be tabled so the Board can review these matters. She suggested that there be more time to vet these concepts and evaluate them. The Mayor asked the other Board members what they thought and they concurred that both items should be tabled. ------------ RESOLUTION TO ADOPT BUDGET AMENDMENT After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the Resolution to adopt a Five- Year Capital Plan and the Resolution to adopt a Budget Amendment be and hereby are tabled to allow for more time to evaluate these items. ----------- RESOLUTION TO AMEND THE TENANT SIGN DESIGN CRITERIA - 24 HOUR FITNESS SIGN This sign was discussed at the last Board meeting and it was determined that the proposed amendment to the Tenant Sign Design Criteria should be placed on this agenda. The Mayor said that the wall sign was very unobtrusive because it is part of the structure and said that the color palette was tastefully done. Trustee Annunziata commented that the planning consultant, AKRF, said that the sign would fit in well in that location. Manager Pierpont said that the Planning Board looked at wall painted signs at great length. They are designed to be reminiscent of the former industrial area. After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the Tenant Sign Design Criteria be and hereby is amended to allow the proposed 24 Hour Fitness wall sign in accordance with the memo from AKRF. ----------- RESOLUTION AUTHORIZING THE MAYOR TO SIGN ABSTACT OF VOUCHERS NUMBERS 26015-26060 After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the Mayor be and hereby is authorized to sign abstract of vouchers numbers 26015-26060. -------------- PUBLIC COMMENT Mayor Monachino Lapey asked if there were any additional comments from the public. Kim Jaimes,10 Bon Mar Road, said that she spoke with Village Manager Pierpont who said that the median could be shortened a little, but because of timing the plantings would have to be the following spring. She thanked the Board and Manager Pierpont and said that she would be back next spring to discuss plantings. The Mayor said that Bon Mar was a planned street with striking architecture. Maryanne Joyce from Senator Alessandra Biaggi’s office was in attendance. She said that the district office is currently located at 1250 Waters Place, Suite 1202 in the Bronx. Starting this Friday, they will be having “ First Fridays” on the first Friday of each month for people who want to communicate with the Senator. First Fridays will start this Friday, March First. Mayor Monachino Lapey said that she would be unable to attend because she was hosting a party for a community member who is leaving Pelham Manor after twenty five years. She said that she and Mr. Pierpont met with the Senator and Ms. Curtain for a productive meeting. The Mayor said that she appreciated keeping open the channels of communication. Trustee Annunziata asked if this was near the Metro Center and was told yes. -------------- EXECUTIVE SESSION After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the Board be and hereby is authorized to conduct an Executive Session to discuss the following: Personnel Matter No action was taken in Executive Session. -------------- ADJOURNMENT There being no further business to come before the Board, the meeting was adjourned. -------------- Clerk
