BOARD OF TRUSTEES May 9, 2022 PRESENT: Mayor Monachino Lapey Trustee Senerchia Trustee Bennett Trustee Owen-Michaane Trustee Cataldi DeLillo Attorney Cornachio Manager Pierpont PLEDGE OF ALLEGIANCE AND FIRE SAFETY ANNOUNCEMENT Mayor Monachino Lapey led those assembled in the Pledge of Allegiance and she notified those in attendance where the fire safety exits were located. ------------ OPENING REMARKS Mayor Monachino Lapey opened the meeting and said that she hoped everyone enjoyed Mothers’ Day. She said that Officer Pompilio cannot meet with us tonight and said that the Board looks forward to seeing him when he is able to be here. The Mayor said that the Rotary Club of the Pelhams is celebrating its seventy-fifth anniversary and she will be there later in the week to present a proclamation. She announced that a full Memorial Day Parade will take place on Monday, May 30th at approximately eleven thirty in the morning. It will start around the corner on Esplanade and will proceed to Town Hall. She said that it’s a wonderful opportunity for the community to come together. She said the Village’s financial information has been audited by outside, independent auditors and once again, the Village has received a clean audit. The information is on the Village’s website. Trustee Bennett said that the day after the last Board meeting she and Detective Sergeant Leal attended the Advisory Board meeting for Pelham Together which is an organization helping youth and their parents. She said that is was nice to see how the organization has grown. Trustee Owen-Michaane said that the Cub Scout Pack 4 Weblos attended a First Responder and First Aid session. He thanked Fire Captain Greco, the paramedics, Fire Chief Ruggiero and the Village Manager for allowing this to happen. ----------- MINUTES FROM THE APRIL 11, 2022 PUBLIC HEARING AND APRIL 11, 2022 REGULAR MEETING The Mayor asked if there were any questions, comments or corrections on the minutes. There were no questions, comments or corrections. After discussion and upon motion duly made and seconded, it was RESOLVED, that the minutes from the April 11, 2022 Public Hearing and the April 11, 2022 Regular Meeting be and hereby are approved. Trustee Cataldi DeLillo abstained because she was unable to attend the meeting due to illness. ----------- 1 REPORTS Police Commissioner Bennett discussed the monthly report with Police Chief Atkins. She said that incidents were up in April compared with March. The Chief said that they conducted one hundred seventeen Safeguard Operations during the week of Passover and Easter. These operations pay special attention to houses of worship, bus routes and shopping centers that could be vulnerable to potential terrorism. He said that there were no larcenies from vehicles in April, but two cars were stolen. Both of those cars had keys left inside the vehicles. Both vehicles were recovered. The Police Commissioner reminded residents to take the keys out of their cars and lock the doors. She spoke about coyote sightings in different areas as well as in the City of Mount Vernon. There are tips on the website about coyotes and small pets, children, food and garbage that should be contained. On the website there are do’s and don’t’s regarding coyotes. She asked the Chief about gas leaf blowers and he said that gas leaf blowers are prohibited from April 16th until October 15th. The Mayor and Board thanked Chief Atkins for his report. The DPW Superintendent said that the recycling numbers for April were good. He said that the crosswalks at Pelhamdale and Black Street and Mount Tom are done, and the sanitary system lining will begin later this month. The contractor doing the lining will give affected property owners twenty-four hours notice before work begins. The Village Clerk said that during the month of April there were four business licenses, forty-five building permits, seven letters in lieu, one certificate of occupancy, 29 dog licenses, some street opening permits, and notices of violation issued. He said that it was a pretty standard month. Trustee Owen-Michaane said that there was one month left in this fiscal year. Manager Pierpont said that he thinks the Village will be Ok. Everything is tracking well and we will end up in the black. After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the Police, DPW, and Village Clerk reports be and hereby are approved. ----------- PROPOSED SITE PLAN AMENDMENT (ELEVATIONS) FOR THE PELHAM COUNTRY CLUB This is a site plan amendment for the Pelham Country Club. This will change elevation on the property. It requires approval by the Board of Trustees. The Board may want to forward this proposal to the Planning Board for review. Trustee Senerchia said that it’s an existing building. Manager Pierpont said the proposal is for a golf simulator on the second floor. Trustee Senerchia said that it’s going up above an existing footprint and above an existing building. Trustee Cataldi DeLillo said that this seems to be in keeping with what’s there. It’s not a whole new obstruction. Trustee Cataldi DeLillo said that the Planning Board could get into this a little more and look at the site plan. She said that it would be interesting to see how significant this is. Mayor Monachino Lapey said that it is a worthy analysis for the Planning Board. After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the proposed site plan amendment for the Pelham Country Club be and 2  hereby is forwarded to the Planning Board for review. ---------- TAX CETRTIORARI SETTLEMENT – PELHAM LEASING CORPORATOIN Mayor Monachino said that this settlement was entered into with the Town of Pelham. She questioned whether it was a so ordered settlement and was told yes. The settlement years are from two thousand sixteen through two thousand twenty-one. The Village Manager said that there will be a reimbursement prepared for the Board. He Mayor said that the Village Board doesn’t have a role other than to issue a refund. ----------- REQUEST FROM LISA ROBB, VILLAGE OF PELHAM COUNCIL OF THE ARTS REGARDING CONTRIBUTION Lisa Robb from the Village of Pelham Council on the Arts requested a three hundred dollar contribution from the Village of Pelham Manor to help fund a calendar that would be inserted into a Shoreline publication for all the people in the 10803 zip code area. The calendar would list the free events happening in the Town of Pelham. Trustee Bennett thought that in light of Covid it might be advantageous to take part in this so that all neighbors can see what’s being offered get out in the community. Mayor Monachino Lapey said that it was a modest allocation but the Board doesn’t spend any dollars lightly. Manager Pierpont said that if the Board wants to participate, a quick Intermunicipal Agreement could be prepared. It would be a formal agreement with the Village of Pelham for this specific purpose. Trustee Senerchia said that it was a good cause, but it is being represented as a unit of government as part of the Village of Pelham. He said that he wanted to know if they have their own budget. He said that we are under the microscope ourselves and it said that it would be a good thing to know. The Mayor asked the Village Manager to ask the Village of Pelham what the budget is for this entire endeavor and said that it looks as though the total cost is one thousand three hundred dollars. The Village Manager said that he will come back with an IMA. Trustee Owen-Michaane asked about costs associated with drafting the agreement and was told that there would be some cost to review to have outside counsel do a quick review of the document. The Mayor said that she thought that there should be a little more clarity on this. She thought that was a fair approach. ----------- PROCLAMATION FOR ROTARY CLUB OF THE PELHAMS SEVENTY-FIFTH ANNIVERSARY Mayor Monachino Lapey said that this is the seventy-fifth anniversary of the Rotary Club. It is a noble organization. She will be presenting this proclamation later in the week. Everyone congratulated the Rotary Club. 3  PROCLAMATION WHEREAS, the Rotary Club of the Pelhams was chartered on January 17, 1947, and over its seventy- five year history, members of the Rotary Club of the Pelhams have raised funds for international and local projects and volunteered for numerous projects, carrying out the Rotary International mission of “service above self” and WHEREAS, Rotary Club of the Pelhams has raised funds at wine and food Tastings fundraisers during the past sixteen years with proceeds of more than two hundred twenty- five thousand dollars used for Gift of Life heart surgeries for children in foreign countries, and WHEREAS, locally Rotary Club of the Pelhams annually awards a twelve thousand dollar scholarship to a graduating senior from Pelham Memorial High School, and works closely with, and sponsors, the Interact Club at Pelham Memorial High School, and WHEREAS, in 1994 the Rotary Club of the Pelhams donated the Gazebo to the Town of Pelham after spearheading a community fundraising drive to build it for summer concerts, and WHEREAS, local projects sponsored by the Rotary Club of the Pelhams have included CPR classes for middle school/high school students and donations to soup kitchens, Boy Scouts, Girl Scouts and the Salvation Army NOW, THEREFORE BE IT RESOLVED, That the Board of Trustees of the Village of Pelham Manor hereby recognizes the Rotary Club of the Pelhams on its Seventy Fifth Anniversary and be it further RESOLVED, that a copy of this Proclamation be presented to the Rotary Club of the Pelhams. ---------- SHORE PARK REQUESTS FROM EDELWEISS REYES AND KEVIN ALEXANDER Edelweiss Reyes, 430 Carol Place, requested permission to use Shore Park on Saturday, May 14, 2022 from twelve o’clock in the afternoon until five o’clock in the evening with a rain date of Sunday, May 15, 2022 for the same time. Kevin Alexander, 680 Ely Avenue, requested permission to use Shore Park for the Pelham Youth Lacrosse end of season picnic on Monday, June 6, 2022 from five-thirty in the afternoon until eight o’clock in the evening. After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that Edelweiss Reyes and Kevin Alexader be and hereby are granted permission to use Shore Park for their events on May 14, 2022 and June 6, 2022. --------------- STREET CLOSING REQUEST FROM CRISTINA CHIANESE Cristina Chianese, 535 Stellar Avenue, requested that Stellar Avenue be closed for a neighborhood Block Party on Saturday, May 14, 2022 from three thirty in the afternoon until eight thirty in the evening. A petition in favor of the street closing was signed by the residents affected by the closure was submitted to the Board After discussion and upon motion duly made and seconded, it was unanimously 4  RESOLVED, that the request from Cristina Chianese to close Stellar Avenue on Saturday, May 14, 2022 be and hereby is granted. ---------- RESOLUTION AUTHORIZING THE MAYOR TO SIGN ABSTRACT OF VOUCHERS NUMBERS 29966-30004 After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the Mayor be and hereby is authorized to sign abstract of vouchers numbers 29966-30004. ---------------- PUBLIC COMMENT Mayor Monachino Lapey asked if anyone had any comments or questions. Tai Montanarella, 464 Esplanade, spoke about bringing out community members for a Healthy Yard meet up. She said that the Town of Pelham has endorsed this campaign. She asked for one thousand dollars toward the campaign and said that it would help fulfil a MS 4 requirement int the stormwater management report. She asked for another IMA for this project. Mayor Monachino Lapey said that the Board would be happy to have your group meet at Village Hall and said that we are supportive of your work. Michael Teitelbaum, 1076 Grant Avenue, on behalf of Toby Marxuach-Gusciora asked for an update on Save the Sound or the Monopole. Attorney Cornachio said that they are in the court’s hands. Trustee Owen-Michaane asked about the legal costs and was told that the Village is paying its share which is based on a per capital amount. --------------- EXECUTIVE SESSION The Mayor said that there were issues regarding an employment matter and a legal matter. After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the Board be and hereby is authorized to conduct an Executive Session to discuss the following: Personnel Matter and a Legal Matter No action was taken in Executive Session. -------------- ADJOURNMENT There being no further business to come before the Board, the meeting was adjourned. -------------- Clerk 5
