BOARD OF TRUSTEES September 12, 2022 PRESENT: Mayor Monachino Lapey Trustee Senerchia Trustee Bennett Trustee Owen-Michaane Attorney Cornachio Manager Pierpont ABSENT: Trustee Cataldi DeLillo PLEDGE OF ALLEGIANCE AND FIRE SAFETY ANNOUNCEMENT Mayor Monachino Lapey led those assembled in the Pledge of Allegiance and notified those in attendance where the fire safety exits were located. ------------ OPENING REMARKS Mayor Monachino Lapey opened the meeting and welcomed everyone. The Mayor said that Trustee Cataldi DeLillo was on official business in Copenhagen, Denmark. She reminded everyone that they can stay in touch by e-subscribing to announcements, see meeting videos on the Village website, text 10803 to 888-777 for Nixle real time alerts and listen to the radio every Thursday morning at eight twenty- five on channel 1460 where she gives an update on Village events. She said the Trustee Bennett and Trustee Owen-Michaane attended the annual September 11th memorial ceremony hosted by the Town and the American Legion. She asked Trustee Bennett to say a few words about the ceremony. Trustee Bennett said that it was a ceremony where we remembered all we lost twenty- one years ago. Trustee Owen-Michaane said that it was an honor to represent the Village to remember those we lost in 9/11 twenty-one years ago. ----------- MINUTES FROM THE AUGUST 22, 2022 REGULAR MEETING The Mayor asked if there were any questions, comments or corrections on the minutes. There were no questions, comments or corrections. After discussion and upon motion duly made and seconded, it was RESOLVED, that the minutes from the August 22, 2022 Regular Meeting be and hereby are approved. ----------- REPORTS Police Commissioner Bennett reviewed the monthly report with Chief Atkins. The Police Commissioner thanked the Chief for the Nixle reminding people that children are back in school. 1 Police Chief Atkins recommended that people drive at or below the speed limit, know the drop off and pick up regulations at the school, watch for buses and be prepared to stop. Police Commissioner Bennett and the Police Chief spoke about larcenies at CVS, people not locking their cars and leaving keys or fobs in the car, valuables left in cars where they are visible and reporting something to the police if the incident looks suspicious. The Mayor and Board thanked the Police Chief for his report. The Village Treasurer spoke about expenditures and revenues which included quarterly sales tax collected by Westchester County and distributed to municipalities, and fees from a property rental and cable franchise agreement. The Treasurer said that the Village was in good shape. The DPW Superintendent said that street lights were replaced, potholes were filled, park maintenance performed, street sweeping done, lines at crosswalks painted, and a new catch basin installed on Roosevelt. Work will be done on Wolfs Lane and the Village is looking at diverting water off the end of Esplanade from Murray Street. The Cleaning and Televising contract has been signed and that work will be underway next week. The City of New Rochelle has been asked about cleaning its line on Mount Tom Road. He spoke about the Pelham Country Club’s retention system and how it is used to catch, capture and water their fairways. Trustee Owen-Michanne asked about the timeline for the engineering firm doing the mapping and report and was told that it is scheduled for the first quarter of 2023. The Village Clerk said that it was a busy month for late summer with dog licenses, a Board of Appeals application, six letters in lieu and one certificate of occupancy. After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the Police, Village Treasurer, DPW and Village Clerk reports be and hereby are approved. ----------- RESOLUTION TO ADOPT THE 2022 ADJUSTED BASE PROPORTIONS The Village needs to adopt adjusted base proportions for 2022. The Final Assessment Roll from 2021 or 2022 may be used. The Homestead, or residential, and Non-Homestead, or commercial, rates are listed below. The 2021 Final Assessment Roll is slightly more favorable to the Homestead class. Using 2021 Final Assessment Roll Using the 2022 Final Assessment Roll Homestead 78.987818 80.356740 Non Homestead 21.012182 19.643260 After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the 2022 Adjusted Base Proportions be and hereby are adopted using the 2021 Final Assessment Roll. . ----------- RESOLUTION AUTHORIZING THE MAYOR TO SIGN ABSTRACT OF VOUCHERS NUMBERS 30344-30408 After discussion and upon motion duly made and seconded it was unanimously RESOLVED, that the Mayor be and hereby is authorized to sign Abstract of Vouchers 2  Numbers 30344 - 30408. -------------- PUBLIC COMMENT Mayor Monachino Lapey asked if there were any comments or questions. Allison Frost, 4575 Boston Post Road, spoke about the condition and location of catch basins in the Village, traffic safety, red light cameras, community involvement with the Department of Transportation, left turn lanes at Boston Post Road and Pelhamdale Avenue, and the schedule for Planning and Zoning Board meetings. Toby Marxuach-Gusciora, 901 Plymouth Street, spoke about new catch basins and some type of remediation for Murray Street and Iden Avenue. She asked about the status of Save the Sound and the Monopole and was told that it is in the courts and there has been no development. Attorney Cornachio will reach out to counsel for an update. --------------- EXECUTIVE SESSION The Mayor said that there were issues regarding an employment matter and a legal matter. After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the Board be and hereby is authorized to conduct an Executive Session to discuss the following: Personnel Matter – Collective Bargaining No action was taken in Executive Session. -------------- ADJOURNMENT There being no further business to come before the Board, the meeting was adjourned. -------------- Clerk 3
