Trustee on March 19, 2024.
3. Judge Gardner administers Oath to Maurice Owen-Michaane who was re-elected
Village Trustee on March 19, 2024.

4. Mayor opens or convenes meeting.
5. Mayor announces the appointment of Bridget A. Bennett as Deputy Mayor to act as
such during the absence or disability of Mayor Monachino Lapey, and while so acting
shall be vested with all of the powers and perform all of the duties of the Mayor.

6. Resolution making the following appointments:
Trustee Owen-Michaane as Deputy Mayor to act as such during the absence or
disability of Mayor Monachino Lapey and Trustee Bennett and while so acting shall be
vested with all of the powers and perform all of the duties of the Mayor.
Trustee Case as Deputy Mayor to act as such during the absence or disability of Mayor
Monachino Lapey, Trustee Bennett, and Trustee Owen-Michaane and while so acting
shall be vested with all of the powers and perform all of the duties of the Mayor.
Trustee McLaughlin as Deputy Mayor to act as such during the absence or disability of
Mayor Monachino Lapey, Trustee Bennett, Trustee Owen-Michaane, and Trustee Case
and while so acting shall be vested with all of the powers and perform all of the duties
of the Mayor.

7. Resolution fixing Bond of the Treasurer and Village Manager at $100,000 to be
executed by a surety company authorized to transact business in this State and that
the expense thereof shall be a charge against the Village.
8. Resolution designating Catherine Mazzaro Receiver of Taxes for the Village of Pelham
Manor and for all arrears of the Village taxes and that the Receiver of Taxes be
authorized to comply with all of the provisions of the Village Law and the Westchester
County Administrative Code including the provisions relating to the sale and foreclosure
of tax liens and all pleadings and proceedings in such foreclosure actions; and
Resolution designating that the Receiver of Taxes serve without compensation in
accordance with an agreement entered into between the Town of Pelham and the
Village of Pelham Manor on November 9, 1964; and
Resolution fixing the bond of the Receiver of Taxes in the amount of $100,000 for the
current year, the expense thereof shall be a charge against the Village.

11. Resolution designating J.P Morgan Chase Bank, Pelham as depository of the Village
Funds, and

Resolution authorizing the Treasurer, or in his absence, the Village Manager, to deposit
or invest moneys not required for immediate expenditure in certificates of deposit
issued by any bank or trust company located and authorized to do business in the State
of New York and insured by the Federal Deposit Insurance Corporation.
Resolution authorizing the Treasurer or in his absence the Village Manager, and in the
absence or disability of the Treasurer and the Village Manager, the Mayor to sign checks
of all salaries and wages of the personnel employed by the Village, the principal and
interest on bonds and certificates of indebtedness and for all other fixed obligations of
the Village and transfer of funds without prior audit by the Board of Trustees and to sign
checks for all other obligations of the Village, after audit, and

accounts designated as a Trust & Agency Account, Trust & Agency Money Market
Account, Capital Fund Account, Capital Fund Money Market Account, General Fund
Money Market Account, Casualty & Liability Reserve Account, Equipment Repair
Account and the Payroll Account in the J.P Morgan Chase Bank, and a Capital Fund
Account in the J.P. Morgan Chase Bank.

Resolution authorizing the Treasurer and in his absence or disability, the Village
Manager, and in the absence or disability of the Treasurer and Village Manager , the
Mayor, to sign checks for the payment of funds due from the Trust & Agency Account,
Capital Fund Account, and the Payroll Account.

12. Resolution authorizing the Village Clerk to maintain an account known as the Village
Clerk’s Account in the J.P. Morgan Chase Bank; and

13. Resolution authorizing the Village Clerk, or in her absence the Deputy Village Clerk, to
sign all checks, drafts, notes or orders drawn against the account.
14. Resolution designating the Journal News as the Official Newspaper of the Village of
Pelham Manor.
15. The Mayor announces the appointments of the following Trustees to oversight
responsibility as follows:
Trustee Bennett Police
Trustee Owen-Michaane Public Works
Trustee Case Fire
Trustee McLaughlin Administration, Finance, Planning, Legal
and Intergovernmental Relations
16. Resolution for approval of the following appointments by the Mayor.

BOARD OF APPEALS
Gregory Varone to serve as Chairman until the first Monday in April 2025.
PLANNING BOARD
William F. Taubner to serve as Chairman until the first Monday in April 2025.
17. Resolution appointing O’Connor Davies to examine the accounts of the Village for the
Fiscal Year ending May 31, 2024 at a fee not exceeding $ 34,000.
18. Resolution authorizing the Village Manager, or her designee, to attend the meetings of
the Municipal Administrators Association the expenses thereof to be a charge against
the Village.
19. Resolution authorizing the Mayor and the Village Manager, or her designee, to attend
the annual meeting of the New York Conference of Mayors, the expenses thereof to be
a charge against the Village.
20. Resolution authorizing the Village Manager, or her designee, to attend the annual
meeting of the Municipal Management Association of New York State, the expenses
thereof to be a charge against the Village.
21. Resolution authorizing the Village Manager, or her designee, to attend the annual
meeting of the International City-County Management Association, the expenses
thereof to be a charge against the Village.
22. Resolution fixing the date of the regular meeting of the Board of Trustees as the second
and fourth Monday of each month.
23. Resolution providing that the Mayor or any two Trustees may call a special meeting of
the Board if twenty-four hours written notice is given to each member or all members
are present to waive notice requirement.
24. Resolution setting the next Annual Meeting of the Board of Trustees for April 7, 2025 at
8:15 p.m.
