BOARD OF TRUSTEES June 24, 2024 PRESENT: Mayor Monachino Lapey Trustee Owen-Michaane Trustee Case Trustee McLaughlin Attorney Cornachio Manager Luft ABSENT: Trustee Bennett PLEDGE OF ALLEGIANCE AND FIRE SAFETY ANNOUNCEMENT Mayor Monachino Lapey led those assembled in the Pledge of Allegiance and notified those in attendance where the fire safety exits were located. ----------- OPENING REMARKS Mayor Monachino Lapey opened the meeting and welcomed everyone. She said that Trustee Bennett was out of town on a well-deserved vacation with her family. The Mayor said that Pelham Memorial High School had its graduation ceremony this past weekend. She noted that Albee Cornachio, son of Village Attorney Cornachio, graduated from Fordham Prep. She congratulated all on these wonderful events. Trustee Case spoke about important information on the Village’s website and Facebook page. He said that Fire training using thermal imaging is being done on Village property. The Fire Department is staying sharp and keeping us safe. Trustee Owen-Michaane said that there is a lot going on regarding drainage and infrastructure. He spoke about the infrastructure contract and anticipates that there will be several projects. Manager Luft said that the surveyors have been out working diligently. The Mayor said that the Village is using a proactive approach and the Village Manager is often out in the field with engineers. Mayor Monachino Lapey said that she had a good conversation with Mount Vernon’s Mayor Shawn Patterson Howard about the event over the weekend at Memorial Field. The noise was untenable for some Pelham Manor residents. Mayor Monachino Lapey said that she appreciated the Mayor’s thoughtfulness and care. She said that it was a positive follow up and there will be more to come on this subject. The Mayor spoke about traffic and pedestrian safety. She said that the Village does not have jurisdiction for the intersection at Colonial Avenue. The Village Manager said that the intersection of Wolfs Lane and Iden Avenue is under the jurisdiction of Pelham Manor. The Village can re allocate resources within our budget to help the situation at Wolfs Lane and Colonial Avenue. The Village of Pelham will not put a crossing guard at Colonial and Wolfs Lane because that location was not approved by their traffic engineers. The Village Manager spoke about paving Pelhamdale Avenue. She said that is should be fully paved by this Wednesday. Some of the surrounding streets will have the milling process done on Thursday and Friday. Trustee McLaughlin said that the summer schedule for Board meetings is July 22nd and August 12th. ---------- CONSIDERATION OF A RESOLUTION TO ADOPT LOCAL LAW 2 OF 2024 1 The public hearing was held on Local Law 2 to amend the definition of School Hours. After discussion and upon motion duly made and seconded it was unanimously RESOLVED, that Local Law 2 of 2024 be and hereby is adopted. --------- MINUTES Mayor Monachino Lapey asked if there were any comments or questions on the minutes. There were no comments or questions on the minutes. After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the minutes from the June 10, 2024 Regular Meeting be and hereby are adopted. ----------- REPORTS The Mayor, in the absence of Police Commissioner Bennett, discussed the Police Report. She said that it was a busy month and she reminded residents to keep keys and key fobs locked up. Manager Luft spoke about “dark houses” and said that if you are away, your house can be put on a list and the police will come and check the perimeter of your house to make sure everything is ok. She said that you should call the police department and they will put your house on the “dark house” list. Mayor Monachino Lapey said that school is almost out for summer and people should be mindful that our younger residents are out and about. The Village Treasurer’s report reflected a seven million dollar fund balance at the end of May. The sales tax revenue was just under four hundred thousand dollars. There were no significant expenditures for May. The Village is in good financial position for the end of the fiscal year. After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the Police and Village Treasurer reports be and hereby are approved. ---------- TO AWARD BID – INFRASTRUCTURE IMPROVEMENTS Manager said that this contract is beneficial to the Village. It is for infrastructure projects and it is an “ as is, where is” contract. It gives the Village flexibility to respond to situations with a known contractor. The Village received four bids which are listed below. The low bidder was Peter J. Landi,Inc. with an amount of seven hundred thirty- nine thousand fifteen dollars. Mayor Monachino Lapey said that the Village Manager and AI Engineering/Dolph Rotfeld Engineering, the Village’s consulting engineers, recommended the low bidder. Peter J. Landi, Inc. $ 739,015.00 MTS Infrastructure, LLC $ 952,325.00 ELQ Industries $1,152,356.00 Montesano Brothers, Inc. $1,777,460.00 After discussion and upon motion duly made and seconded, it was unanimously 2  RESOLVED, that Peter J. Landi, Inc.be and hereby is awarded the bid for Infrastructure Improvements at a cost of seven hundred thirty- nine thousand fifteen dollars. ----------- CONSIDERATION OF REFERRAL TO PLANNING BOARD The CVS at 4760 Boston Post Road is proposing new signs for the building. This is a change to their site plan. After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the site plan amendment for 4760 Boston Psot Road (CVS signs) be and hereby is referred to the Planning Board for review. ------------ SHORE PARK REQUEST Mirielle Cailles Ranade, 459 Carol Place, requested the use of Shore Park for the Upshur Bren Psychology Group’s summer picnic for approximately thirty people on Saturday, July 13, 2024 from twelve o’clock in the afternoon until three o’clock in the afternoon. After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the request from Mirielle Cailles Ranade to use Shore Park on Saturday, July 13, 2024 be and hereby is approved. ----------- RESOLUTION AUTHORIZING THE MAYOR TO SIGN ABSTRACT OF VOUCHERS NUMBERS 32528-32602 After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the Mayor be and hereby is authorized to sign Vouchers Numbers 32528-32602. --------- PUBLIC COMMENT The Mayor asked if there were any comments or questions from the public. Scott McGuirk, 420 Wynnewood Road, spoke about high-speed traffic on Colonial Avenue late at night and the growth of vines on the trees at Shore Park. The Mayor said that the Village of Pelham is responsible for all of Colonial Avenue, but we reach out to Pelham’s Village Administrator Chris Scelza. She said that Pelham Manor has control up to the border. Manager Luft said that on Earth Day, DPW and EcoPel were at Shore Park working on the vines. Toby Marxuach Gusciora, 901 Plymouth Street, spoke about drainage and catch basins for Plymouth Street. Manager Luft said that the Board approved the “as is, where is” contract tonight. Drainage projects will be looked at closely. --------- EXECUTIVE SESSION After discussion and upon motion duly made and seconded, it was unanimously 3  RESOLVED, that the Board be and hereby is authorized to conduct an Executive Session to discuss the employment of a particular person(s). No action was taken in Executive Session. ---------- ADJOURNMENT OF MEETING There being no further business to come before the Board, the meeting was adjourned. ---------- Clerk 4  BOARD OF TRUSTEES PUBLIC HEARING June 24, 2024 PRESENT: Mayor Monachino Lapey Trustee Owen-Michaane Trustee Case Trustee McLaughlin Attorney Cornachio Manager Luft ABSENT: Trustee Bennett PUBLIC HEARING ON LOCAL LAW 2 OF 2024 – PELHAM MANOR CODE CHAPTER 202- VEHICLE AND TRAFFIC Mayor Monachino Lapey opened the Public Hearing on proposed Local Law 2 of 2024. She said Local Law 1, which was adopted recently, was a comprehensive review of the Village’s Vehicle and Traffic Code. As a result of that review, the Village received feedback on the hours for parking around the schools in the Village. This Local Law modifies the definition of School Hours. It was suggested that the hours for parking around the schools be extended from four o’clock in the afternoon until six o’clock in the evening because after school programs now run later in the afternoon. The current definition for School Hours is from seven o’clock in the morning until four o’clock in the afternoon. ---------- PUBLIC COMMENT The Mayor asked if there were any comments or questions on the proposed Local Law 2. Gianni Magnani, 435 Carol Place, asked if the extension of the hours also extended to the streets that have two- hour parking. Manager Luft said that it depends on the type of sign that is in place. She said that some signs have specific hours not tied to school hours. She said that as part of the revision a lot of signage will be changed. It will be more specific for the one way around the school. ----------- After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the Public Hearing on proposed Loca Law 2 of 2024 be and hereby is closed. ----------- Clerk 1
