BOARD OF TRUSTEES January 13, 2025 PRESENT: Mayor Monachino Lapey Trustee Bennett Trustee Owen-Michaane Trustee Case Trustee McLaughlin Attorney Cornachio Manager Luft PLEDGE OF ALLEGIANCE AND FIRE SAFETY ANNOUNCEMENT Mayor Monachino Lapey led those assembled in the Pledge of Allegiance and notified those in attendance where the fire safety exits were located. ----------- OPENING REMARKS Mayor Monachino Lapey opened the meeting and welcomed everyone. Trustee Owen-Michaane said that the Village was recently awarded a four hundred thousand dollar grant for a bioretention system on the corner of Esplanade and Ely Avenue. Manager Luft said that that this water quality improvement grant will address one of the issues that was outlined in the Village-wide drainage infrastructure assessment. Trustee Owen- Michaane asked if the grant was written in-house and was told that it was. Trustee Bennett thanked the Pelham Manor Police and Fire Departments for their toy drives. She said that the Police Department’s Toys for Tots collection was an overwhelming success. She also thanked the residents, who brought toys, for their generosity. Trustee Case thanked the residents for contributing to the Fire Department’s toy collection. He said that the bins were overflowing. Trustee Case said that the Fire Department went to five different locations. He congratulated the Fire Department and residents on all they do. Trustee McLaughlin spoke about the New York Metropolitan Transportation Council. He said that they are looking at how people enter Glover Field. He said that the area has changed over the years and there is a large number of residents and school children using Glover Field. He said that there will be a zoom presentation on January 30, 2025 at seven o’clock in the evening. They want input. You can sign up to attend and you will receive a link for the presentation. Mayor Monachino Lapey said that this is a great opportunity to have your voice heard and give feedback on evaluating this critical area. ---------- MEETING MINUTES The Mayor asked if there were any comments or questions on the Regular meeting minutes from December 16, 2024. There were no comments or questions. After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the minutes from the Regular meeting on December 16, 2024 be and hereby are approved. ---------- 1 REPORTS Fire Commissioner Case said that it was another busy month. Chief Greco confirmed that it was a busy month with seventy-eight calls. It started with the Tesla crash on the Shore Road. There were two small fires in Pelham Manor and a fireplace fire in the Village of Pelham. There were fourteen rescue calls. A car went into Dunkin Donuts façade. Fortunately, there were no serious injuries or structural damage to the building. There were ten motor vehicle accidents. Fire Commissioner Case reminded residents to be careful because it is very busy down the hill. The Mayor and Board thanked the Fire Chief for his report. The Village Clerk spoke about the November and December reports. She said that there were thirty- two copies of records in November and zero in December. There were sixteen vital statistics records issued in November and thirty records issued in December. In November two business licenses were issued and three business licenses were issued in December. There were fourteen dog licenses issued in November and twenty-six were issued in December. Handicapped parking permits remained steady. The DPW Superintendent said that in December holiday lights were put up by the Four Corners, pot holes were filled, street lights were replaced, the street sweeper came into the Village and a grant award notification for a bioretention system was received. Eighty-four percent of total tons collected was recycled which is quite robust. After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the Fire, Village Clerk and DPW reports be and hereby are approved. ---------- CONSIDERATION OF A SITE PLAN AMENDMENT FOR POST ROAD PLAZA – 847 PELHAM PARKWAY Mayor Monachino Lapey said that a proposed site plan amendment for Michaels’s at Post Road Plaza has been presented to the Board. She said that there is a lot to weed through and that this is exactly the type of proposal that should go to the Planning Board for review. She said that the Planning Board will do an in- depth review and then send their comments back to the Board of Trustees for action. The Mayor said that she was happy that Michael’s was looking to stay in Pelham Manor. After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the proposed site plan amendment for Post Road Plaza - 847 Pelham Parkway be and hereby is referred to the Planning Board. ----------- RESOLUTION AUTHORIZING THE MAYOR TO SIGN ABSTRACT OF VOUCHERS 33135- 33175 After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that Vouchers 33135-33175 be and hereby are approved. ---------- PUBLIC COMMENT The Mayor asked if there were any comments or questions from the public. There were no comments or questions from the public. ------------- 2 EXECUTIVE SESSION After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the Board be and hereby is authorized to conduct an Executive Session to discuss the employment of a particular person (s).
