BOARD OF TRUSTEES June 9, 2025 PRESENT: Mayor Monachino Lapey Trustee Bennett Trustee Owen-Michaane Trustee Case Trustee Mclaughlin Attorney Cornachio Manager Luft PLEDGE OF ALLEGIANCE AND FIRE SAFETY ANNOUNCEMENT Mayor Monachino Lapey led those assembled in the Pledge of Allegiance and notified those in attendance where the fire safety exits were located. ----------- OPENING REMARKS Mayor Monachino Lapey opened the meeting and welcomed everyone. She asked Trustee Case to speak about a ceremony hosted by the Town of Pelham that he, board members, and administration attended. Trustee Case said that at the Town of Pelham’s monthly meeting, first responders, who helped save Captain Gerken’s life, were honored by the Town Board and Westchester County. He said that it was very well attended. One hundred fifty people were there to support our first responders. He said that he was proud of the Police Department, Fire Department and Town EMS and said that they work so well together. Trustee Bennett said that today was declared Pelham EMS Day by Westchester County Legislator Terry Clements. Trustee Bennett said that Pelham EMS was named Agency of the Year by the Regional Council of EMS. She thanked the Town Board for bringing this service to our Town. She especially thanked Deputy Supervisor Rae Szymanski for working tirelessly on this project. Trustee Bennett said that bicycle registration started on Friday afternoon. She said that the bicycle can be brought to the police station to be registered. She said that there were bicycle safety assemblies at Prospect and Siwanoy elementary schools. Trustee Bennett said that they were wonderful and interactive and the children got a lot out of it. She reminded parents to tell their children not to ride their bicycles straight out into the street. Trustee McLaughlin said that the Village sent out an e-mail celebrating Pride month. He said that during this month we commemorate the anniversary of the Stonewall uprising. He said that there are links on Village’s webpage about this. He said that the Village remains committed to an inclusive community with equality, respect and dignity for all. Trustee Owen-Michaane spoke about the DPW newsletter and all the projects that the Village has done and will be doing. He said that the newsletter has good information on Stormwater Management. The Mayor wanted to recognize two stellar members of our community. She said that one grew up here and is a teacher who has served with distinction. She said that Maria Buckley and Dan Friel are retiring this year. She said that they started their careers in the Pelham schools. She said that she is incredibly happy for them and said that they have given many years of excellent service. She also said that it was a sad day in some ways. She wished them luck. Trustee Bennett said that her children had Mrs. Buckley and Mr. Friel. She said that they provided such a positive impact on the lives of many children. She said that they would be missed. ---------- MEETING MINUTES The Mayor asked if there were any comments or questions on the minutes from the Regular meeting 1 on May 27, 2025. There were no comments or questions on the minutes. After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the minutes from the Regular meeting on May 27, 2025 be and hereby are approved. ---------- REPORTS Fire Commissioner Case discussed the monthly report with Fire Chief Greco. The Fire Commissioner congratulated him again on last week’s ceremony. The Chief thanked him for the kind words for emergency services. Fire Commissioner Case said that it was an average month with forty- eight calls, sixteen in service inspections and one hundred eighty hours of training. Chief Greco said that there was a small electrical fire in the business district. There were five motor vehicle accidents. Two were in the shopping district and three were on the highways. None were on residential streets. He said that there were two mutual aid calls. One was to Larchmont and one was to Mount Vernon. He said that the department also took part in The Color Run. They stayed to assist the runners and help cool them off and get the color off of them. He spoke about Truck Day and said that they gave out helmets and let children and adults try on equipment. He said that the antique fire apparatus was also a part of the day. He said that eleven career firefighters and four volunteers marched in the Memorial Day parade. The Mayor and Board thanked the Chief for his report. After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the Fire report be and hereby is approved. ---------- CONSIDERATION OF A RESOLUTION TO AWARD CONTRACT FOR 2025 CATCH BASIN CLEANING The Mayor asked the Village Manager to speak about this contract for catch basin cleaning. Manager Luft said that Junior Civil Engineer Emma Pennella secured the bids and wrote a letter recommending the low bidder. She said that the Village received nine proposals and the low bidder was Wind River Environmental, LLC. They bid forty-two thousand five hundred sixty-eight dollars for 2025 and the same amount for 2026. The Village has the option to extend the bid through 2026 if they chose to do that. The second lowest bidder was Fred A. Cook, Jr. Inc. They bid forty-three thousand dollars for 2025 and forty-four thousand eight hundred for 2026. The Village has used them for many years. The Village has not used Wind River Environmental before and references were contacted. Emma Pennella received good references for Wind River Environmental. After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that Wind River Environmental be and hereby is awarded the contract for catch basin cleaning for 2025 in the amount of forty-two thousand five hundred sixty- eight dollars with an option to extend the bid through 2026 at the sole discretion of the Village of Pelham Manor. ------------- 2 SHORE PARK REQUESTS Alyssa Mayo and Alexander Bertha, 1069 Washington Avenue, requested the use of Shore Park for Friday, June 20, 2025 from four o’clock in the afternoon until six o’clock in the evening with a rain date of Sunday, June 22, 2025. After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that Alyssa Mayo and Alexander Bertha be and hereby are granted permission to use Shore Park on June 20, 20205 with a rain date of June 22, 2025. ----------- RESOLUTION AUTHORIZING THE MAYOR TO SIGN ABSTRACT OF VOUCHERS NUMBERS 33616-33651 After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that Vouchers Numbers 33616-33651 be and hereby are approved. --------- PUBLIC COMMENT The Mayor asked if there was any public comment. Cindy Courtien,1044 Clay Avenue, commented on how everyone looks forward to the Memorial Day parade and said that she loved the Board’s spirit. ---------- EXECUTIVE SESSION After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the Board be and hereby is authorized to conduct an Executive Session to discuss pending litigation No action was taken in Executive Session. ---------- ADJOURNMENT OF MEETING There being no further business to come before the Board, the meeting was adjourned. ---------- Clerk 3
