Item #1 – Meeting called to order: The meeting of the Board of Trustees was called to order by
Mayor Cassidy at 5:30 p.m.
The following members of the Board of Trustees were present:
Mayor Cassidy and Trustees, Volpe, Senerchia, Mutti, Reim, Kagan (via Skype), and Marty
The following members of the Board of Trustees were absent:

Village Administrator Robert Yamuder
Item #2 – Pledge of Allegiance:
The Pledge of Allegiance was led by Mayor Cassidy.

None
Item #7– Resolution to Grant a Permit on ExteNet’s Wireless Telecommunication Application
Trustee Volpe gave a summary of the events that led to this special meeting to approve ExteNet’s
special permit application at the December 16, 2014 meeting. He said at the advice of counsel, the
Village has drafted a written resolution granting the permit to ExteNet. He said it has been distributed
to all Trustees, consultants, and lawyers.
Trustee Reim asked if the resolution was too long.
Mr. Spolzino, counsel for the Village, stated that the resolution spells out the law and the process by
which the Board reviewed the special permit application. He said the Board’s decisions are
supported by evidence in the record.
Trustee Marty asked if ExteNet could expand on the nodes installed in the Village of Pelham.
Mr. Spolzino responded that ExteNet can make repairs to maintain their equipment but they cannot
make any additions without going before the Board of Trustees for a new special permit.
Mayor Cassidy added that this is a hypothetical case because there are no new special permit
applications that the Board is currently aware of at this time.
The Board made some revisions to the language in the resolution related to Pelham Code language
and the December 20th deadline.
A motion was made by Trustee Mutti and seconded by Trustee Reim to approve the resolution. The
vote was approved by a vote of six in favor, Trustee Kagan was opposed.

A motion was made by Trustee Marty with a second by Trustee Mutti to adjourn the Board meeting at
5:45 pm at which time the Board would adjourn for the evening. The motion was approved by vote of
seven in favor, none opposed.
