Item # 3 – Roll Call: Present were Trustees Ferrara, Kagan, Mutti, and Reim. Trustees Deere and Reinke were absent. Also present were Village Administrator Yamuder and Assistant to the Village Administrator Scelza. Mayor’s Report: Mayor Volpe reported that he participated in a webinar for Village officials held by the New York State Attorney General on the issues respecting sanctuary city status with Village Administrator Yamuder, Police Chief Joesph Benefico and Lieutenant Jason Pallett. Mayor Volpe reported that he received the fiscal stress monitoring system report from the New York State Office of the State Comptroller. In 2013, the Office of the New York State Comptroller implemented a statewide fiscal monitoring system to identify local governments experiencing fiscal stress. This system provides an objective picture of the fiscal challenge facing local governments and school districts so that corrective actions can be taken to avoid a fiscal crisis. The Village of Pelham achieved a "No Designation" classification in each category. A "No Designation" score is the best fiscal stress rating of four categories. Trustees’ Report: Trustee Deere was absent. ******** Trustee Ferrara expressed gratitude to the Police and Fire Department for ensuring the March For America event went smoothly. ******** Trustee Kagan expressed gratitude to One-Three Digital LLC for donating office furniture to Village Hall. ******** Page 2 Board of Trustees Regular Meeting Tuesday, March 7, 2017 Trustee Mutti reported that she attended the Business Council of Westchester presentation on re- imagining downtowns which she will discuss in more detail at the March 22, 2017 meeting. ******** Trustee Reim reported that the Fire Department responded to forty emergency calls during the month of February, of the forty calls, thirty-two required advanced life support. ******** Trustee Reinke was absent. Village Administrator’s Report: Village Administrator Yamuder had nothing to report. Item # 7 – Public Comments Ashod Kasabian, raised concerns over the abundance of photographs taken at the March for America Event. Robert Keller, 245 Wolfs Lane, requested assistance from the Mayor and Board to resolve an issue with a company called The Pampered Princess Spa located on 251 Wolfs Lane. The company holds parties for children and adults, with parties running late. Mr. Keller stated that the thumping bass noise from the parties is a disturbance to him and his neighbors. Danny Manich, 22 Second Avenue, expressed his concerns over the Village absorbing the costs of hosting special events like the March for America. Page 3 Board of Trustees Regular Meeting Tuesday, March 7, 2017 Non-Recurring Items Item # 8 – Discussion on Parking Concerns along Ninth Avenue and Vicinity Mayor Volpe reported that the Village received twenty petitions in favor of a five hour maximum parking restriction or residential parking permit system on Ninth Avenue. This item was tabled for further discussion on March 22nd due to the absences of Trustee’s Reinke and Deere who have taken the lead on this issue. Page 4 Board of Trustees Regular Meeting Tuesday, March 7, 2017 Item # 9 – Presentation on Eagle Scout Service Project at the Highbrook Highline Michael Ruggiero requested written approval to allow him to begin working on his Eagle Scout Service Project under the Boy Scouts of America at the Highbrook Highline. Motion by: Trustee Mutti Seconded by: Trustee Kagan Vote: 5-0 Absent: Trustee Deere and Reinke Page 5 Board of Trustees Regular Meeting Tuesday, March 7, 2017 Item # 10 – Discussion on Immigration Related Issues Mayor Volpe reported that the Board has issued a statement on immigration. He further stated that the Attorney General’s office is going to send supplemental guidance regarding this issue. This item will be discussed at future Board meetings so public input can continue. Page 6 Board of Trustees Regular Meeting Tuesday, March 7, 2017 Item # 11 – Authorizing the Use of Street Trees in the Village Right-of-Way for the National Alliance on Mental Health Ribbon Campaign Mayor Volpe stated this is a yearly resolution authorizing the use of street trees for the National Alliance for Mental Health (NAMI) ribbon campaign advocating for awareness on treatment for individuals who have mental health issues all throughout the month of May. Resolution Authorizing the Use of Street Trees in the Village Right-of-Way for the National Alliance on Mental Health Ribbon Campaign Whereas, the National Alliance on Mental Health (“NAMI”) desires to use street trees in the Village of Pelham for their ribbon campaign in May 2017; and Whereas, the Village Board of Trustees desires to assist NAMI in their campaign with the use of street trees within the Village. Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham herein authorizes NAMI to place a maximum of fifty (50) ribbons on street trees along Fifth Avenue and Wolfs Lane effective May 1, 2017 for thirty (30) days and to be removed by NAMI shortly thereafter; and Be it further resolved, that the Mayor, Village Administrator and DPW General Foreman are authorized to take the necessary steps to effectuate this resolution. Motion by: Trustee Mutti Seconded by: Trustee Ferrara Vote: 5-0 Absent: Trustee Deere and Reinke Page 7 Board of Trustees Regular Meeting Tuesday, March 7, 2017 Item # 12 – Discussion on Highbrook Highline Tree Removal Proposal Trustee Mutti reported that the trees have been removed by the wing and retaining walls. Trustee Mutti and Ferrara advocated for the remainder of the project costing $6,480 to be completed as soon as possible for safety purposes. Trustee Reim and Kagan spoke in opposition of spending the remainder of the tree budget on this project and advocated for the use of donations on any future expenses. Mayor Volpe stated that the Board will wait until the new budget processes to take up this item. Resolution Authorizing the Accounts Payable Whereas, pursuant to § 5-524 of the New York State Village Law, the Board of Trustees shall audit all claims against the Village. Now, therefore, be it resolved, that the Board of Trustees after audit of the following vouchers, authorizes payment for services rendered and materials received, for the following items that have been submitted to the Treasurer's Office for payment and authorized by the Village Administrator: Fund Name: Amount General Fund $86,482.62 Capital Projects Fund $595.00 Trust and Agency Fund $0.00 TE Expandable Trust Fund $0.00 Grand Total $87,077.62 Be it further resolved, that this Board hereby approves payment of the above mentioned claims and authorizes payment thereof.
