Farrell ☒ ☐ ☐ Mayor’s Report: Mayor Volpe announced and thanked various police officers, EMTs and the fire department for responding to a call on March 13, 2019. He discussed timeline allowances for both 163 Wolfs Lane and 139 Fifth Avenue in relation to the Planning Board of Appeals and the Architectural Review Board. Trustees’ Report: Trustee Ferrara received a revised plan from the Village’s consultant which fits our budget and leaves some room for the costs associated with finishing the project at the five corner intersection of Ancon Avenue and Kings Highway. She confirmed that New Rochelle will reinstate the traffic light on Kings Highway which will help with traffic flow. Trustee Kagan thanked the Mayor for his time and efforts on behalf of the community congratulated the new elected. Trustee Kamal Eldahry had no report. Page 2 Board of Trustees Regular Meeting Tuesday March 26, 2019 Trustee Mullen said he received an email from Emily Gest who's a member of the Pelham Library's Board of Trustees. He thanked Mayor Volpe for his time as mayor and thanked the community for electing him as the Village’s next mayor. Trustee Potocki congratulated the newly (re)-elected Mayor and Trustees. Trustee Spira-Cohen reminded the public about the open meetings held by the Sustainability Advisory Board. Village Administrator’s Report: Village Administrator Small discussed the upcoming condominium legislation the Town of Pelham is currently enacting. He said the Village of Pelham will hold a public hearing to address this issue in the near future. Mr. Small also presented some information from a meeting with representatives from NYS DOT and Mt. Vernon regarding the Lincoln Avenue bridge project. He stated the project will probably begin between spring or summer of 2020. He said he has worked with the Police Department and DPW on keeping 5th Avenue clean. We've sent out communication to property owners about their responsibility of keeping the sidewalks clear of debris. Item # 7 – Public Comments Susan Mutti of Greenwich Connecticut announced the Friends of Pelham Highline received a grant from the Junior League of Pelham for $2,000 for pavers to connect the two ends of Young Avenue. She also asked for clarification and feedback regarding the RFP pricing. Roger Wines of 31 Linden Avenue voiced his support for the path and stated the potential increase in assessed tax value to houses around the potential project as money being lost by the Village. Peter Wies of 230 Ancon Avenue urged the Board of Trustees to reconsider the proposed changes for crosswalks and signage on Manor Ridge Road and to bring the changes to conclusion John Cassone of 312 Seventh Avenue congratulated the mayor-elect, mayor and incoming trustees on their recent wins. He voiced his concerns about the upcoming Hutchinson Parkway construction. Trevor Southlea, owner of 125 and 135 Fifth Avenue said he is concerned about public parking in relation to the incoming 139 Fifth Avenue development and the effect it might have on his tenants. Todd Cross of 5 Manning Circle gave his best wishes to the new Board of Trustees. Page 3 Board of Trustees Regular Meeting Tuesday March 26, 2019 Mr. Small noted the upcoming budget workshops. Maggie Klein asked if those meetings will be filmed and the answer was yes. Whereas, the Village of Pelham is being updated by new technology to simplify parking by way of smartphones; and Whereas, after comparing five vendors, the Village of Pelham has chosen to authorize a Software License Service Agreement with Passport Labs, Inc. Now, therefore, be it resolved, the Board of Trustees of the Village of Pelham herein authorizes the Village Administrator to execute the attached Software License and Service Agreement between Passport Labs, Inc., a division of Passport Parking, and the Village of Pelham to provide a new software solution for a unified parking management solution and processing technology for the Village. Resolution Authorizing Service Agreement for Waste and Recycling Communications Platform with Sustainable Westchester, Inc. Whereas, the Village of Pelham supports good waste management, with a goal of reducing waste (increasing recycling) is a basic pillar of a community level sustainability framework; and Whereas, Sustainable Westchester is offering a centrally managed database that at present will provide information on how to recycle or dispose of 500+ key items. The goal is to increase Westchester’s overall recycling rate from 50% where it has been for the past decade and reduce the amount of waste that is disposed. Waste disposal fees total $66 mm per year across the county, with Pelham spending $86,000, a 10% increase over the last four years according to Village records. Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham herein authorizes the Village Administrator to execute an agreement with Sustainable Westchester Recollect Website/App Integration. She said she will inform the Chiefs of both the Fire Department and Police Department. Mr. Small suggests the Village employees of Village Hall should also be trained in such capacity. Trustee Spira-Cohen discussed the LED street lights and the estimated $250,000.00 cost savings per year. Trustee Potocki commended Mayor Volpe on his years as a public servant to the Village of Pelham.
