Item # 4 - Trustees’ Report:
Trustee Carpenter discussed ConEdison’s gas main construction on Pelhamdale Avenue.
Trustee Greco had nothing to report.
Trustee Hill-Ries urged residents to attend this Saturday’s (November 4) Chamber of Commerce
Shop Local Event at the Former Capital One Site.
Trustee Kamal Eldahry gave an update regarding the SAB’s Food Scrap Recycling Program orders.
She also thanked some neighboring municipalities who lent a hand in getting this ball rolling. Lastly,
she said the leaf mulching kit donated by Pelham Preservation and Garden Society was used in
Wolfs Lane Park.
Trustee Potocki briefed residents on the historic and solid relationship between the Village and the
Pelham Union Free School District and Superintendent Dr. Cheryl Champ.
Trustee Spira-Cohen said our police recruit is set to graduate from the academy next week. She also
asks that drivers and pedestrians pay close attention to safety.
Everyone thanked Pete and Ciro for their service to this community and wished them good luck on
their next adventures.

Item # 5 - Village Administrator’s Report:
Village Administrator Small shared information about the Lincoln Avenue Bridge Project’s conversion
to a temporary bridge which should be complete by the end of January. He also said updates have
been made to the Village’s COVID-19 Policy.
Item # 6 - Mayor’s Report:
Mayor Mullen brought up the upcoming Steering Committee on Policing & Inclusion meetings and
encouraged residents to participate in these virtual meetings. He also discussed COVID-19 cases.
Lastly, Mayor Mullen said there will be a Pelham House Project update at the next Board of Trustees
Meeting.

Item # 7 - Public Comments
Bryan Cover of 206 Sixth Avenue inquired about the aesthetics of the new municipal center, the
potential increase in population and school-age children and his concern for a rise in the use of public
transit, specifically the MTA.
James Stoffel of 116 Sixth Avenue from the Pelham Preservation Society voiced his concerns about
the recent tree removal behind Lot 1 on MTA property on First Street.

Resolution Accepting Proceeds from an Eagle Scout Project at the
Highbrook Highline
Whereas, the Village of Pelham is host to various Eagle Scout projects; and
Whereas, on July 16, 2019, Gavin Fear of 93 Storer Avenue was approved for a restoration project at
the Highbrook Highline; and
Whereas, due to Eagle Scout project guidelines, the proceeds for the project belong to the
Sponsoring Agency (Village of Pelham).
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham herein accepts a
check in the amount of $1,047.67 from Gavin Fear to be designated for the use of projects on future
projects at the Highbrook Highline.
Be it further resolved, that the Board of Trustees of the Village of Pelham herein authorizes the
Assistant Village Administrator/Village Treasurer to make the following amendment to the Fiscal Year
2020-21 Budget.

Item # 8B - Mayor’s Commendations for Assistance Securing Personal Protection Equipment:
Heidi Carey & Traci Young
The Board of Trustees thanked Heidi Carey and Traci Young for their significant contributions for the
health and safety of our first-responders. It should be duly noted and lauded by all members of the
Pelham Community.

Item # 9 - Discussion on Transfer of Westchester County Taxi Agreement
Village Administrator Small said after researching it and communication with our Village Attorney and
the Westchester County Taxi & Limousine Commission, he discovered that Westchester County has
the authority, but for municipalities who have this in their code, there are steps required to transfer the
administration of the agreement. The revenue we bring in for this budgeted line, is minimal at best.

Item # 10A – Update Regarding Food Scrap Recycling Program
Assistant to the Village Administrator Farrell and Trustee Kamal Eldahry updated the Board of
Trustees on the financial status of both the grant funding from EcoPel and the reimbursable costs as
they relate to the recently added food scrap recycling program.

Item # 10B – Mayor’s Appointment of Climate Smart Communities Task Force Members
Mayor Mullen acknowledged Ella Burns, Sam Farrell and Lucia Lavelle of Pelham as the newest
Climate Smart Communities Task Force members.

Item # 11 - Update Regarding Apportionment of Village Land
Village Administrator Small said the property was appraised in October for $2,500.00. The Village
Attorney looked at surveys, the appraisal and the apportionment process provided by the Town of
Pelham at which point he provided the steps required to appropriately apportion this property.

Trustee Hill-Ries asked about the status of Young Avenue Field as she received questions from the
Pelhamwood Association.
The Board of Trustees discussed the relation to the potential sale of Village Land to the property
owners at 155 Harmon Avenue.

Trustee Greco audited the Accounts Payable.
Resolution Authorizing the Accounts Payable
Whereas, pursuant to §5-524 of the New York State Village Law, the Board of Trustees shall audit all
claims against the Village.
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham after audit of the
following vouchers, authorizes payment for services rendered and materials received, for the
following items that have been submitted to the Treasurer's Office for payment and authorized by the
Village Administrator and Assistant Village Administrator/Village Treasurer:
