Item # 4 - Trustees’ Report:
Trustee Hill-Ries said she’s researching the nightly closure of Boulevard and will keep the Board apprised of
updates.
Trustee Kamal Eldahry gave an update on the EV Chargers.
Trustee McGreal urged residents to attend the upcoming Council on the Arts Meeting on February 11 at 7:00
PM.
Trustee Solomon promoted the upcoming Committee on Policing & Inclusion Forum.
Trustee Spira-Cohen said Project Community and the Pelham Police Department is proud to announce “You &
Me”, a Project CHILDD (Community Help in Learning about Developmental Disabilities) collaboration with
the police.
Deputy Mayor Carpenter had nothing to report.
Item # 5 - Village Administrator’s Report:
Village Administrator Small said the due to the Lincoln Avenue Bridge Project there will be a new traffic
pattern began on February 17, 2021. He also said the work by AI Engineers on the Sanitary Sewer Evaluation
Study will implement the current work being done on Lincoln Avenue. Lastly, he said the COVID-19: FEMA
Reimbursement of Costs for Emergency Medical Services will be 100%.

Item # 6 - Mayor’s Report:
Mayor Mullen gave an update on active cases of COVID-19. He also said the recent Committee on Policing &
Inclusion forum was a success. Lastly, Mayor Mullen said 139 Fifth Avenue was set to move forward with
their project.
Item # 7 - Public Comments
Nima Hani of 55 First Street asked about the recent landscaping behind Municipal Parking Lot 1 on First Street.
Rob Rubico of Anna & Jack’s Treehouse thanked the Mayor and Village Board of Trustees for their
consideration of amending the Code of the Village of Pelham for is potential proposed project at 629 Fifth
Avenue.

Item # 8 – Resolution Granting an Extension of Site Plan Approval for 48 First Street
Whereas, on October 27, 2020 the Village of Pelham Board of Trustees granted Site Plan Approval to 48
Pelham Property, LLC (the “Applicant”) for a proposed project at 48 First Street (the “Property”); and
Whereas, said Site Plan approval is set to expire if the Applicant fails to obtain a building permit within 120
days of the approval resolution, unless the Village Board of Trustees extends, by resolution, the time within
which to do so; and
Whereas, the Village Board of Trustees is authorized, pursuant to §79-7 of the Pelham Village Code, to extend
the validity of the Site Plan Approval by not more than two consecutive 120-day periods from the date of the
original approval; and
Whereas, on February 2, 2021, the Village Board of Trustees received a request from the Applicant for its first
120-day extension of the time in which they must obtain a building permit.
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham hereby grants a 120-day
extension of the Site Plan Approval, such that the Applicant must now obtain a building permit by no later than
June 24, 2021.

Item # 9 - Resolution Authorizing the Appointment of a Part Time School Crossing Guard
Whereas, Lynn Wingate, tendered her resignation as a School Crossing Guard (Part Time), effective January
29, 2021.
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham hereby confirms the
Mayor’s appointment of Dana Brown of Pelham, NY to the position of School Crossing Guard (Part Time),
effective Monday, February 8, 2021 at an annual salary of $10,280.00 subject to the requirements of
Westchester County Civil Service, for a probationary period of one (1) year; and
Be it further resolved, that the Mayor and Police Chief are authorized to take the necessary and appropriate
actions to effect this appointment.

Item # 10 - Resolution Pursuant to the New York State Environmental Quality Review Act (SEQRA) The
General Municipal Law and the Westchester County Administrative Code Regarding Amending Chapter
98 of the Code of the Village of Pelham Regarding an Amendment to Chapter 98-71.2 of the Code of the
Village of Pelham to Add Child Day-Care Services as Use Requiring a Special Permit in the Office O-2
District and Add a Definition of Child Day-Care Service to Chapter 98-6
Be it resolved, that the Village Board of Trustees of the Village of Pelham, as follows:
1. The proposed action is to amend Chapter 98.71.2 of the Code of the Village of Pelham to add
Child Day-Care Services as a use requiring a Special Permit in the Office O-2 Zoning District
and to amend Chapter 98-6 to add a definition of Child Day-Care Services. The Board of
Trustees has reviewed and considered the Short Environmental Assessment Form.
2. The Village Board of Trustees determines that:
a. The proposed action is subject to the requirements of SEQRA;
b. The proposed action is an Unlisted Action;
c. The action is not located in an agricultural district; and
3. The Village Board of Trustees hereby determines that General Municipal Law § 239-n and Westchester
County Administrative Code § 277.61 require that the proposed action be referred to Westchester
County for review and directs the Village Clerk to make that referral.
4. The Village Board of Trustees determines that the proposed modification to the Code of the Village of
Pelham be referred to the Village of Pelham Planning Board and directs the Village Clerk to make that
referral.
5. The Village Board of Trustees is declaring its intent to be the lead agency for the purposes of
SEQRA review, in accordance with 6 NYCRR § 617.6(b).

Whereas, pursuant to §5-524 of the New York State Village Law, the Board of Trustees shall audit all claims
against the Village.
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham after audit of the following
vouchers, authorizes payment for services rendered and materials received, for the following items that have
been submitted to the Treasurer's Office for payment and authorized by the Village Administrator and Assistant
Village Administrator/Village Treasurer:
