Trustee McGreal reminded everyone of the Art project on 139 Fifth Avenue, and the Board of Education’s current dilemma on whether to lift mask mandates in the near future. Trustee Otondi had nothing to report. Trustee Solomon thanked the Pelham Police Department for observing traffic patterns and ensuring pedestrian safety around Hutchinson Elementary. Deputy Mayor Carpenter had nothing to report. Item # 5 - Village Administrator’s Report: Had nothing to report. Item # 6 - Mayor’s Report The Mayor discussed the drop in Covid cases in the Village and Westchester County as a whole. He briefly discussed the structural process within the SAB, and understanding it to better accomplish projects and initiatives. Lastly and in consideration of Black History month, he recognized and applauded Kieya Glaze for being an exemplary village employee who has been an incredible asset to Village Hall. Village Board of Trustees Regular Meeting Tuesday, February 8, 2022 Item # 7 - Public Comments Angela Conley from Senator Biaggi’s office informed everyone that the Senator’s Westchester delegation of municipalities will be holding two budget forums regarding the NYS budget and would like Pelham to voice their needs. Christine from 146 Seventh Avenue, complained about trash bins not being emptied or cleaned out properly. Nathan Pereira from 804 Colonial Avenue felt that dissemination of information regarding Pelham House could be improved and that documents for the project should be made available on the ARB section of the website. *Public comment made at 9:26 pm after item # 8* *Fran Clerkin of 213 Sixth Avenue, was worried about the transition plan and its effects on residents from parking lot 2. He wanted to know if there is a dispersion map that the Village can provide to see where current permit holders live. Village Board of Trustees Regular Meeting Tuesday, February 8, 2022 Non-Recurring Items Item # 8 - Presentation on Parking Transition Plan Mayor Mullen gave a comprehensive presentation on the Village of Pelham parking transition plan, and the different phases of the initiative. Village Board of Trustees Regular Meeting Tuesday, February 8, 2022 Item # 9 - Resolution Authorizing Special Event Request from Pelham Civic Association (2nd Annual Toonerville Music Festival) Whereas, on January 25, 2022 Pelham Civic Association submitted a special event request for Pelham Music Festival in Municipal Parking Lot 7 on September 17, 2022; and Whereas, Pelham is known for its commitment to the arts and this event will celebrate the arts and bring the Pelham community together; and Whereas, Pelham Civic Association shall reimburse the Village for all costs incurred by the Village as a result of the event, including but not limited to Police Department and Department of Public Works overtime, and provide a certificate of liability insurance naming the Village as an additional insured in a form and amount satisfactory to the Village. Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham herein authorizes the appropriate Village officials and staff to take the necessary and appropriate actions to allow this event to take place. Deputy Mayor Carpenter discussed the Art Civic and wanted a resolution to authorize the Village to expand the public experience with visual art and the humanities by creating a public artwork program to be administered by the Village of Pelham Council on the Arts.
