Village Trustee Eldahry – nothing to report.
Village Trustee McGreal – absent.
Village Trustee Mohan – Has introduced herself to the Sustainability Advisory Board and has attended
the first meeting. Trustee Mohan has a meeting with the Fire Chief on Thursday and is looking
forward to meeting the Fire Department.
Village Trustee Otondi – absent.
Village Trustee Solomon – nothing to report.
Deputy Mayor Carpenter – nothing to report.
Item # 5 - Village Administrator’s Report:
Through Amy Paulin’s office the Village will be receiving a $250,000 grant toward purchase of the
arial fire apparatus.
Reminder to residents that the DPW is picking up Christmas trees until January 31st. Only Christmas
trees that are bare of ornaments and lights should be placed curbside for pick up.
ConEd will be completing a project on Cliff Ave over the coming months to replace a 125-year-old gas
main. Looking to schedule around school breaks and on weekends for school intersections.
The 2024-2025 Budget process has started for Village Department Heads.

On January 17, 2024 the Village of Pelham has been invited to discuss and present on the flood
mitigation project with the Pelham Board of Education at the Middle School Library.

Item # 8 – Resolution Authorizing First Amendment to a License Agreement between the
County of Westchester and the Village of Pelham Concerning the Replacement of Existing
Antenna and Related Equipment
Whereas, the County of Westchester and the Village of Pelham entered into a License Agreement,
dated April 14, 2020, wherein Westchester County agreed to furnish and install equipment to
enhance the ability of first responders to safely and reliably communicate with the County and each
other through the County Systems for public safety radio communication and mutual aid purposes;
and
Whereas, the County has obtained additional funding through a Statewide Interoperable
Communications Grant with the New York State Division of Homeland Security and Emergency
Services, being Contract No. 197794; and
Whereas, the County wishes to use the State Grant Agreement to purchase is a tri[1]band (VHF-
UHF-700 MHz) antenna to replace the current single band VHF antenna (“Additional Equipment”) at
the Municipality’s police headquarters located at 34 Fifth Avenue., Pelham, NY 10803 (the “Site”),
and
Whereas, the Additional Equipment will enable the police Mutual Aid Radio System (MARS) control
station radio at the Site (the “Control Station Radio”) to operate on the County’s P25 Trunked Radio
System, which is one of the newly installed County Systems that operates on UHF frequencies.
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham hereby
authorizes the Village Administrator to execute the First Amendment to the License Agreement with
Westchester County concerning the replacement of existing police antenna and related equipment at
Police Headquarters.

Item # 9 – Resolution Authorizing an Inter-Municipal Agreement between the County of
Westchester and the Village of Pelham to Provide Mobile Radios for Police Vehicles
Whereas, the County of Westchester and the Village of Pelham entered into an Inter-Municipal
Agreement, dated November 10, 2020, concerning the Mutual Aid and Rapid Response Plan for police
mutual aid; and
Whereas, the County operates public safety radio communication systems for the County
Department of Public Safety, the Department of Emergency Services, and the Department of Public
Works and Transportation Bee-Line transit operations, as well as for the communication between the
County and emergency first responders throughout Westchester County and the surrounding
jurisdictions (the “County Radio Systems”); and
Whereas, the Village of Pelham is in need of mobile radios for its municipal police vehicles
programmed with radio communication systems that will allow it to communicate with the County,
law enforcement, fire, EMS and other first responders for mutual aid purposes; and
Whereas, the County wishes to furnish the mobiles radios to the Village for installation in its
municipal police vehicles, and the Village wishes to accept the mobile radios according to the terms
set forth herein the Inter-Municipal Agreement.
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham hereby
authorizes the Village Administrator to execute the attached Inter-Municipal Agreement between the
County of Westchester and the Village of Pelham to provide mobile radios for police vehicles for the
period of January 1, 2024 through January 1, 2029.

The Chamber of Commerce would like to put together a checklist for new businesses in the Village of
Pelham. The purpose would be to assist new businesses with navigation of the steps of opening a
shop. The Chamber is hoping someone from the Village Board can help provide some information to
assist with the checklist packet specifically regarding the Village requirements.

Whereas, pursuant to § 5-524 of the New York State Village Law, the Board of Trustees shall audit
all claims against the Village.
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham after audit of
the following vouchers, authorizes payment for services rendered and materials received, for the
following items that have been submitted to the Treasurer's Office for payment and authorized by the
Village Administrator and Deputy Village Treasurer:
