Item # 4 - Village Trustees’ Report:
Village Trustee Eldahry – The Police Department went on 397 service calls in October, made 8
arrests, and issued 168 violation summonses. With respect to parking tickets, parking enforcement
officials issued 389 summonses and the Police Department issued 56 summonses. At last month’s
Triple A Annual Awards Luncheon, the Village of Pelham was given the silver award for traffic safety
in the Village.
Village Trustee McGreal – In regards to the schools, every student will be released at noon due to the
Thanksgiving Parade and will be off until Monday. Enjoy your break!
Village Trustee Mohan – The Fire Department went on 84 calls in the month of October. 22 of these
calls were regarding alarms, 7 were motor vehicle accidents. Members of the Fire Department also
visited all Pelham schools and daycare centers last month. Chief Benkwitt would like to remind
everyone to inspect their chimneys and heating units as well as make sure your detectors have new
batteries. Calls have increased in our Village which results in our Lieutenants and Captains sometimes
responding separately.
Village Trustee Otondi – Thanks to the DPW staff for all their hard work and dedication this year.

Deputy Mayor Carpenter – Thank you to Trustee McGreal for everything she has done, and helping
the Board navigate issues with professionalism.

Item # 5 - Village Administrator’s Report:
A reminder that the sanitation schedule for the remainder of the week will include Village Wide
recycling tomorrow, and no garbage or recycling Thursday or Friday due to the holiday.
Village Hall will be moving into our new Municipal Center next Thursday and Friday, December 5th
and 6th. Village Hall will be closed to the public and we ask that for all non-emergency matters, you
send an email to info@pelhamny.gov, for all emergencies we ask that you dial 911 or the Police front
desk. We will re-open in the new Municipal Center on Monday, December 9th, at 9:00 AM. We ask for
everyone’s patience with the move as we adapt to our new environment.
Item # 6 - Mayor’s Report
Happy Thanksgiving! This Saturday we have the ½ Marathon and 10K. There will be appearances
from your local elected leaders handing out medals. The race begins at 7:30 AM and many streets in
the Village will be closed.
After this, the Chamber of Commerce invites you to our downtown from 1:00 to 5:00 PM to
experience the market and many activities! Then, our Holiday Lighting will take place at 5:00 PM in
between Town Hall and the Town House.

Be it resolved, that the Board of Trustees of the Village of Pelham hereby authorize the Department
of Public Works and Police Department to coordinate and implement the Village-wide bagging of on-
street, short term, two & three-hour limit parking meters in the Downtown during the holidays, for
holiday shopping from Monday, December 9th through Thursday, January 2nd. Vehicles may park free-
of-charge at short-term two- or three-hour limit parking meters for a maximum of two or three
hours.

Item # 9 – Resolution Amending § 90-49 Schedule X: No Parking Any Time, as
Authorized by § 90-15, to Extend a No Parking Zone on Fourth Avenue
Whereas, the Board of Trustees of the Village of Pelham has found that the traffic and parking
conditions on Fourth Avenue at the intersection of Lincoln Avenue in the Village of Pelham require
that the east side of Fourth Avenue from Lincoln Avenue to a point 150 feet north to its terminus
should be areas where there is no parking any time; and
Whereas, the Board of Trustees of the Village of Pelham has found that prohibiting parking at any
time on the east side of Fourth Avenue from Lincoln Avenue to a point 150 feet north to its terminus
would benefit the health, safety and welfare of the public.
Now, therefore, be it resolved, that § 90-49 Schedule X: No Parking Any Time, as Authorized by §
90-15 of the Code of the Village of Pelham is amended to extend No Parking Any Time at the
following location:

Be it resolved, that the Board of Trustees of the Village of Pelham hereby authorizes the Village
Administrator to execute the attached Proposal for Professional Services and Fee Schedule dated
November 21, 2024, from AI Engineers, Inc., Dolph Rotfeld Engineering Division for professional
engineering services for the North Pelham Watershed Flood Mitigation Project in an amount not to
exceed $1,355,000.00; and
Be it further resolved, that funding will be a combination of Local, Federal and State resources and
that said funds shall be deposited in the appropriate Capital Budget Accounts for the North Pelham
Watershed Flood Mitigation Project as determined by the Village Administrator/Treasurer.

the following vouchers, authorizes payment for services rendered and materials received, for the

Be it resolved, that the Board of Trustees of the Village of Pelham hereby authorizes the Village
Administrator to execute the attached Proposal for Professional Services and Fee Schedule dated
November 20, 2024, from H2M Architects and Engineers for professional engineering services for the
North Pelham Watershed Flood Mitigation Project in an amount not to exceed $1,476,200.00; and
Be it further resolved, that funding will be a combination of Local, Federal and State resources and
that said funds shall be deposited in the appropriate Capital Budget Accounts for the North Pelham
Watershed Flood Mitigation Project as determined by the Village Administrator/Treasurer.

the following vouchers, authorizes payment for services rendered and materials received, for the
following items that have been submitted to the Treasurer's Office for payment and authorized by the
Village Administrator/Treasurer and Deputy Village Treasurer:
