Item # 4 - Village Trustees’ Report:
Village Trustee Eldahry – nothing to report.
Village Trustee Howell – The Arts Council is holding their annual Summer Series. The outdoor movies
and concert will take place on July 12th, July 26th, August 9th and August 23rd. Juneteenth will be
taking place on June 14th.
Village Trustee Mohan – absent.
Village Trustee Otondi – nothing to report.
Village Trustee Solomon – nothing to report.
Deputy Mayor Carpenter – nothing to report.
Item # 5 - Village Administrator’s Report:
The Village authorized the execution of an agreement with T2 United Public Safety for parking
enforcement and safety management. The onboarding process has begun, and the live date will be
July 1st of this year. All permits, handhelds, and enforcement software will be switched over on July
1st.
Weekly Organic Yard Waste Collection begins on Wednesday, May 7th, and will continue until
Wednesday, October 8th. All organic waste must be placed curbside no later than 7 AM in either
biodegradable paper bags or 30-to-35-gallon open containers.

Item # 6 - Mayor’s Report
Thank you to our Fire Department for their immediate responses to the incidents that have taken
place recently. The first took place in Pelham Manor, where one of the first responders needed
medical support. Our Fire Department assisted along with the Town ambulance.
The second incident took place in the Pelham Green Site, where an individual working on the upper
floor fell and sustained multiple injuries. Pelham Manor arrived with their bucket truck to assist, and
the individual was then brought down. Thank you to our Fire Department again for the great work!
Finally, our Municipal Ribbon Cutting Ceremony will take place on June 1st.

Be it resolved, that the Board of Trustees of the Village of Pelham hereby confirms the Mayor’s
appointment of Angelo Ciampa, of Yonkers, New York, to the position of Police Officer (2 nd Grade)
Job Class Code 0134-01, effective Monday, April 21, 2025, at an salary of $103,535.00, subject to the
requirements of Westchester County Civil Service, the current Village of Pelham Police Benevolent
Association Collective Bargaining Agreement, Village of Pelham Employee Handbook, the
Unconsolidated Laws of New York State and any other applicable regulations in place and for a
probationary period of one (1) year; and
Be it further resolved, that the Village Administrator is authorized to take the necessary actions to
effect this appointment.

Item # 10 - Resolution Authorizing the Execution of a Memorandum of Understanding
Related to the Community Choice Aggregation Program
Whereas, the Village of Pelham is a member of Sustainable Westchester and a participant in the
Community Choice Aggregation Program (“CCA”); and
Whereas, the current Electric Service Agreement (ESA) for the Sustainable Westchester CCA
program terminates on November 30, 2025; and
Whereas, the Village of Pelham desires to continue to engage the services of Sustainable
Westchester, Inc. as the Program Manager for CCA and administration of the program; and
Whereas, in connection with the CCA, Sustainable Westchester has provided the Village of Pelham
with information regarding the plan to secure a new ESA (2025 ESA); and
Whereas, a new Memorandum of Understanding (2025 MOU) with Sustainable Westchester will
allow for the bid for electricity supply to be awarded to the lowest responsible bidder; and
Whereas, the purpose of the 2025 MOU is to: a) establish the Village of Pelham’s participation in the
CCA program to be managed by Sustainable Westchester, Inc. under the 2025 Electric Service
Agreement (2025 ESA); b) to affirm that the Village of Pelham and Sustainable Westchester, Inc.
agree to adhere to the terms and conditions of the 2025 ESA in the event the 2025 ESA is executed;
and c) to affirm that the Village of Pelham and Sustainable Westchester, Inc. agree to execute the
2025 ESA subject to the conditions of review and approval outlined in the MOU.
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham does hereby
authorize the Village Administrator to execute the 2025 MOU with Sustainable Westchester, Inc.,
selecting the 100% Renewable Clean Power Product as the default, and the associated 2025 ESA
subject to receiving a Compliant Offer, as defined in the MOU, as required to continue participating in
the CCA program.

Item # 11 - Resolution Authorizing Attendance at NYCOM Annual Meeting (5/28/25 –
5/30/25)
Whereas, the New York State Conference of Mayors and Municipal Officials (“NYCOM”) is an
association of, and for, cities and villages in New York. Since 1910, NYCOM has united local
government officials in an active statewide network focused on the singular purpose of finding the
most effective means of providing essential municipal services; and
Whereas, NYCOM hosts its annual meeting at Sagamore Hotel Bolton Landing each year; and
Whereas, Attendance at this training event is permitted by § 77-b of the General Municipal Law.
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham herein
authorizes Mayor Mullen and Village Trustee Solomon to attend the 2025 Annual Meeting at the
Sagamore Hotel on behalf of the Village of Pelham from Wednesday, May 28, 2025 to Friday, May 30,
2025, with cost of said meeting including travel, hotel and registration fees not to exceed $1,200.00
per person to be covered by the Village.

Whereas, the New York State Conference of Mayors and Municipal Officials (“NYCOM”) is an
association of, and for, cities and villages in New York. Since 1910, NYCOM has united local
government officials in an active statewide network focused on the singular purpose of finding the
most effective means of providing essential municipal services; and
Whereas, NYCOM hosts its annual meeting at Sagamore Hotel Bolton Landing each year; and
Whereas, Attendance at this training event is permitted by § 77-b of the General Municipal Law.
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham herein
authorizes Mayor Mullen and Village Trustee Solomon to attend the 2025 Annual Meeting at the
Sagamore Hotel on behalf of the Village of Pelham from Wednesday, May 28, 2025 to Friday, May 30,
2025, with cost of said meeting including travel, hotel and registration fees not to exceed $1,200.00
per person to be covered by the Village.

Whereas, pursuant to § 5-524 of the New York State Village Law, the Board of Trustees shall audit
all claims against the Village.
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham after audit of
the following vouchers, authorizes payment for services rendered and materials received, for the
following items that have been submitted to the Treasurer's Office for payment and authorized by the
Village Administrator/Treasurer and Deputy Village Treasurer:
