Village Trustee Eldahry – nothing to report.
Village Trustee Howell – the Juneteenth celebration was a successful event. There was a Council on
the Arts Meeting that was moved to tomorrow night, and there will be more updates to come.
Village Trustee Mohan – the draft for the Natural Resources Inventory should be coming within the
next 3 weeks.
Village Trustee Otondi – nothing to report.
Village Trustee Solomon – nothing to report.
Deputy Mayor Carpenter – nothing to report.
Item # 5 - Village Administrator’s Report:
A sanitation update: due to the holiday on Friday, July 4th, there will be no garbage or recycling
collection. Instead, village wide recycling will take place on Thursday, July 3rd.
Item # 6 - Mayor’s Report
Congratulations to the Council on the Arts, specifically Ruben, Roderick, and Village Trustee Howell
on a successful Juneteenth Celebration.
Another congratulations to the Pelican Room which will be holding its ribbon cutting this Friday, at
4:00 PM.

Item # 11 - Resolution Adopting Local Law No. 2 of 2025 to Amend Chapter 68 of the
Pelham Village Code to Add a New Article IX Entitled Public Urination and Defecation
Whereas, the Board of Trustees of the Village of Pelham has proposed a local law to amend Chapter
68 of the Code of the Village of Pelham to add a new Article IX entitled Public Urination and
Defecation; and
Whereas, the Board of Trustees of the Village of Pelham has determined that the adoption of the
local law is a Type II Action and are therefore not subject to the requirements of the New York State
Environmental Quality Review Act (SEQRA); and
Whereas, a notice of public hearing was duly advertised in the Journal News, the official newspaper
of the Village of Pelham; and
Whereas, said public hearing was held on June 24, 2025, at or about 8:00 p.m. online via Zoom and
at the Municipal Center and all parties in attendance were permitted an opportunity to speak on
behalf of or in opposition to said to proposed local law or any part thereof.
Now, therefore, be it resolved, as follows:
1. The Board of Trustees hereby adopts Local Law No. 2 of 2025 of the Village of Pelham which
amends the Pelham Village Code by adding a new Article IX entitled Public Urination and Defecation;
2. The Board of Trustees directs the Village Clerk to prepare said Law for filing with the Secretary of
State.

Item # 14 – Resolution Authorizing the Appointment of a School Crossing Guard (Part-
Time)
Whereas, there is a vacancy in the Village of Pelham for a School Crossing Guard.
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham hereby
confirms the appointment by the Mayor of Laura Cornish of Mount Vernon, NY to the position of
School Crossing Guard (Part-Time) Job Class Code 0141-02, effective Monday, June 16, 2025, with a
one-year (1 Year) probationary period, at an annual salary of $11,424.00 subject to the requirements
of Westchester County Civil Service; and
Be it further resolved, that the Village Administrator is authorized to take the necessary and
appropriate actions to affect this appointment.

Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham after audit of
the following vouchers, authorizes payment for services rendered and materials received, for the
following items that have been submitted to the Treasurer's Office for payment and authorized by the
Village Administrator/Treasurer and Deputy Village Treasurer:

Item # 11 - Resolution Adopting Local Law No. 2 of 2025 to Amend Chapter 68 of the
Pelham Village Code to Add a New Article XI Entitled Public Urination and Defecation
Whereas, the Board of Trustees of the Village of Pelham has proposed a local law to amend Chapter
68 of the Code of the Village of Pelham to add a new Article XI entitled Public Urination and
Defecation; and
Whereas, the Board of Trustees of the Village of Pelham has determined that the adoption of the
local law is a Type II Action and are therefore not subject to the requirements of the New York State
Environmental Quality Review Act (SEQRA); and
Whereas, a notice of public hearing was duly advertised in the Journal News, the official newspaper
of the Village of Pelham; and
Whereas, said public hearing was held on June 24, 2025, at or about 8:00 p.m. online via Zoom and
at the Municipal Center and all parties in attendance were permitted an opportunity to speak on
behalf of or in opposition to said to proposed local law or any part thereof.
Now, therefore, be it resolved, as follows:
1. The Board of Trustees hereby adopts Local Law No. 2 of 2025 of the Village of Pelham which
amends the Pelham Village Code by adding a new Article XI entitled Public Urination and Defecation;
2. The Board of Trustees directs the Village Clerk to prepare said Law for filing with the Secretary of
State.

Whereas, there is a vacancy in the Village of Pelham for a School Crossing Guard.
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham hereby
confirms the appointment by the Mayor of Laura Cornish of Mount Vernon, NY to the position of
School Crossing Guard (Part-Time) Job Class Code 0141-02, effective Monday, June 16, 2025, with a
one-year (1 Year) probationary period, at an annual salary of $11,424.00 subject to the requirements
of Westchester County Civil Service; and
Be it further resolved, that the Village Administrator is authorized to take the necessary and
appropriate actions to affect this appointment.

the following vouchers, authorizes payment for services rendered and materials received, for the
following items that have been submitted to the Treasurer's Office for payment and authorized by the
