CITY OF PELICAN RAPIDS COUNCIL MINUTES – 06-19-00 City Council held a special meeting and hearing at 4:30 p.m. on 06-19-00 in Pelican Rapids Public Library meeting room for the consideration of a On-Sale Intoxicating Liquor License application by Changes, 10 South Broadway. Present: Mayor Wayne Runningen, Council Members John Waller III, Dave Gottenborg and Denise Magnusson. Absent: Paulette Nettestad. Also present: Administrative Assistant Richard A. Jenson, Deputy Clerk-Treasurer Glenys Ehlert, Jon Zick, Mike Zick, Michele Dinkel, LoAnn Thompson, Kathryn Lichty, Carrie Loerzel, Luke Loerzel, Rebecca Sytsma, Johanna Christianson, John Pesheck, Merle Miller, Ray Martin, Cyndy Stotesbery, Ron Beck, Sandy Irey, Carl Zick, Pat Zick, Olivene Hauger, Betty Kohler, Christy Curfman, Tammy Magnusson,, Julie Tunheim, Pamela Westby and Dean Capouch. Mayor Runningen called hearing to order. Changes Manager Michele K. Dinkel described their intent to operate a family restaurant with the availability of liquor. They will have an historical theme with pictures of Pelican Rapids in the early days. Mayor Runningen clarified that food must be served while liquor is being served. He read minutes of the 5-31-00 meeting discussion with City Attorney Scott Dirks. “We want this place to be available for our community, to give people a place to meet after school events,” Dinkel explained. Ron Beck said he would like to see the business get a chance to fly. “I’d hate to see Council inhibit business development,” he continued. Kathryn Lichty told about plans for a family area in the front room with activities and games. Dean Capouch spoke in favor of the application. Council Member Gottenborg said he stopped by the restaurant today and he thinks they are proceeding in good faith with the plans. Motion by Gottenborg, seconded by Waller to approve the application for a Liquor License and Sunday Liquor License to Michele K. Dinkel at Changes, 10 S. Broadway, with the following restrictions: 1. Bar will be located in northwest area of restaurant as stated on application and will be screened from restaurant. 2. Liquor will be sold only when the restaurant is open and meals are being served.
