City of Pelican Rapids Council Minutes 6-27-01
The City of Pelican Rapids met in regular session on Wednesday, 6-27-01, at 4:00 p.m.
in the Pelican Rapids Public Library Meeting Room.
Present: Mayor Wayne Runningen, Council Members Paulette Nettestad, Dave
Gottenborg, and John Waller III.
Absent: Denise Magnusson.
Also present: Administrative Assistant Richard A. Jenson, Acting Secretary Julie
Lammers, Street Superintendent Vern Benson, Scott Dirks, and Richard Peterson.
Meeting called to order by Mayor Wayne Runningen.
Items added to the agenda were as follows: Speaker donation for Friendship Festival.
Jenson informed council there is a request from the Pelican Rapids Area Chamber of
Commerce for a donation to the annual 3rd of July Fireworks.
Motion by Gottenborg, seconded by Waller to give $500.00. Motion passed
unanimously.
Jenson informed council that Monty Eastvold of Juran & Moody has been monitoring the
Bond market in anticipation of refinancing some of our higher investment bond. At this
time it is not financially feasible to refinance bonds.
Blandin Visioning project has requested a donation for $300.00 for a planning project.
Motion by Gottenborg, seconded by Waller to give $300.00. Motion passed
unanimously.
Runningen explained that Johanna Christianson has approached him regarding a
contribution of $50.00 towards Friendship Festival. The donation would be given to the
person that donated the sound system for the festival. Gottenborg asked what the City
already has given? It was discussed that our contribution has been portable toilettes
and a dumpster.
Motion by Gottenborg, seconded by Waller to donate $100.00 to festival. Motion passed
unanimously.
Jenson explained that the Planning Commission met last night regarding a 3 foot
variance on property at 1201 S Broadway. The Planning Commission
recommended the council grant the variance.
Motion by Waller, seconded by Gottenborg to grant 3 foot variance between
garages. Motion passed unanimously.
Scott Dirks and Richard Peterson, of the Airport Committee were present to discuss
adding on or building more hangars at the airport. They explained that we have people
requesting hangars and we do not have any available. They would like us to set aside
the hangar rent and fuel profit for payment for new building. Dan Rollie says we can do
that with council approval. Jenson explained that the project is to be included in a five-
year plan for eligibility of the 80%, 10-year interest free loan. Site preparation grant can
be gotten for grading and extending apron on 60% state and 40% local basis.
Motion by Waller, to have a committee to look into pricing. Died for lack of second.
Peterson said he is willing to look into pricing. Jenson explained that the airport is now
providing approximately $3,500 to the general fund. Runningen explained that we do
not really spend money for mowing and plowing and amount could be $1000
higher. They have talked about raising hangar rent. Runningen explained that we are
waiting to see what is going to happen with our HACA and LGA. Jenson asked what
action they would like to have happen today. They asked that we start a lease
agreement starting in April for one year, that we can pull out an airplane out of the
hangar if payment was not made.
Motion by Waller, seconded by Nettestad to have City Attorney draw up a lease
agreement for one year. Motion passed unanimously.
Runningen asked that they get us pricing before September because we need to have
our budget done by then.
Wayne explained that Gene Miller, Lake Region Surveying, Richard Jenson and he met
on Friday, regarding mapping. The base map would be an air map, Lake Region
Surveying would put out points throughout the City and they would do mapping from the
air. Cost would be approximately $10,000. Richard asked them what it would cost to
go from base map to parcel map they explained it would cost about $3.00 a
parcel. Once you have a base map you can map everything on top of it, such as
utilities, zoning, etc. The map would be a computer assisted drawing. Miller would
provide cd roms that you can look at but could not change. Waller asked what others
charge? That has not been discussed. Council needs to decide if we are serious about
doing a Comprehensive Plan. We need to know specifically what we want.
Motion by Gottenborg, seconded by Waller to table the Comprehensive Plan and form
a committee. Motion passed unanimously.
Committee members for the Comprehensive Plan will be Gottenborg, Jenson, and
Runningen.
Pete Hart joined the meeting and asked council for a Temporary Beer Permit for the
JC's Annual Beer Garden for Turkey Days on July 20 and July 21, 2001.
Motion by Nettestad, seconded by Gottenborg to grant Beer permit for July 20-22,
2001. Motion passed unanimously.
