CITY OF PELICAN RAPIDS COUNCIL MEETING MINUTES – 04-24-02 The City Council of Pelican Rapids met in regular session at 4:00 p.m., on Wednesday, 04-24-02, in the meeting room of the Pelican Rapids Public Library. Mayor Wayne Runningen, Council Members John Waller III, Denise Magnusson, Paulette Nettestad and Dave Gottenborg were present. No Council members were absent. Administrative Assistant Richard A. Jenson, Deputy Clerk-Treasurer Glenys Ehlert, Police Chief Scott Fox, Utilities Superintendent Brent Frazier, Street and Parks Superintendent Vern Benson, Michele Hartman of Municipal Economic Development Network Inc. (MEDN) and Gary Peterson of the Pelican Rapids Press were also present. Meeting called to order by Mayor Runningen. There were no additions or deletions from the agenda. Motion by Waller, seconded by Magnusson to authorize crack sealing expenses up to $10,000 and to award the quote to Northwest Asphalt Maintenance of Goodrich at $.52 per pound. Motion passed unanimously. Administrative Assistant Richard A. Jenson explained the Fire Department has discussed the need for a new “Jaws of Life.” The department has about $8,000 in charitable gaming funds to contribute and another $2,000 has been donated by the VFW Post. The balance will be billed along with fire department expenses, which are shared by the city and townships served by the volunteers. Motion by Nettestad, seconded by Waller to approve purchase of a “Jaws of Life” at a cost of $20,000 for the fire department. Motion passed unanimously. Council Member Gottenborg arrived at this time. Police Chief Scott Fox explained the problems the department is experiencing with the present computer and the police software. The software has been upgraded and requires more memory than in the past. Fox said the department is applying for a grant which would fund the purchase of a second computer system. Motion by Magnusson, seconded by Nettestad to authorize the Police Department to purchase a computer at $1269, lowest quote from Cooper’s Technology Group. Motion passed unanimously. Michele Hartman of MEDN, Inc. reviewed tax increment financing information with the City Council and presented several resolutions for consideration. Motion by Waller, seconded by Gottenborg to introduce the following resolution, entitled RESOLUTION TO DOCUMENT THE EXISTENCE OF A LOAN BETWEEN TIF 1 AND THE PELICAN RAPIDS EDA. (A complete text of this resolution is part of permanent public record in the city clerk’s office.) Motion passed unanimously and resolution declared duly adopted. Motion by Waller, seconded by Gottenborg to introduce the following resolution, entitled RESOLUTION TO DOCUMENT THE EXISTENCE OF A LOAN BETWEEN TIF 1 AND GLENDALE MACHINING INC. (A complete text of this resolution is part of permanent public record in the city clerk’s office.) Motion passed unanimously and resolution declared duly adopted. Motion by Magnusson, seconded by Nettestad to introduce the following resolution, entitled RESOLUTION TO CALL FOR A PUBLIC HEARING TO CALL FOR MODIFICATION TO POOL TIF-3 TO TIF-1 ON 6-10-02. Motion by Gottenborg, seconded by Waller to introduce the following resolution, entitled RESOLUTION TO AMEND THE BUDGET LINE ITEMS TO TIF-2. (A complete text of this resolution is part of permanent public record in the city clerk’s office.) Mayor Runningen and Council Members Gottenborg, Waller and Magnusson voted yes. No one voted against the motion. Nettestad abstained. Motion carried and resolution declared duly adopted. Motion by Gottenborg, seconded by Magnusson to introduce the following resolution, entitled RESOLUTION TO DOCUMENT THE EXISTENCE OF A LOAN BETWEEN TIF- 2 AND THE IMPROVEMENT RESERVE FUND. (A complete text of this resolution is part of permanent public record in the city clerk’s office.) Mayor Runningen and Council Members Gottenborg, Waller and Magnusson voted yes. No one voted against the motion. Nettestad abstained. Motion carried and resolution declared duly adopted. Motion by Gottenborg, seconded by Waller to introduce the following resolution, entitled RESOLUTION TO DOCUMENT THE EXISTENCE OF THE TIF-2 PLEDGE TO TIF-5 BOND DEBT. (A complete text of this resolution is part of permanent public record in the city clerk’s office.) .) Mayor Runningen and Council Members Gottenborg, Waller and Magnusson voted yes. No one voted against the motion. Nettestad abstained. Motion carried and resolution declared duly adopted. Mayor Runningen thanked Michelle Hartman for her understanding of the TIF laws and working with the Council about the TIF districts. Jenson reviewed the Downtown Beautification Committee’s recommendation to install a picket fence across one of the vacant lots downtown. Jenson provided pictures and specifications on the fencing as requested by Council at the 04-08-02 meeting. Some of Council’s concerns are what happens behind the fence, is this short term, what about other properties in need of development? No action was taken. Council considered the expansion of skateboard restricted areas throughout the community. Jenson will check with the City Attorney. Jenson recommended awarding the airport land rental to Paul Nord at $31 per acre, the highest bid received. Motion by Gottenborg, seconded by Magnusson to authorize renting the airport land as stated above. Motion passed unanimously. Liquor Store improvements were reviewed by Jenson. Cost of carpeting is $1511 from Nelstrom’s Flooring. Motion by Nettestad, seconded by Magnusson to approve installation of new carpeting in the liquor store as stated above. Motion passed unanimously. Board of Review will be 5/1/02 at 3:00 p.m. at the Pelican Rapids Public Library meeting room. Council Members are reminded that the City needs to have a quorum present. Motion by Gottenborg, seconded by Magnusson to change the location of City Council meetings to City Hall, 315 N. Broadway. Motion passed unanimously. Letter from Library Director Pam Westby was received notifying Council that the Library meeting room will not be available after June 1, 2002.
