CITY OF PELICAN RAPIDS CITY COUNCIL MEETING MINUTES – 03-14-05
The City Council of Pelican Rapids met in regular session on Monday, 03-14-05,
at 5:30 p.m., Council Chambers, City Hall, 315 N. Broadway. Mayor Wayne
Runningen, Council Members Ben Woessner, John E. Waller, III, and David
Gottenborg were present. Council Member Richard Peterson was
absent. Administrator Don Solga, Clerk-Treasurer Glenys Ehlert, Police Chief Scott
Fox, Utilities Superintendent Brent E. Frazier, Street and Park Superintendent Tom
Soberg, Library Director Pam Westby, Liquor Store Manager Bob Leslie and
Paul King of Moore Engineering were also present.
Meeting called to order by Mayor Runningen.
Proposed Tax Increment District and Well No. 14 were added to the agenda.
Motion by Waller, seconded by Gottenborg to approve the minutes of 02-14-
05 and 02-22-05 as presented. Motion passed unanimously.
Motion by Gottenborg, seconded by Waller to approve the 03-14-05 Accounts
Payable Listing with the following additions: WCI, Solga Downtown Revitalization
Workshop in the amount of $50, and University of Minnesota, Roisum Gravel Road
Maintenance Workshop in the amount of $70. Motion includes payment of the
Library bills as approved by Library Board Member Gary Lage. Motion passed
unanimously.
Police Chief Scott Fox reviewed his report.
Utilities Superintendent Brent E. Frazier reported on the community meeting on
Wellhead Protection. Part I of the Wellhead Protection Plan has been
completed. Plans call for six additional meetings during the next six to eight
months. The Minnesota Department of Health has notified the City of Pelican
Rapids that they have extended the completion date for the Wellhead Protection
Plan Part II, from 02-01-05 to 02-01-08. Frazier has accepted a position on the
Advisory Council for the Department Health after discussion with Mayor Runningen
and Administrator Solga.
Library Director Pam Westby reported on upcoming events at the Library.
Liquor Store Manager Bob Leslie reviewed his report concerning new shelving,
inserts for the liquor store sign and summer help. Council Member Waller asked
about inventory and corrections have been made.
Street and Park Superintendent Tom Soberg reported on activities in his
department. The lawn tractor was delivered today. Motion by Gottenborg,
seconded by Waller to approve payment for the 1240 JD Lawn Tractor in the
amount of $15,975. Motion passed unanimously.
The Public Works Facility is almost done and the contractor is working on the
completion of the punch list.
Paul King discussed the Preliminary Engineering Report on Street Rehabilitation.
Motion by Gottenborg, seconded by Waller to introduce the following resolution, entitled
RESOLUTION RECEIVING REPORT AND CALLING HEARING ON
IMPROVEMENT PROJECT NO. 70.
Improvement Project No. 70 includes the following streets:

Hearing is set for 04-05-05, 7:00 p.m., Council Chambers, City Hall. (A complete

office.) Motion passed unanimously and resolution declared duly adopted.
Motion by Gottenborg, seconded by Waller to hold a special meeting on
Tuesday, 04-05-05, 7:00 p.m., Council Chambers, City Hall for the purpose of
conducting the Improvement Project No. 70 Hearing and to consider approval of
plans and specifications and bidding of the project. Motion passed unanimously.
Clerk Treasurer Glenys Ehlert presented the February 2005 Financial Reports.
Council was advised that St. Leonard’s Church and the Chamber of Commerce will
be conducting raffles in the community on 05-14-05 and 09-05-05, respectively.
Administrator Don Solga reported on the Planning Commission’s efforts to form a
Downtown Committee.
Solga reviewed the ordinances relating to the Official Zoning Map.
Motion by Gottenborg, seconded by Waller to accept the Planning Commission’s
recommendation to introduce the following resolution to adopt ORDINANCE NO. 05-
01, AN ORDINANCE TO AMEND CITY CODE SECTION 905.03, SUBDIVISION 2
RELATING TO THE OFFICIAL ZONING MAP. (A complete text of this ordinance is
part of permanent public record in the city clerk's office and will be published in
complete form.) Motion passed unanimously and ordinance declared duly adopted
upon publication.
Motion by Woessner, seconded by Gottenborg to introduce the following resolution
to adopt ORDINANCE NO. 05-02, AN ORDINANCE TO AMEND CITY CODE
SECTION 901.09, RELATING TO POLE CONSTRUCTION BUILDINGS. (A

office and will be published in complete form.) Motion passed unanimously and
ordinance declared duly adopted upon publication.
Motion by Waller, seconded by Woessner to introduce the following resolution to
adopt ORDINANCE NO. 05-03, AN ORDINANCE TO AMEND CITY CODE
SECTION 1002.06, SUBDIVISION 9, RELATING TO THE EXTERMINATION OF
INSECTS AND/OR/RATS. (A complete text of this ordinance is part of permanent
public record in the city clerk's office and will be published in complete form.) Motion
passed unanimously and ordinance declared duly adopted upon publication.
Administrator Don Solga explained the Planning Commission’s plans for the spring
tour and enforcing ordinances regarding public nuisance properties.
Motion by Gottenborg, seconded by Waller that the City follow the city ordinances
and instruct Police Chief Scott Fox to take immediate actions to enforce the
ordinance regarding unlicensed cars. Motion passed unanimously.
Mayor Runningen reviewed the various expenses related to the contamination of
Well No. 14.
Motion by Waller, seconded by Gottenborg to authorize a letter to Park Region
Coop, as recommended by City Attorney Morrison Kershner, regarding monthly
billing for some operating expenses related to the contamination of Well No.
14. Motion passed unanimously.
Jim de Lambert of Liesch and Associates, Inc., has recommended the City Council
authorize Gary Nansen of Ulteig Engineers to conduct a Preliminary Well Site Study
in cooperation with Liesch and Associates. Motion by Waller, seconded by
Gottenborg to authorize Gary Nansen of Ulteig Engineers to conduct a Preliminary
Well Site Study in cooperation with Liesch and Associates. Motion passed
unanimously.
Administrator Don Solga reviewed the Proposed Tax Increment Financing District-6
- Eye Clinic. Motion by Gottenborg, seconded by Waller to introduce a
RESOLUTION CALLING FOR A PUBLIC HEARING FOR THE MODIFICATION OF
THE MUNICIPAL DEVELOPMENT DISTRICT NO. 2, CREATION OF TAX
INCREMENT FINANCING DISTRICT NO. 6 “EYE CLINIC” AND ADOPTION OF
THE MODIFIED DEVELOPMENT PLAN AND NEW FINANCING PLAN RELATING
THERETO. Motion passed unanimously and resolution declared duly adopted.
