CITY OF PELICAN RAPIDS BOARD OF REVIEW – 04-27-05 The City Council of the City of Pelican Rapids met as a Board of Review from 3:00 p.m. to 4 p.m. in Council Chambers, City Hall, 315 N. Broadway. Mayor Wayne Runningen, Council Members Ben Woessner, Richard Peterson and Dave Gottenborg were present. Council Member John E. Waller, III, was absent. Clerk- Treasurer Glenys Ehlert, Deputy Assessors Deb Thorwaldson and Doug Walvatne were also present. Meeting called to order by Mayor Runningen. Tax Parcel No. 76000990455-000 was present to protest the valuation on his property relative to neighboring property. The property is being used as retail property. Council will review. Tax Parcel No. 76000990394-000 and 76000990395-000 were reviewed. Tax Parcel No. 780-000 objected to valuation for parking lot. Lot is 85 ft. by 150 ft. Land is valued commercially at $16,900 value for paved parking lot. Motion by Peterson, seconded by Woessner to have value remain the same. Motion passed unanimously. Tax Parcel No. 292-000. Motion by Gottenborg, seconded by Peterson to accept recommendation to minor changes for a portion of the property from two story to one story and adding the garages. Motion passed unanimously. Motion by Woessner, seconded by Gottenborg to change valuation for Parcel No. 455-000 from office building to retail. Motion passed unanimously. Thirty-one sales in Pelican Rapids and the median sale was 94%. State requires the assessor to be between 90 to 105% of the sales. Mayor Runningen explained the process for the City to continue to hold the Board of Review. An elected official must be trained for the process.
