CITY OF PELICAN RAPIDS COUNCIL MEETING MINUTES-02-13-06
The City Council of Pelican Rapids met in regular session at 5:30 p.m., Monday, 02-
13-06, in Council Chambers, City Hall. Mayor Wayne Runningen, Council
Members Ben Woessner and John E. Waller, III were present. Council Members
Richard Peterson and David Gottenborg were absent. Administrator Don Solga,
Clerk-Treasurer Glenys Ehlert, Police Chief Scott Fox, Utilities Superintendent Brent
E. Frazier, Library Director Pam Westby, Joan Ellison and Pat Krekelberg of Friends
of the Library, Teresa Osten, Boy Scout Tony Osten and Jerry Barney of
The Pelican Rapids Press were also present.
Mayor Runningen called the meeting to order.
Approval of the Bill Listing was added to the agenda.
Utilities Superintendent Brent Frazier reported that Well No. 12 has been pulled for
maintenance, jetted with clean water and an acid treatment to clean it. He reviewed
activities in the water and wastewater departments.
Joan Ellison and Pat Krekelberg were present from the Friends of the Pelican
Rapids Library to discuss a Temporary Wine License for a special donor
development event. They provided an informational list. Mayor Runningen directed
city staff to check on a model ordinance through the League of Minnesota
Cities. Ellison will check with other Friends of the Library organizations.
Motion by Waller, seconded by Woessner to approve the minutes of 01-09-
06 and 01-31-06 as presented. Motion passed unanimously.
Council reviewed the Accounts Payable Listing of 02-13-06 and the Library Bill
Listing of 02-05-06. Clerk-Treasurer Glenys Ehlert discussed fire training
expense. Motion by Woessner, seconded by Gottenborg to approve the Accounts
Payable Listing of 02-13-06 and the Library Bill Listing of 02-05-06, approved by
Library Board Member Gary Lage. Motion passed unanimously.
Police Chief Scott Fox reported on the Police Department. He said that the new part
time police officer is Michael Iverson. Motion by Waller, seconded by Woessner to
authorize hiring Michael Iverson as part time police officer at the union contract
rate. Motion passed unanimously.
Library Director Pam Westby reported on library activities, ranging from story time,
artist demonstration, essay contest to special discussion events.
Administrator Solga presented a report for Street and Park Superintendent Brian
Olson on the street and park department. Business owners have been very
cooperative with snow storage sites.
Administrator Solga presented an Income Statement for the Liquor Store. He
explained that the Income Statement represents cost of sales and will not include all
disbursements listed on the bill listing. Liquor Store Inventory is tentatively set for
Wednesday, 03-01-06, at 6:00 a.m.
Clerk-Treasurer Glenys Ehlert presented the 01-31-06 financial reports.
Motion by Waller, seconded by Gottenborg to approve Allen Stadum of Stadum
Plumbing to be included on the 2006 Plumbers’ Registration List. Motion passed
unanimously.
Motion by Waller, seconded by Gottenborg to conduct the City of Pelican
Rapids Local Board of Review on 04-19-06, from 3:00 – 4:00 p.m., Council
Chambers, City Hall, 315 N. Broadway. Motion passed unanimously.
Council reviewed legal fee increase to $150 per hour by the firm of Svingen,
Hagstrom, Karkela, Cline & Dirks. Council discussed the firm’s proposal to have an
attorney present at each meeting for a reduced hourly rate. Council’s consensus
was to have attorney present for specific concerns rather than at every meeting.
Mayor Runningen read a letter from Boy Scout Travis Sjostrom supporting business
development in Pelican Rapids. Council directed Administrator Solga to write a
letter to Sjostrom, expressing appreciation for his interest and ideas for the
community.
Clerk-Treasurer Glenys presented a report on the 2006 Fire Department officers and
salaries: Fire Chief Trevor Steeves, $1500; Secretary Steve Haiby, $600 and
Treasurer Alan Johnson, $300. The position of Assistant Chief is open at this
time. Motion by Waller, seconded by Gottenborg to approve the 2006 Fire
Department Officers and Salaries. Motion passed unanimously.
Motion by Gottenborg, seconded by Waller that the City of Pelican Rapids will
conduct a public hearing on the River Park Department of Natural Resources Grant
Application at 4:30 p.m. on 02-28-06, Council Chambers, City Hall. Motion passed
unanimously.
Mayor Runningen presented information on state legislators meeting in Pelican
Rapids.
Mayor Runningen welcomed Boy Scout Tony Osten to the council meeting and
asked if he had any questions.
