WORK SESSION August 31, 2015 Attendees: Kali Sodano, Council President; Sean Weckerly, Gianpiero Lo Piccolo, Anne Marie Kinsey, Borough Council; Bob Winkler, Mayor; and Mike Savona, Solicitor. Beverly Wolfe was out of town. The meeting was called to order at 7:30 p.m. by Council President Kali Sodano with the Pledge of Allegiance. Public Comment Mike Smith, 127 DeHaven Avenue, cost of heating oil through the Consortium Mayor’s Report MOTION BY ARLENE HARMS TO MOVE THE STOP BAR BACK ON ROUTE 1 ON THE NORTHBOUND LANE AT THE INTERSECTION OF HULMEVILLE AVENUE AND ROUTE 1. SECONDED BY ANNE MARIE KINSEY. All ayes, carried. Finance and Administration MOTION BY GIANPIERO LO PICCOLO TO PURCHASE THE LOANER DRIVE FROM APPLIED MICRO SYSTEMS FOR $125.00. SECONED BY SEAN WECKERLY. All ayes, carried. Ian Buonamici with Tower Point has offered to provide proposals for the cell tower site. Council agreed to have him come in and present his proposals. Public Safety The owner of 247 Hulmeville Avenue has been notified to remove the dead tree on his property by tomorrow. We obtained a quote from Young’s Tree Service for $3,000.00 to remove the tree. The stump will remain on property. MOTION BY GIANPIERO LO PICCOLO TO REMOVE THE DEAD TREE AT 247 HULMEVILLE AVENUE FOR $3,000.00 IF THE PROPERTY OWNER DOES NOT BY THE END OF BUSINESS ON SEPTEMBER 1, 2015. SECONDED BY SEAN WECKERLY. All ayes, carried. Community Development MOTION BY SEAN WECKERLY TO SIGN THE LETTER DATED AUGUST 20, 2015 FROM LYNN BUSH FROM THE BUCKS COUNTY PLANNING COMMISSION TO PARTICIPATE IN THE BUCKS COUNTY MUNICIPAL ECONOMIC DEVELOPMENT IN ITIATIVE. SECONDED BY GIANPIERO LO PICCOLO. The vote was 5 ayes, 1 no (Barbara Heffelfinger). Motion, carried. Public Works & Facilities Committee recommends waiting on repair or replacement of the air conditioner for the sewer plant office and will discuss during the 2016 budget process. MOTION BY SEAN WECKERLY TO AWARD THE 2015-2016 FUEL BID FOR #2 HEATING OIL TO SUPERIOR PLUS ENERGY SERVICES FOR 0.1500 ABOVE MARKET FLUCTUATION PRICING. SECONDED BY GIANPIERO LO PICCOLO. All ayes, carried. MOTION BY SEAN WECKERLY TO SEND LETTERS AND SHUT OFF NOTICES TO THE FOLLOWING SEWER/REFUSE ACCOUNTS: 22, 48, 82, 142, 168, 180, 192, 212, 280, 289, 293, 318, 340, 381, 452, 482, 515, 543, 546, 660, 673, 685. SECONDED BY GIANPIERO LO PICCOLO. All ayes, carried. MOTION BY SEAN WECKERLY TO AUTHORIZE THE BOROUGH ENGINEER TO PREPARE THE SCOPE OF WORK FOR PATCH REPAIR ON RUMPF AVENUE AND PUT IT OUT FOR BID. SECONDED BY ANNE MARIE KINSEY. All ayes, carried. Sean Weckerly is to schedule a meeting with Borough Engineer to discuss the Act 537 Plan and discuss manhole lining. Unfinished Business Discussion on shredder repair or replacement. Approximately $1,000.00 to repair. Price for replacement copier (the same that the PD has currently) is $1,200.00. John Lo Piccolo will get lease information on shredder from secretary before a decision is made. Gianpiero Lo Piccolo mentioned that residents have contacted him about concern for borough employees that aren’t properly protected with the required clothing and safety equipment. The Mayor responded that the borough employee was wearing the safety equipment but the Mayor, himself, was not due to the temperatures that day. Public Comment Sam Simon, 126 Holly Avenue, the condition of Taddei Woods, water running off of old school property Dave Cahill, 462 Cynthia Avenue, second opinion on the condition of Rumpf Avenue, new committee on the renovation of the new police building and work that was approved, the duties of the Mayor, employee not wearing protective uniform Mike Sodano, 324 W. Woodland Avenue, branch hanging over sidewalk at old school property, 239 Center Street property draining water down the street Rick Flanagan, 466 Walker Avenue, other prices on fuel oil Mike Smith, 127 DeHaven Avenue, use of dump truck MOTION BY SEAN WECKERLY TO ADJOURN THE MEETING.
