Recommendation: That City Council approve the Public Housing Agency (PHA) Annual
Plan of the Housing Choice Voucher Program for Fiscal Year
2022-2023 for submission to the U.S. Department of Housing
and Urban Development (HUD). Further, that the City Council
authorize the Mayor to execute all documents relating to the Plan’s
submission and program’s administration.

FOR REQUEST FOR PROFESSIONAL AUDITING SERVICES
Recommendation: That City Council enter into a five (5) year contract with Warren
Averett, LLC for Professional Auditing Services. Further, that City
Council authorize the City Council President to take all actions
necessary to negotiate and execute the contract, as well as approve
and execute the annual letters of engagement.

5. 22-00464 AWARD OF BID NO. 22-042 OSCEOLA GOLF COURSE DRAINAGE &
FEMA IMPROVEMENTS
Recommendation: That City Council award Bid No. 22-042 Osceola Golf Course - FEMA
Repairs Project to Empire Builders Group, Inc., the lowest responsive
and responsible bidder with a base bid of $584,056.34 plus a 20%
contingency in the amount of $116,811.27 for a total amount of
$700,867.61. Further, that City Council authorize the Mayor to execute
the contract and take all action necessary to complete the project.

KONE INC.
Recommendation: That City Council award Bid No. 22-017 for Escalator Modernization at
Pensacola International Airport, to KONE Inc. of Spanish Fort,
Alabama, with a base bid of $998,845.00, plus a 10% contingency of
$99,884.50, for a total of $1,098,729.50. Further, that City Council
authorize the Mayor to take all actions necessary to execute the
contract and complete the project.

7. 22-00628 AWARD PROPOSALS FROM ENGINEERED COOLING SERVICES
FOR INSTALLATION OF NEEDLEPOINT BIPOLAR IONIZATION UNITS
AT CITY HALL AND THE PENSACOLA POLICE DEPARTMENT ( PPD).
Recommendation: That City Council approve contracting with Engineered Cooling
Services for the installation of Needlepoint Bipolar Ionization units by
means of the National Cooperative Purchasing Alliance (NCPA)
Contract 2022-8735694369 in the amount of $132,815 for City Hall and
NCPA Contract 2022-6909862297 in the amount of $84,006 for the
Pensacola Police Department. Further, that City Council authorize the
Mayor to execute the installation proposals and take all actions
necessary to complete the project.

16. 22-00635 LEASE AMENDMENT - MONUMENT TO WOMEN VETERANS INC.
LEASE FOR THE FORMER AMTRAK BUILDING & PARKING LOT AND
CONFIRMATION OF LOCAL OPTION SALES TAX (LOST)
ALLOCATION CONDITION
Recommendation: That City Council approve the Amendment to the Lease with
Monument to Women Veterans for the former Amtrak building and
parking lot. Further, that City Council authorize the Mayor to take all
actions necessary to execute the Amendment to the Lease. Finally,
that City Council confirm that the $40,000 currently allocated to the
Monument to Women’s Veterans Inc. is to be used only on the
construction of the monument for eligible LOST expenses and that
these funds may only be distributed if all the necessary funds have
been confirmed to be raised for the construction of the monument.
