Recommendation: That City Council approve an amendment to extend Task Order 8, Natural Gas
Pipeline Construction Miscellaneous Work, to R.A.W. Construction, LLC for 90
days for the period from October 1, 2018 through December 31, 2018 with a not to
exceed amount of $250,000. Further, that Council authorize the Mayor to execute
the amendment to the task order and take all actions necessary to complete the
work.

9. 18-00269 ANALYSIS OF GENTRIFICATION DUE TO URBAN REVITALIZATION
Recommendation: That City Council allocate $200,000 to hire a consultant to perform an analysis of
the impact of urban revitalization in the CRA urban core on the African American
population in the city limits and that the consultant provide Council with
recommendations to mitigate the dislocation, displacement, economic loss of
affordable housing, and community resources in historically African American and
low income communities.

Council or the city staff, and the City is not allowed by law to endorse the religious or non-religious
beliefs or views of such speaker. Persons in attendance at the City Council meeting are invited to
stand during the invocation and to stand and recite the Pledge of Allegiance. However, such
invitation shall not be construed as a demand, order, or any other type of command. No person in
attendance at the meeting shall be required to participate in any opening invocation that is offered
or to participate in the Pledge of Allegiance. You may remain seated within the City Council
Chambers or exit the City Council Chambers and return upon completion of the opening invocation
and/or Pledge of Allegiance if you do not wish to participate in or witness the opening invocation
and/or the recitation of the Pledge of Allegiance.
