City Council encourages those not fully vaccinated to wear face coverings that cover their nose and mouth. CALL TO ORDER Chairperson Hicks read a statement to the public informing them about a one-minute delay when the meeting is viewed via the live stream on the City's website. The motion carried by the following vote: Yes: 8- Chairperson Hicks, Vice Chair Sword, Borden, Bruni, Del Gallo, Escobar-Ryan, O'Donovan, and Wolf Absent: 1- Harrison DIRECTOR'S REPORT Director Cooper welcomed Michael O'Donovan to the Parks and Recreation Board. Director Cooper brought the following updates: * Kiwanis Park Dog Park is nearing completion in phase of ordering and installing sensory guard. * Sanders Beach and Community Maritime Parks projects from Hurricane Sally Restoration will begin work soon. * McGee Field is progressing nicely. Beginning the scope of work for the renovation of the educational center. * Roger Scott Tennis Center city council ask that the parking lot not be City of Pensacola Page 1 Parks and Recreation Board Meeting Minutes 3 - Final December 16, 2021 installed at this time therefore no trees will need to be removed for stormwater. * Hunter Pool bids come in higher than estimated and will go to council to allocate additional funding. *Skate Park designs will be complete soon. * Bayview Playground and Sanders Beach Playground, equipment is being ordering this month. Long Hollow Playground last to be installed. * Osceola Pole Barn on agenda for tonight's city council meeting. Discussion followed with the board having access to review plans at 30% and at 60% to discuss and make recommendations to staff and to speak to the public on projects going forward. STAFF REPORTS Capital Improvement Project Update David Forte, Duty City Administrator brought a presentation with updates on Capital Improvement projects: * Community Maritime Park Hurricane Repair project began construction last week and anticipate completion in April 2022. * Burgess Road Sidewalk project is under way and also anticipate this project to be completed in April 2022. This project is a collaboration with the City of Pensacola, Pensacola Energy and Escambia County. David turned over the presentation to Caitlin Cerame, Transportation Planner. Caitlin brought a presentation with updates on the Active Transportation Plan: * On December 10th, the city advertised a Request for Qualification for Professional Consulting Services for the development of an Active Transportation Plan. To include major points covered from last October's presentation the analysis of existing conditions, strong public engagement portion to allow early engagement and often, and develop design standards and preferred treatments as a guide for neighborhood collectors, bike boulevards, and connections to major neighborhoods and destinations. Also to have a implementation plan to prioritize short term and long term projects. Selection committee will be put together to review proposals. * The city is looking at a safety audit for Langley Avenue from Spanish Trail to west of Hilltop. Will work with community and consultant to look at data from focus areas such as the Leesway and Hibiscus Road intersection to see how well they are operating and look at ways to improve safety by City of Pensacola Page 2 Parks and Recreation Board Meeting Minutes 3 - Final December 16, 2021 looking at the crash data, traffic volume, and bike ped counts. City has received some feedback to recognize when events are taken place and how surrounding businesses in area increases traffic. Working on scope of work and will utilize one of the continuing consulting services to assist with this soon. David continued with updates on the following Capital Improvement Projects: * Hashtag Project, Phase 1 have 100% plans to review and will go out to bid after first of year. * Bruce Beach, Phase 1 (eastern half of park) we have 100% plans and will go out to bid after first of year. Phase 2 (western half of park) we have 60% plans. Will time project so Phase 1 will end as Phase 2 is beginning. Member O'Donovan asked about the plan for the mound located at Bruce Beach. David stated the plan is to keep it as natural as possible the mound is located in the western half of park so it is still in design. * Skate Park Project anticipate advertising for bid January. * Garden Street Landscaping from Alcaniz to A Street along Garden. Will go to council next month to award project. * Arborist selection process is underway with second round of interviews with two individuals to take place next week. * Community Maritime Park Day Dock Marina was award $3.1 million through DEP Gulf Restoration Organization working through the draft agreement. * Micromobility scooters, staff will go to city council next month with changes to the pilot program to reduce some of the complaints received in reference to reckless and nighttime riding. Will ask city council to prohibit night time riding from 10:00P.M to 5:00A.M. Also, we would want to modify where riding can to be allowed by prohibiting sidewalk riding. We are at 6 months into a one-year pilot program. Member Escobar-Ryan asked about who would enforce reckless activity. Caitlin stated there are multiple ways to report this activity. On the City's website, an email address and a 800 number is listed to contact Bird and it can be reported through City of Pensacola 311. If you have the app, you can go into the Community Mode it allows anyone with a Bird account to report or provide feedback. Presently working to implement a unique ID for the scooters to make it easier to identify. Implemented a slow zone to 10MPH in downtown core area 7 days a week from 10:00A.M. to 4:00P.M. and also implemented a three strike policy if the user is abandoning in restricted areas or if going beyond geo-fence areas. Certain areas have been geo-fenced such as the parking garages, and big events will be temporary geo-fenced. Chairperson Hicks has concerns for safety he would like to raise the element of awareness through an educational campaign on scooters and bicyclist. Would like to have biking tips and safety tips on Parks and City of Pensacola Page 3 Parks and Recreation Board Meeting Minutes 3 - Final December 16, 2021 Recreation website and suggested having media time on WUWF and WEAR3. David reported data from Bird that from July to October there were 17,600 unique riders over 41,000 rides, and 86,549 total miles have been ridden on scooters so from an environmental standpoint 42,000 pounds of CO2 was saved. David reminded board members that on the City's website there is an interactive dashboard of Capital Improvement Projects that is updated monthly by Public Works and Parks and Recreation departments. NEW BUSINESS OLD BUSINESS OPEN FORUM Vice Chairperson Maranda Sword shared with the board that she had attended the Christmas Dance Team recital at Gull Point Community Center and said the kids dance team did a wonderful job and wanted to praise the ladies for putting on a great show with the kids.
