MINUTES OF THE PEORIA CITY COUNCIL
CITY OF PEORIA, ARIZONA
CITY COUNCIL CHAMBER
October 3, 2017
A Special Meeting of the City Council of the City of Peoria, Arizona was convened at
8401 West Monroe Street in open and public session at 5:00 p.m.
Members Present: Vice Mayor Jon Edwards; Councilmembers Bridget Binsbacher,
Michael Finn, Vicki Hunt, Carlo Leone and Bill Patena.
Council Youth Liaisons: Maylee Acosta and Cassidy Gatrost.
Members Absent: Mayor Cathy Carlat.
Other Municipal Officials Present: Jeff Tyne, City Manager; Andy Granger, Deputy
City Manager; Rhonda Geriminsky, City Clerk; Valli Goss, Assistant City Attorney; and
Natalie Gilstrap, Management Analyst.
Audience: No members of the public were present.
Note: The order in which items appear in the minutes is not necessarily the order
in which they were discussed in the meeting.
CONSENT AGENDA
CONSENT AGENDA: All items listed with a “C” are considered to be routine or have
been previously reviewed by the City Council, and will be enacted by one motion.
There will be no separate discussion of these items unless a Councilmember so
requests; in which event the item will be removed from the General Order of Business,
and considered in its normal sequence on the Agenda.
1 C. Authorization to Hold an Executive Session
Motion was made by Councilmember Binsbacher, seconded by Councilmember Finn, to
authorize the holding of an Executive Session for the purpose of discussions or
consultations with designated representatives of the public body and/or legal counsel in
order to consider its position and instruct its representatives regarding:
(a) Automatic Aid Agreement for Fire Protection and Other Emergency Services
pursuant to A.R.S. 38-431.03.A.3 and A.R.S. 38-431.03.A.4.
Upon vote, the motion carried unanimously 6 to 0.

Being no further business to come before the Council, the meeting was duly adjourned

EXECUTIVE SESSION AGENDA
2. An Executive Session was convened immediately following the 5:00 p.m. Special
Meeting for the purpose of discussions and consultations with designated
representatives of the public body and/or legal counsel in order to consider its
position and instruct its representatives regarding:
(a) Automatic Aid Agreement for Fire Protection and Other Emergency
Services pursuant to A.R.S. 38-431.03.A.3 and A.R.S. 38-431.03.A.4.
Clerk’s Note: In accordance with A.R.S. § 38-431.03(B), minutes of executive
sessions must be kept confidential except as outlined in statute.

Following a moment of silent reflection, Councilmember Finn led the Pledge of
Allegiance.

Presentation:
3. National Library Card Month
Nathaniel Washburn, Library and Cultural Services Manager, announced the
library card design winners, Isabella Perry and Anna Gladbach.
Yvonne Owens, Vice President of the Friends of the Peoria Public Library
organization, highlighted the activities conducted during the month of September
2017 in recognition of National Library Month.
4. Proclamation Recognizing October as "Domestic Violence Awareness
Month"
Vice Mayor Edwards read aloud a Proclamation declaring the month of October
as Domestic Violence Awareness Month.
CONSENT AGENDA: All items listed with a “C” are considered to be routine or have
been previously reviewed by the City Council, and will be enacted by one motion.
There will be no separate discussion of these items unless a Councilmember so
requests; in which event the item will be removed from the General Order of Business,
and considered in its normal sequence on the Agenda.
Vice Mayor Edwards asked if any Councilmember wished to have an item removed
from the Consent Agenda. Having no requests from Council, motion was made by
Councilmember Hunt, seconded by Councilmember Finn, to approve the Consent
Agenda.
Upon vote, the motion carried unanimously 6 to 0.
5 C. Minutes
Approved the September 19, 2017 City Council Meeting minutes.
6 C. Board and Commission Appointments
Approved the recommendations from the Council Boards and Commissions
Subcommittee pertaining to the following appointments/reappointment, and adopted the
Resolutions as presented:
Adopted RES. 2017-103 reappointing Thomas Griggs as a regular member of the Board
of Adjustment for a term to expire in December 2021; and

Adopted RES. 2017-104 reappointing David Eberhart as a regular member of the
Citizens Commission on Salaries for Elected City Officials for a term to expire in
December 2021; and
Adopted RES. 2017-105 reappointing Lauren Allsopp and Mike Fusco as regular
members of the Historic Preservation Commission for terms to expire in December
2021; and
Adopted RES. 2017-106 reappointing Kenneth Krieger and Brian Wiley as regular
members of the Municipal Development Authority for terms to expire in November 2021;
and
Adopted RES. 2017-107 reappointing Shawn Hutchinson and Jeff Nelson as regular
members of the Planning and Zoning Commission for terms to expire in December
2021; and
Adopted RES. 2017-108 appointing Patrick Sells as a regular member of the Public
Safety Personnel Retirement System - Local Fire Board for a partial term to expire in
June 2019; and
Adopted RES. 2017-109 appointing Patrick Sells as a regular member of the Public
Safety Personnel Retirement System - Local Police Board for a partial term to expire in
June 2019; and
Adopted RES. 2017-110 reappointing Anthony Irby as a regular member of the
Veterans Memorial Board for a term to expire in December 2021; and
Adopted RES. 2017-111 appointing Micah Dionisio Aviles as a regular member of the
Youth Advisory Board for a partial term to expire in June 2018.
7 C. Grant-in-Aid Agreement, Tohono O’odham Nation, Radios and Radio
Components
(a) Approved the Grant-In-Aid Agreement in the amount of $13,243 from the
Tohono O’odham Nation and;
(b) Approved a budget amendment in the amount of $13,243 from the
Proposed Grant Contingency account to the Tohono O’odham Grant Fund
account, thus providing expenditure authority for the grant fund account.
8 C. Grant-in-Aid Agreement, Tohono O’odham Nation, Community Resource
Guides Project
(a) Approved the Grant-In-Aid Agreement in the amount of $6,000 from the
Tohono O’odham Nation and;

(b) Approved a budget amendment in the amount of $6,000 from the
Proposed Grant Contingency account to the Tohono O’odham Grant Fund
account, thus providing expenditure authority for the grant account.
9 C. Fiscal Year 2017 Final and Fiscal Year 2018 First Quarter Budget
Amendments
Approved the attached Fiscal Year 2017 Final Budget Amendments and Fiscal Year
2018 First Quarter Budget Amendments.
10 C. Deeds and Easements, Various Locations
Adopted RES. 2017-112 accepting Deeds and Easements for various Real Property
interests acquired by the City.
11 C. Designate Roadways, Establish Rights-of-Way, Various Locations
Adopted RES. 2017-113 designating various Real Properties to be used as City
roadways and authorized the establishment of Public Rights-of-Way to be opened and
maintained by the City as a Public Street.
12 C. Final Plat, Bloom MMD, 91st Avenue and Olive Avenue
Approved the Final Plat, Bloom MMD, located at 91st Avenue and Olive Avenue,
subject to stipulations.
13 C. Final Plat, Ironwood Estates, 104th Avenue and Pinnacle Peak Road
Approved the Final Plat, Ironwood Estates, located at Pinnacle Peak Road and 104th
Avenue, subject to stipulations.
14 C. Final Plat, Townley Park, 89th Avenue and Olive Avenue
Approved the Final Plat, Townley Park, located at 89th Avenue and Olive Avenue,
subject to stipulations.

A. Hurricane Harvey Relief Efforts
Bobby Ruiz, Fire Chief, and Gary Bernard, Deputy Fire Chief, reported on the
Fire-Medical Department’s relief efforts in Bridge City, Texas in the wake of the
damage and devastation caused by Hurricane Harvey.
B. Fire Prevention Month
Bobby Ruiz, Fire Chief, reported the National Fire Protection Association (NFPA)
has designated October as National Fire Prevention Month. This year’s theme is
“Every Second Counts - Plan 2 Ways Out”. Chief Ruiz recommended fire
escape plans that include two exits from each room of your home. Chief Ruiz
stressed practicing the escape plans and checking smoke detector batteries.
C. Upcoming City Events Video
A video presentation showcasing upcoming City events was displayed.
Reports from City Council:
Council Youth Liaison Acosta congratulated the library card design winners, Isabella
Perry and Anna Gladbach. Council Youth Liaison Acosta reported on her leadership
meeting with Maria Lopez Rogers, former City of Avondale Mayor. Council Youth
Liaison Acosta thanked the Fire-Medical Department team that provided relief efforts to
Bridge City, Texas after Hurricane Harvey.
Councilmember Patena reported on his attendance at the ribbon cutting for TYR
Tactical held on September 26, 2017 and Susan Daluddung’s retirement party held on
October 3, 2017. Councilmember Patena congratulated the library card design winners,
Isabella Perry and Anna Gladbach.
Councilmember Binsbacher congratulated the library card design winners, Isabella
Perry and Anna Gladbach. Councilmember Binsbacher reported on the End the
Stigma: shining a light on addiction in your community event held at the Rio Vista
Recreation Center on September 23, 2017 and the ¡SOMOS PEORIA! event held on
September 30, 2017. Councilmember Binsbacher also reported on the Arizona 100
Club’s Scholarship Ball held on September 20, 2017 where, for the first time in the
club’s history, the top awards were given to public safety officers from the same city.
Stephen Gunn, Peoria Police Officer was awarded the Police Officer of the Year Award
and Brandon Sheffert, Peoria Fire Engineer, was awarded the Firefighter of the Year
Award. Councilmember Binsbacher expressed her appreciation to the Fire-Medical
Department’s team who provided assistance to Bridge City, Texas after Hurricane
Harvey.

Councilmember Finn expressed his appreciation to all public safety personnel for their
service and dedication, especially during crisis events.
Councilmember Hunt congratulated the library card design winners, Isabella Perry and
Anna Gladbach. Councilmember Hunt reported on the Jobs for Arizona Graduates
(JAG) Initiation and Installation Ceremony held at Peoria High School on September 29,
2017, the End the Stigma: shining a light on addiction in your community event held at
the Rio Vista Recreation Center and the Arizona Forward 37th Annual Environmental
Excellence Awards ceremony held on September 23, 2017. Councilmember Hunt
introduced the two new Library mascot characters Piggy and Gerald. Councilmember
Hunt reported on the success of the ¡SOMOS PEORIA! event held on September 30,
2017 and Susan Daluddung’s retirement party held on October 3, 2017.
Councilmember Leone reported on the ribbon cutting for TYR Tactical held on
September 26, 2017. Councilmember Leone reminded residents of the Shred-A-Thon-
event that will be held on October 14, 2017 at the Sun Valley Elementary School
located at 8361 N. 95th Avenue. Councilmember Leone cautioned residents to be
aware of unsolicited telephonic marketing and fraud calls.
Council Youth Liaison Gatrost reported on her leadership meeting with former City of
Avondale Mayor, Maria Lopez Rogers, held on September 29, 2017 and a West-Mec
Focus Group held on October 2, 2017. Council Youth Liaison Gatrost reported that
Raymond S. Kellis High School is celebrating Spirit and Homecoming week and
thanked the school staff and students for their efforts on behalf of these events. Council
Youth Liaison Gatrost congratulated the library card design winners, Isabella Perry and
Anna Gladbach and expressed her condolences to the families and victims of the recent
shooting in Las Vegas.
