MINUTES OF THE PEORIA CITY COUNCIL CITY OF PEORIA, ARIZONA CITY COUNCIL CHAMBER October 15, 2019 A Regular Meeting of the City Council of the City of Peoria, Arizona was convened at 8401 West Monroe Street in open and public session at 7:01 p.m. Following a moment of silent reflection, Council Youth Liaison Greathouse led the Pledge of Allegiance. Members Present: Mayor Cathy Carlat; Vice Mayor Bridget Binsbacher; Mayor Pro Tem Vicki Hunt; Councilmembers Denette Dunn, Jon Edwards, Michael Finn and Bill Patena. Council Youth Liaisons: Brighton Greathouse and Ritika Ravindran. Members Absent: None. Other Municipal Officials Present: Jeff Tyne, City Manager; Andy Granger, Deputy City Manager; Katie Gregory, Deputy City Manager; Erik Strunk, Deputy City Manager; Vanessa Hickman, City Attorney; Lori Dyckman, Deputy City Clerk; Thomas Adkins, Intergovernmental Affairs Director; Sonia Andrews, Finance Director; Kevin Burke, Public Works Director; Rick Buss, Economic Development Services Director; Chris Jacques, Planning and Community Development Director; Adina Lund, Development and Engineering Director; Art Miller, Police Chief; Gary Bernard, Fire Deputy Chief; John Sefton, Parks, Recreation, and Community Facilities Director; Jennifer Stein, Office of Communications Director; Jay Davies, Chief of Staff; and Kristina Roman, City Clerk Specialist. Audience: Approximately 20 members of the public were present. Note: The order in which items appear in the minutes is not necessarily the order in which they were discussed in the meeting. Presentation: 1. Fighter Country Partnership Update Thomas Adkins, Intergovernmental Affairs Director, introduced Ron Sites, President and CEO for Fighter Country Partnership (FCP) and Fighter Country Foundation (FCF) and board member Bob Bambauer. Mr. Sites presented regarding the FCP and FCF. Information included: • FCP and FCF mission statement City Council Meeting Minutes October 15, 2019 Page 2 of 7 • Non-Profit information • Funding o Enhancing quality-of-life o Programs with a purpose o Facility Improvements  Luke Fire Station Renovation  Flightline Kitchen  56th FW Security Forces Guard Mount room Mr. Sites thanked Peoria for their support. Mayor Carlat expressed appreciation to Fighter Country Foundation for taking care of the military and their families and acknowledged the success of the organization. Mayor Carlat informed that Peoria is proud to be a supporter of Fighter Country Foundation. 2. Library Card Design Winners Nathaniel Washburn, Library Manager, and Kathleen Wade, Library Systems Administrator, presented awards to the library card design winners. The contest was open to children, teens and adults with 200 designs submitted. The three winners were: • Kailey Whipple, 6th grader from West Wing Elementary • Madi Allen, 11th grader from Glendale Preparatory Academy • Mikela Prevost, Adult Category CONSENT AGENDA: All items listed with a “C” are considered to be routine or have been previously reviewed by the City Council, and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event the item will be removed from the General Order of Business, and considered in its normal sequence on the Agenda. Mayor Carlat announced that the Consent Agenda included a Public Hearing on the Edward Byrne Memorial Justice Assistance Grant from The United States Department of Justice. There were no requests from those present to address this agenda item. Mayor Carlat asked if any Councilmember wished to have an item removed from the Consent Agenda. Having no requests from Council, motion was made by Mayor Pro Tem Hunt, seconded by Vice Mayor Binsbacher, to approve the Consent Agenda. Board and Commission Appointment Approved the recommendations from the Council Boards and Commissions Subcommittee and adopted RES. 2019-123 appointing Ravi Bhakta as a regular member of the Youth Advisory Board. 4C. Contract, J.R. Filanc Construction Company, Inc., Lift Station L103 Operational Improvements Approved a contract with JR Filanc Construction Company, Inc. for a guaranteed maximum price not to exceed $1,084,130 to construct the 101st and Northern Avenues Lift Station L103 Pretreatment System Upgrade project. 5C. Grant, Arizona Department of Homeland Security, Statewide Disaster Response Program (a) Authorized the acceptance of two grants from the Arizona State Department of Homeland Security (AZDOHS) in the amount of $52,874; and (b) Approved a budget amendment in the amount of $52,874 from the Proposed Grants Contingency account to the AZDOHS grant account. 6C. Intergovernmental Agreement, Arizona Department of Transportation, Loop 303 Traffic Interchange at Jomax Road Adopted RES. 2019-124 approving an Intergovernmental Agreement with the State of Arizona Department of Transportation (ADOT) for the design and construction of the Loop 303 Traffic Interchange at Jomax Road. 7C. Intergovernmental Agreement Amendment, Regional Public Transportation Authority, Grant for Bus Stop Improvements (a) Authorized the City Manager to execute an Intergovernmental Agreement Amendment with the Regional Public Transportation Authority (RPTA) for funding bus stop accessibility improvements; and (b) Approved a budget amendment in the amount of $260,000 to establish the budget authority to expend the grant dollars. 8C. Deeds and Easements, Various Locations Adopted RES. 2019-125 accepting Deeds and Easements for various Real Property interests acquired by the City. City Council Meeting Minutes October 15, 2019 Page 4 of 7 9C. PUBLIC HEARING – Grant, United States Department of Justice, Edward Byrne Memorial Justice Assistance Grant (a) Authorized acceptance of a United States Department of Justice, Edward Byrne Memorial Justice Assistance Grant in the amount of $25,719; and (b) Approved a budget amendment in the amount of $25,719 from the Proposed Grants Contingency fund to the Justice Assistance Grant fund. REGULAR AGENDA New Business: Clerk’s Note: Agenda Items 10R and 11R were presented together. 10R. Minor General Plan Amendment, Villages at Pioneer Park, 83rd Avenue and Olive Avenue Chris Jacques, Planning and Community Development Director, presented regarding the proposed Minor General Plan Amendment for the Villages at Pioneer Park on 83rd Avenue and Olive Avenue. Information included: • History and Overview of Site • Site and Area Context • Conceptual Development Plan • Thematic Elements • General Plan Land Use and Zoning • Public Outreach • Planning and Zoning Commission Findings Discussion ensued regarding: • Number of units being built • Whether the school can accommodate the student increase Motion was made by Mayor Pro Tem Hunt, seconded by Councilmember Finn, to concur with the Planning and Zoning Commission's unanimous recommendation and adopt RES. 2019-126 approving an amendment to the General Plan Land Use Map re- designating a 30.21 acre site located at the southwest corner of 83rd Avenue and Olive Avenue from Community Commercial to Medium-High Density Residential (8-15 du/ac). Rezoning, Villages at Pioneer Park, 83rd Avenue and Olive Avenue Motion was made by Mayor Pro Tem Hunt, seconded by Vice Mayor Binsbacher, to concur with the Planning and Zoning Commission’s unanimous recommendation and adopt ORD. 2019-27 approving the rezoning of Olive Crossroads Planned Area Development (PAD) to the Villages at Pioneer Park PAD. Upon vote, the motion carried unanimously 7 to 0. Call To The Public (Non-Agenda Items) None. Reports from City Manager: 12. Reports A. Business Licensing Automation Jeff Tyne, City Manager, reported on the new online Business Licensing application, CitizenServe. A video was displayed that highlighted the application and features. Reports from City Council: Council Youth Liaison Greathouse reported on her attendance at the Youth Advisory Board meeting and the West Valley Youth Retreat. Council Youth Liaison Greathouse congratulated the library card design winners. Councilmember Patena congratulated the library card design winners and reported on the Resource Center’s success. Councilmember Finn reminded residents of the upcoming shred event at Centennial High School on October 26th and that voters should have received their school district ballots in the mail. Councilmember Finn expressed his appreciation for the new online business license process. Vice Mayor Binsbacher reported on recent events she attended, including: • Peoria Fire Medial Citizen Academy • 2nd Annual Peoria Film Festival • Mural dedication at Theater Works Vice Mayor Binsbacher expressed her gratitude to the Friends of the Library, new online business license process and congratulated the library card design winners. City Council Meeting Minutes October 15, 2019 Page 6 of 7 Councilmember Edwards welcomed the new police officers to the City of Peoria and reported on recent events he attended, including: • National Night Out at Terramar • October 7th Girl Scout Pogo Tour • 10/October 9th Project Wet event at Alta Vista Park • 2nd Annual Peoria Film Festival • West Valley Youth Retreat Mayor Pro Tem Hunt thanked the Friends of the Library for their work with the Community Center and congratulated the library card design winners. Mayor Pro Tem Hunt reported on recent events she attended, including: • Second Saturday in Downtown Peoria • Studio 37 Mural Event Councilmember Dunn welcomed new police officers to the City of Peoria and congratulated the library card design winners. Councilmember Dunn invited residents to attend the upcoming Parkfest! event at Country Meadows Park on November 2nd. Councilmember Dunn reported on the friendship\buddy benches in schools and how they assist with teaching kids kindness. Council Youth Liaison Ravindran reported on her attendance at the Youth Advisory Board Community Center tour and congratulated the library card design winners. Reports from the Mayor: Mayor Carlat thanked the Council Youth Liaisons for their involvement in community activities.
