Cinnabar Avenue in open and public session at 6:08 p.m. Invocation by Anil Amaravadi from Hindu Swayamsevak Sangh Pledge of Allegiance was led by Mayor Beck. PUSD M&O Override Overview Dr. Somers, Peoria Unified School District Superintendent, displayed a PowerPoint presentation on the Peoria Unified School District Maintenance and Operations (M&O) Override Overview. Information included: • 2024-2025 Peoria Unified Achievements • Governing Board • 2025 M&O Override Election Overview • $2.5 Million to Public Safety Programs 4. Prop 403 and Prop 406 Overview Dr. Scott Spurgeon, West-MEC Superintendent, displayed a PowerPoint presentation on Prop 403 and Prop 406 Overview. Information Included: • AZ Workforce Ecosystem • Member Districts, Campuses, and Programs • 2025-2026 College Partner Programs • Adult Education • Current Expansion • 2024-2025 School Year Statistics • Companies Hiring Students • Proposition 403 o West-MEC is requesting voter authorization for a $415 million bond to build new school facilities and expand current facilities. o The bond will fund upcoming projects such as new training facilities, campus expansion, and upgraded technology to meet workforce demands. o There will be no increase in the tax rate. The rate will remain at $.013 per $100 of assessed property value. • Proposition 406 City Council Meeting Minutes October 7, 2025 Page 4 of 8 o Voter approval will allow West-MEC to sell, lease, or exchange certain district-owned properties and use the proceeds to invest in educational improvements. • 2025 Bond - $415 million / No tax rate increase • Future Growth Projects 5. Hindu Heritage Month Vice Mayor Jennifer Crawford presented a proclamation to Hindu Swayamsevak Sangh members for Hindu Heritage Month. 6. Dr. Raymond S. Kellis Leadership Award Recipients Councilmember Denette Dunn presented Dr. Raymond S. Kellis Leadership Awards, to the following recipients: • Principal Bridget Stockwell, Country Meadows Elementary Principal • Christie Davis, Benefits Manager • Sarah Tekulve, Early Literacy Specialist CONSENT AGENDA All items listed on the Consent Agenda are considered to be routine or have been previously reviewed and/or discussed by the City Council and will be enacted by one motion. There will be no separate discussion of these items. If the Presiding Officer receives a timely notice of a request for removal, an item may be removed from the Consent agenda for consideration on the Regular Agenda. 7 C. Minutes Approved the August 28, 2025 and September 16, 2025 Council meeting minutes. 8 C. Grants, Governor's Office of Highway Safety, Highway Safety Projects (a) authorized the City Manager to accept three grants totaling $169,720 from the Governor's Office of Highway Safety for various enforcement and education efforts; and (b) approved a budget amendment in the amount of $169,720 from the Contingency Fund to various Governor's Office of Highway Safety Fund accounts. 9 C. Pass-Through Grant, Gila River Indian Community Adopted RES. 2025-99 Authorizing the City of Peoria to act as the pass-through municipality for local 501(c)(3) organizations seeking grant funding from the Gila River Indian Community. City Council Meeting Minutes October 7, 2025 Page 5 of 8 10 C. Intergovernmental Agreement, University of Arizona through the Arizona Board of Regents, Transportation Engineering Services Approved an Intergovernmental Agreement between City of Peoria and the University of Arizona, through the Arizona Board of Regents, for the joint coordination in the provision of Transportation Engineering Services by the University. 11 C. Intergovernmental Agreement, City of Phoenix, Amkor Technology, Inc., Re-establishing the Foreign Trade Zone Application to New Location Approved RES. 2025-100 and an Intergovernmental Agreement with the City of Phoenix, Arizona to establish Amkor Technology Arizona within Phoenix, Arizona Foreign Trade Zone #75. 12 C. Abandonment of City Interest, Drainage Easement, Southeast Corner of 83rd Avenue and Jefferson Street Adopted RES. 2025-101 abandoning the City’s interest in a portion of a certain Drainage Easement within Lot 1 of the Axiom Church Final Plat located east of 83rd Avenue south of Jefferson Street. 13 C. Deeds and Easements, Various Locations Adopted RES. 2025-102 accepting Deeds and Easements for various Real Property interests acquired by the City. The deeds and easements have been recorded by the Maricopa County Recorder’s Office and this process will formally accept them into the system. 14 C. Liquor License Application Various Locations Recommended approval to the State Liquor Board for: (a) a New Restaurant (Series 12) Liquor License for Barro’s Pizza, located at 9800 W. Happy Valley Road, Michael J. Barro, Applicant, LL#25-011065. (b) a New Restaurant (Series 12) Liquor License for Modo Mio Italian Kitchen, located at 9815 W. Happy Valley Road, Edward J. Inglese, Applicant, LL#24- 000795. (c) a New Restaurant (Series 12) Liquor License for Biscuits Cafe, located at 24812 N. 67th Avenue, Dylan E. Ligatich, Applicant, LL#25-010813. 15 C. Bingo License, West and Southeast Realtors of the Valley, 9001 West Union Hills Drive Suite 8 Recommended approval to the Arizona Department of Revenue for a Class B Bingo License for West and Southeast Realtors of the Valley, located at 9001 West Union Hills Drive Suite 8, Roger Nelson, Applicant, LL#25-011019. Having no requests from Council to remove items from the Consent Agenda, a motion was made by Vice Mayor Crawford, and seconded by Councilmember Edwards, to approve the Consent Agenda. City Council Meeting Minutes October 7, 2025 Page 6 of 8 Upon tabulation of votes, it showed: AYES – Beck, Crawford, Finn, Stokes, Dunn, Edwards, Bullock. NAYS – None ABSENT – None. Motion carried 7-0. REGULAR AGENDA New Business: 16 R. Intergovernmental Agreement Amendment, Regional Public Transportation Authority, Transit Services Chris Hallet, Neighborhood and Human Services Director, and Termain Colley, Transit Manager, displayed a PowerPoint presentation on the Intergovernmental Agreement Amendment, Regional Public Transportation Authority, Transit Services. Information included: • Scope of Analysis • Transit Service Overview • Regional ADA Paratransit Service Area • Regional ADA Paratransit Service • RideChoice Program • Projected Costs for Regional ADA and RideChoice • Key Takeaways • Staff Recommendation A motion was made by Councilmember Edwards, and seconded by Councilmember Bullock, to amend the Intergovernmental Agreement Amendment #151-75-2026 with the Regional Public Transportation Authority, also known as Valley Metro, to expand Peoria’s Paratransit Americans with Disabilities Act Transportation to include RideChoice, an on-demand Americans with Disabilities Act transportation service providing an anticipated cost savings of approximately $432,000. Upon tabulation of votes, it showed: AYES – Beck, Crawford, Finn, Stokes, Dunn, Edwards, Bullock. NAYS – None ABSENT – None. Motion carried 7-0.
