A Regular Meeting of the Council Boards and Commissions Subcommittee of the City of
Peoria, Arizona, was convened by Chairman Bill Patena an open and public session at 8401
W. Monroe Street, Peoria, Arizona on October 11, 2016 at 5:31 p.m.
Members Present: Councilmember Jon Edwards, Councilmember Michael Finn and
Councilmember Bill Patena

The subcommittee interviewed Jessica Cotter and Julia Smock for possible appointment to
various boards and commissions.

Discussion and possible action to appoint, reappoint, recruit, or schedule interviews for
various City Boards and Commissions including, but not limited to, Arts Commission, Board
of Adjustment, Building Board of Appeals, Citizens Commission on Salaries for Elected City

Arts Commission
Motion was made by Committee Member Edwards, seconded by Committee Member Finn, to
appoint Julia Smock to a regular position with a partial term to expire June, 2018. Upon vote
the motion carried unanimously 3 to 0.
Board of Adjustment
Motion was made by Committee Member Finn, seconded by Committee Member Edwards, to
reappoint Michael Kwederis to a regular position with a term to expire December, 2020.
Upon vote the motion carried unanimously 3 to 0.
Building Board of Appeals
The Building Board of Appeals currently has one vacancy. By consensus, the subcommittee
asked staff to arrange an interview with Robert Mrozinski.
Citizens Commission on Salaries for Elected City Officials
Motion was made by Committee Member Edwards, seconded by Committee Member Finn, to
reappoint George Johnson and Diane Alfonso to regular positions with terms to expire
December, 2020. Upon vote the motion carried unanimously 3 to 0.
Economic Development Advisory Board
Motion was made by Committee Member Finn, seconded by Committee Member Edwards, to
reappoint Michelle Lehman to a regular position with a term to expire December, 2020. Upon
vote the motion carried unanimously 3 to 0.
Historic Preservation Commission
Motion was made by Committee Member Finn, seconded by Committee Member Edwards, to
reappoint Shelby Duplessis and Earl Guy to regular positions with terms to expire December,
2020. Upon vote the motion carried unanimously 3 to 0.
Judicial Selection Advisory Board
Motion was made by Committee Member Edwards, seconded by Committee Member Finn, to
appoint Jessica Cotter to a regular position with a term to expire June, 2020. Upon vote the
motion carried unanimously 3 to 0.
Municipal Development Authority
Motion was made by Committee Member Edwards, seconded by Committee Member Finn, to
reappoint Shawn Hutchinson as a regular member with a term to expire November, 2020.

Motion was made by Committee Member Edwards, seconded by Committee Member Finn, to
appoint Kenneth Krieger as a regular member to a partial term to expire November, 2017.
Upon vote, the motion carried unanimously 3 to 0.
Planning and Zoning Commission
Motion was made by Committee Member Finn, seconded by Committee Member Edwards, to
reappoint Bryan Patterson as a regular member with a term to expire December, 2020. Upon
vote the motion carried unanimously 3 to 0.
Motion was made by Committee Member Finn, seconded by Committee Member Edwards, to
appoint alternate member Mitchell Bolnick as a regular member with a term to expire
December, 2020. Upon vote, the motion carried unanimously 3 to 0.
The Planning and Zoning Commission currently has one vacancy for an alternate position.
By consensus, the subcommittee asked staff to arrange an interview with Clayton Allsop and
Robert Mrozinski.
Veterans Memorial Board
Motion was made by Committee Member Finn, seconded by Committee Member Edwards, to
reappoint Russ Lachance as a regular member with a term to expire in December, 2020.
Upon vote, the motion carried unanimously 3 to 0.
Motion was made by Committee Member Finn, seconded by Committee Member Edwards, to
reappoint interim member Milan (Luke) Lukich as a regular member to a partial term to expire
in December, 2018. Upon vote, the motion carried unanimously 3 to 0.
The Veterans Memorial Board currently has one vacancy. By consensus, the subcommittee
asked staff to arrange an interview with Patsy Comer.
4R. Board and Commission Review
Public Safety Personnel Retirement System Local Fire and Police Boards
Laura Krause, Human Resources Director, provided an overview of the composition, powers,
duties and activities related to the Public Safety Personnel Retirement System Local Fire and
Police Boards.
Judicial Selection Advisory Board
Steve Burg, Acting City Attorney, provided an overview of the composition, powers, duties
and activities related to the Judicial Selection Advisory Board.

In response to Committee Chair Patena’s inquiry, Rhonda Geriminsky, City Clerk, reported
that the 2017 Board and Commission Appreciation Event will be held on February 24, 2017
at the Arizona Broadway Theatre with a performance by The Piano Man.
