CITY OF PEORIA, ARIZONA PINE CONFERENCE ROOM December 7, 2021 A Regular Meeting of the Council Boards and Commissions Subcommittee of the City of Peoria, Arizona, was convened by Subcommittee Chair Michael Finn in an open and public session at 8401 W. Monroe Street, Peoria, Arizona on December 7, 2021 at 5:30 p.m. Members Present: Subcommittee Chair Michael Finn, Subcommittee Member Jon Edwards and Subcommittee Member Patena. Members Absent: None Other Municipal Officials Present: John Sefton, Parks, Recreation and Community Facilities Director; Chris Jacques, Planning and Community Development Director; Bob Goodhue, Deputy Director of Development; Christine Nickel, Human Resources Director; CamaLe Russell, Human Resources Manager, Daniel Murillo, Council Assistant; Michael Dynes, Assistant City Attorney; Lori Dyckman, Deputy City Clerk; Kelsea Holian, City Clerk Specialist; and Irene Charlez, Council Assistant. Audience: Seven members of the public were in attendance. Note: The order in which items appear in the minutes is not necessarily the order in which they were discussed in the meeting. Consent Agenda: Motion was made by Subcommittee Member Edwards, seconded by Subcommittee Member Patena, to approve the consent agenda. Upon vote, the motion carried unanimously 3-0. 1 C. Minutes Approved the minutes of the October 19, 2021 Council Boards and Commissions Subcommittee meeting as part of the consent agenda. NEW BUSINESS 2 R. Board and Commission Interviews The Subcommittee interviewed Adam Hawkins for possible re-appointment to the Design Review Board. The Subcommittee interviewed Jeffrey Thompson for possible appointment to the Veterans Memorial Board. Council Boards and Commissions Subcommittee December 7, 2021 Page 2 The Subcommittee interviewed Ryan Markson for possible appointment to the Parks, Recreation, and Community Facilities Board. The Subcommittee interviewed Mike Fusco for possible re-appointment to the Historic Preservation Commission. The Subcommittee interviewed Shawn Hutchinson for possible re-appointment to the Planning and Zoning Commission. The Subcommittee interviewed Jeff Nelson for possible re-appointment to the Planning and Zoning Commission. The Subcommittee interviewed Michael Kruk for possible appointment to the Veterans Memorial Board. 3 R. Authorization to Hold an Executive Session Motion was made by Subcommittee Chair Finn, seconded by Subcommittee Member Patena, to authorize the holding of an Executive Session for the purpose of discussions regarding: a) Citizens Commission on Salaries for Elected City Officials b) Parks, Recreation and Community Facilities Board c) Veterans Memorial Board Upon vote, the motion carried unanimously, 3-0. Subcommittee Chair Finn recessed the meeting to go into Executive Session at 6:07 p.m. EXECUTIVE SESSION 4. An Executive Session was convened for the purpose of discussion or consideration of appointments; or discussion or consideration of records exempt by law from public inspections; or discussion or consultation for legal advice with the attorney or attorneys of the public body regarding board or commission member vacancies on the following: a) Citizens Commission on Salaries for Elected City Officials b) Parks, Recreation and Community Facilities Board c) Veterans Memorial Board Subcommittee Chair Finn reconvened the meeting in an open and public session at 6:17 p.m. NEW BUSINESS – CONTINUED Council Boards and Commissions Subcommittee December 7, 2021 Page 3 5 R. Board and Commission Vacancies Discussion and possible action to appoint, reappoint, schedule interviews for, or recruit for the Citizens Commission on Salaries for Elected City Officials, Design Review Board, Historic Preservation Commission, Parks, Recreation and Community Facilities Board, Planning & Zoning Commission, and Veterans Memorial Board. Design Review Board Motion was made by Subcommittee Chair Finn, seconded by Subcommittee Member Patena to re-appoint Adam Hawkins as a regular member for a partial term to expire December 31, 2023. Upon vote, the motion carried unanimously, 3-0. Historic Preservation Commission Motion was made by Subcommittee Chair Finn, seconded by Subcommittee Member Patena to re-appoint Mike Fusco as regular member for a term to expire December 31, 2023. Upon vote, the motion carried unanimously, 3-0. Parks, Recreation and Community Facilities Board Motion was made by Subcommittee Chair Finn, seconded by Subcommittee Member Edwards to appoint Ryan Markson as regular member for a term to expire June 30, 2023. Upon vote, the motion carried unanimously, 3-0. Planning and Zoning Commission Motion was made by Subcommittee Chair Finn, seconded by Subcommittee Member Edwards to re-appoint Shawn Hutchinson as a regular member for a term to expire June 30, 2023. Upon vote, the motion carried unanimously, 3-0. Motion was made by Subcommittee Chair Finn, seconded by Subcommittee Member Edwards to re-appoint Jeff Nelson as a regular member for a term to expire December 31, 2023. Upon vote, the motion carried unanimously, 3-0. Veterans Memorial Board Motion was made by Subcommittee Chair Finn, seconded by Subcommittee Member Patena to appoint Michael Kruk as a regular member for a term to expire June 30, 2024. Upon vote, the motion carried unanimously, 3-0. CALL TO THE PUBLIC: None Council Boards and Commissions Subcommittee December 7, 2021 Page 4 Updates from staff: None Reports from Subcommittee: Subcommittee Chair Finn requested details regarding communication between staff and applicants. He requested an appointment to meet with Deputy City Clerk to discuss the process.
