CITY OF PEORIA, ARIZONA PINE CONFERENCE ROOM November 1, 2022 A Regular Meeting of the Council Boards and Commissions Subcommittee of the City of Peoria, Arizona, was convened by Subcommittee Chair Michael Finn in an open and public session at 8401 W. Monroe Street, Peoria, Arizona on November 1, 2022 at 5:30 p.m. Members Present: Subcommittee Chair Michael Finn and Subcommittee Member Patena. Members Absent: Subcommittee Member Hunt Other Municipal Officials Present: Erik Strunk, Deputy City Manager; Chris Jacques, Planning and Community Development Director; Chris Calcaterra, Parks & Recreation Director; Christine Nickel, Human Resources Director; Breanne Nelson, Human Resources Manager; CamaLe Russell, Human Resources Manager; Vanessa Hickman, City Attorney; Natalie Gilstrap, Management Analyst; Kyana Hayes; City Clerk Specialist; Jill Boltz, Deputy City Clerk; Lori Dyckman, City Clerk; and Irene Charlez, Council Assistant. Audience: 10 members of the public were in attendance. Note: The order in which items appear in the minutes is not necessarily the order in which they were discussed in the meeting. Consent Agenda: Motion was made by Subcommittee Member Patena, seconded by Subcommittee Chair Finn, to approve the consent agenda. Upon vote, the motion carried unanimously 2-0. 1 C. Minutes Approved the minutes of the August 16, 2022 Council Boards and Commissions Subcommittee meeting as part of the consent agenda. NEW BUSINESS 2 R. Board and Commission Interviews The Subcommittee interviewed Colleen Ostrander for possible appointment to the Employee Benefits Trust Board. The Subcommittee interviewed Rick Eckenrode for possible appointment to the Parks, Recreation, and Community Facilities Board. The Subcommittee interviewed Sonia Raftery for possible appointment to the Parks, Recreation, and Community Facilities Board. Council Boards and Commissions Subcommittee November 01, 2022 Page 2 The Subcommittee interviewed Jane Cicinelli for possible reappointment to the Personnel Board. The Subcommittee interviewed Christian Williams for possible appointment to the Planning and Zoning Commission. The Subcommittee interviewed Linda Grice for possible reappointment to the Planning and Zoning Commission. The Subcommittee interviewed Joysaphine Waitman for possible reappointment to the Planning and Zoning Commission. The Subcommittee interviewed Brenda Rehnke for possible reappointment to the Volunteer Firefighter Pension Board. 3 R. Authorization to Hold an Executive Session Motion was made by Subcommittee Chair Finn, seconded by Subcommittee Member Patena, to authorize the holding of an Executive Session for the purpose of discussions regarding: a) Employee Benefits Trust Board b) Parks, Recreation and Community Facilities Board c) Planning and Zoning Commission Upon vote, the motion carried unanimously, 2-0. Subcommittee Chair Finn recessed the meeting to go into Executive Session at 5:56 p.m. EXECUTIVE SESSION 4. An Executive Session was convened for the purpose of discussion or consideration of appointments; or discussion or consideration of records exempt by law from public inspections; or discussion or consultation for legal advice with the attorney or attorneys of the public body regarding board or commission member vacancies on the following: a) Employee Benefits Trust Board b) Parks, Recreation and Community Facilities Board c) Planning and Zoning Commission Subcommittee Chair Finn reconvened the meeting in an open and public session at 6:16 p.m. Council Boards and Commissions Subcommittee November 01, 2022 Page 3 NEW BUSINESS – CONTINUED 5 R. Board and Commission Vacancies Discussion and possible action to appoint, reappoint, schedule interviews for, or recruit for the Employees Benefits Trust Board; Parks, Recreation and Community Facilities Board; Personnel Board; Planning and Zoning Commission; Veterans Memorial Board; and Volunteer Firefighter Pension Board. Employee Benefits Trust Board Motion was made by Subcommittee Chair Finn, seconded by Subcommittee Member Patena to appoint Colleen Ostrander as a regular member for a term to expire June 30, 2024. Upon vote, the motion carried unanimously, 2-0. Parks, Recreation and Community Facilities Board Motion was made by Subcommittee Chair Finn, seconded by Subcommittee Member Patena to appoint Sonia Raftery as a regular member for a term to expire June 30, 2023 Upon vote, the motion carried unanimously, 2-0. Motion was made by Subcommittee Chair Finn, seconded by Subcommittee Member Patena to appoint Christine Paz as a regular member for a term to expire December 31, 2024. Upon vote, the motion carried unanimously, 2-0. Personnel Board Motion was made by Subcommittee Chair Finn, seconded by Subcommittee Member Patena to reappoint Jane Cicinelli as an alternate member for a term to expire December 31, 2023. Upon vote, the motion carried unanimously, 2-0. Planning and Zoning Commission The Subcommittee moved to defer appointment and/or reappointment recommendations until next meeting. Veterans Memorial Board By consensus of the Subcommittee, continue recruitment efforts for Veterans Memorial Board applicants.. Volunteer Firefighter Pension Board Motion was made by Subcommittee Chair Finn, seconded by Subcommittee Member Patena to reappoint Brenda Rehnke as a regular member for a term to expire June 30, 2023.
