CITY OF PEORIA, ARIZONA PINE CONFERENCE ROOM October 11, 2023 A Regular Meeting of the Council Boards and Commissions Subcommittee of the City of Peoria, Arizona, was convened by Subcommittee in an open and public session at 8401 W. Monroe Street, Peoria, Arizona on May 9, 2023 at 5:11 p.m. Members Present: Subcommittee Member Beck, Subcommittee Member Edwards and Subcommittee Member Patena Members Absent: None. Other Municipal Officials Present: Lorie Dever, Planning Manager; Della Ernest, Executive Assistant; Kevin Burke, Deputy City Manager; Brian Carrico, Family and Youth Services Superintendent; Brandon Urness, Mayor's Chief of Staff; Austin Roe, Council Assistant; Daniel Murillo, Council Assistant; Brad Keogh Chief Assistant City Attorney; Agnes Goodwine, City Clerk; and Kyana Hayes, City Clerk Specialist. Note: The order in which items appear in the minutes is not necessarily the order in which they were discussed in the meeting. Consent Agenda: Motion was made by Subcommittee Member Edwards, seconded by Subcommittee Member Patena, to approve the consent agenda. Upon vote, the motion carried unanimously 3-0. 1 C. Minutes Approved the minutes of the May 9, 2023 Council Boards and Commissions Subcommittee meeting as part of the consent agenda. 2 C. Disposition of Absence Approved the absence of Councilmember Jon Edwards from the May 9, 2023 Boards and Commissions Subcommittee meeting. NEW BUSINESS 3 R. Election of Chair Nomination was made by Subcommittee Member Edwards, seconded by Subcommittee Member Beck, to select Subcommittee Member Patena as Chair. Board and Commission Interviews The Subcommittee interviewed Jeff Bruno for possible appointment to the Planning and Zoning Commission. The Subcommittee interviewed Thomas Konkowski for possible appointment to Planning and Zoning Commission. The Subcommittee interviewed Douglas Myers for possible appointment to the Planning and Zoning Commission. The Subcommittee interviewed Scott Phillips for possible appointment to the Planning and Zoning Commission. The Subcommittee interviewed Kellen Harris for possible appointment to the Youth Advisory Board. The Subcommittee interviewed Leonardo Hernandez for possible appointment to the Youth Advisory Board. The Subcommittee interviewed Titus Tipton for possible appointment to the Youth Advisory Board. 5 R. Authorization to Hold an Executive Session Motion was made by Subcommittee Member Beck, seconded by Subcommittee Member Edwards, to authorize the holding of an Executive Session for the purpose of discussions regarding: a) Planning and Zoning Commission b) Youth Advisory Board Upon vote, the motion carried unanimously, 3-0. Subcommittee Chair Patena recessed the meeting to go into Executive Session at 5:58 p.m. EXECUTIVE SESSION 6. An Executive Session was convened for the purpose of discussion or consideration of appointments; or discussion or consideration of records exempt by law from public inspections; or discussion or consultation for legal advice with the attorney or attorneys of the public body regarding board or commission member vacancies on the following: Council Boards and Commissions Subcommittee October 11, 2023 Page 3 (a) Planning and Zoning (b) Youth Advisory Board Subcommittee Chair Patena reconvened the meeting in an open and public session at 6:36 p.m. NEW BUSINESS – CONTINUED 7 R. Board and Commission Vacancies Discussion and possible action to appoint, reappoint, schedule interviews for, or recruit for the following board and commission vacancies: (a) Construction Board of Appeals (b) Design Review Board (c) Judicial Public Defender Advisory Board (d) Planning and Zoning Commission (e) Veterans Memorial Board (f) Volunteer Firefighter Pension Board (g) Youth Advisory Board Construction Board of Appeals Motion was made by Subcommittee Chair Patena, seconded by Subcommittee Member Beck to reappoint Dennis Greiner as a regular member for a term to expire June 30, 2025. Upon vote, the motion carried unanimously, 3-0. Design Review Board Motion was made by Subcommittee Chair Patena, seconded by Subcommittee Member Beck to reappoint Adam Hawkins and Adam Pruett as regular members for terms to expire December 31, 2025. Upon vote, the motion carried unanimously, 3-0. Judicial Public Defender Advisory Board Motion was made by Subcommittee Chair Patena, seconded by Subcommittee Member Beck to reappoint James Hann as a regular member for a term to expire June 30, 2025. Upon vote, the motion carried unanimously, 3-0. Council Boards and Commissions Subcommittee October 11, 2023 Page 4 Planning and Zoning Commission Motion was made by Subcommittee Member Beck, seconded by Subcommittee Member Edwards to reappoint Anthony Feiter and Jeff Nelson as regular members for terms to expire December 31, 2025 and appoint Thomas Konkowski and Doug Myers as regular members with terms to expire December 31, 2025. Upon vote, the motion carried unanimously, 3-0. Veterans Memorial Board Motion was made by Subcommittee Chair Patena, seconded by Subcommittee Member Beck to reappoint Anthony Irby and Tad Snidecor as regular members for terms to expire December 31, 2025. Volunteer Firefighter Pension Board Motion was made by Subcommittee Chair Patena, seconded by Subcommittee Member Beck to reappoint John Albright and Brenda Rehnke as regular members for terms to expire December 31, 2025. Youth Advisory Board Motion was made by Subcommittee Member Edwards, seconded by Subcommittee Member Beck to appoint Kellen Harris as a regular member for a term to expire December 31, 2026. 8 R. 2024 Board and Commission Appreciation Event Discussion to schedule a Savannah Bananas Spring Training game for the 2024 Board and Commission Appreciation Event.
